Summary
federation revitalization part 2.5: Added more systems, added 'sectors' like the ones i did for the Galactic Federation in the Empire of Twelve Suns and Terzan-2 Coalition. Added Terzan-2 subdivisions (they existed beforehand i just didnt depict them, they're probably the most similar to the accord power distribution wise compared to most civs), Tarosians are freed from Elder Overseer rule.
