A company known as the '[[Independent Space Aeronautics Commission]]' was established in [[Murica]] with promises of allowing private citizens access to space regardless of their past records or checks. The [[CSIS]] found this suspicious and launched an investigation into who were propping up the company to the point of being able to start developing spacefaring technologies, finding out that most of ISAC's leadership were sympathetic to various radical organizations such as the [[Checkmate Association]], [[Emiro Phantom]], [[Legion of Chaos]], [[Miller, Patel and Lau Ltd.|Miller, Patel and Lau LTD]], the [[Ceylonese Pirates]], the [[ORSE Clan]], the [[Church of the Red Leader]], and the [[Ascetic Order of the Immortal Targoltos]] (though not all of these organizations held enough financial assets to provide significant funding), with many of said leaders having criminal records in the [[United Pacific States]] and the [[Republic of Texas]] from inciting riots. Seeing them as not a very significant threat yet, the CSIS stuck to merely sabotaging them by framing certain founders of stealing funds by siphoning money from others' accounts into theirs.
