Imperial Council Investigation

Months after the start of the Order of Ganymede Investigation, lights were reported to be on inside the headquarters of the "Imperial Council" , a mysterious ultramilitarist/panhumanist organization with 6 members, for the first time since their past meetings in 256, 291, 310 (When they met with Poland's government), and now in 313. Another meeting was held only months afterwards, which was seen as insignificant by the YNF (the country where the Council's headquarters was), but not by a private investigative group known as the 'Echo Operatives' who managed to plant a listening device that transmitted the words 'Contingency Project I71A' in morse code before being found and destroyed by the Council, which the EO publicized.
