Following the announcement of major military budget cuts in order to fund domeestic development, rebuilding, infrastructure expansion, education, and space exploration, [[Polsk's]] quality of life improved enough so that its various extraplanetary colonies could gain representation in the senate, with these new senators working alongside the Polskan ones to together reorganize all Polskan settlements into the '[[Confederation of Slavic Interplanetary States]]', a liberal-democratic interstellar confederacy consisting of various planetary republics with their capital on [[Titan]]. As may be inferred with the 'Slavic' in its name, the CSIS attempted to invite [[Yata's]] slavic nations of the [[Amur Government]], [[Bohemia]], (eastern) [[Kalevala]], [[Luvakhia]], [[Luvamatrilia]], [[Moesia]], [[Najova]], [[Poland]], [[Siberia]], the [[Tritonian Confederacy]], and [[Yamalia]]. Poland flat out refused the offer. Najova didn't see space colonization as necessary due to its Anti-[[Theian]] sympathies (seeing Theians as descendants of rich people that escaped Yata when it was in its worst state while leaving the poor to suffer), with them refusing to change their stance despite being told of how cost effective travel between Yata and Theia had become and how easy it would be to set up interplanetary receivers in poorer countries. The Amur Government was unable to accept due to being a [[Sizzlean]] puppet-state and Luvakhia didn't know enough about Theia to agree to the proposal, while all others never responded.
