The [[SDS Foundation]] privately disclosed to the governments of [[Theia|Theia's]] countries that it would be reverse-engineering the dimensional portal technology found in [[Site-11]] in order to build a portal between [[Timeline-002]] and the [[Backrooms]] on Theia, with this future facility being named '[[Dimensional-Site-99]]', prompting Polsk to recommend that it be built in a neutral zone which the SDS agreed with as it claimed it would most likely build it in a small resort settlement in the outback. Polsk recommended that it could be used as an international zone to negotiate peace deals and convene all of Theia's governments, which the SDS claimed was irrelevant to their operations as such things could just be done in the [[League of Theia|League of Theia's]] headquarters in [[Northport]]. SDS Foundation and [[SDSB]] representatives convened to form the '[[Backrooms Access Authority]]' responsible for the construction project.
