	Months after the start of the Order of Ganymede Investigation, lights were reported to be on inside the headquarters of the "Imperial Council" , a mysterious ultramilitarist/panhumanist organization with 6 members, for the first time since their past meetings in 256, 291, 310 (When they met with [~~https://yatawiki.xyz//yatawiki/index.php/Poland's?action=edit&redlink=1~~ Poland's] government), and now in 313. Another meeting was held only months afterwards, which was seen as insignificant by the YNF (the country where the Council's headquarters was), but not by a private investigative group known as the 'Echo Operatives' who managed to plant a listening device that transmitted the words 'Contingency Project I71A' in morse code before being found and destroyed by the Council, which the EO publicized. A year later, the Echo Operatives published that two personal spacecrafts landed within a small landing platform inside the Imperial Council's headquarters which implied that another meeting was taking place even though some members appeared to be missing during the heightened tensions between the CSIS and Order of Ganymede, causing CSIS to later figure out that the OOG was likely affiliated with them. 	In the later half of 315, the EO noted that a 7th ship (implying a new or undocumented member) had arrived at the IC headquarters' landing pad located in a central courtyard, raising enough suspicion in the CSIS that they decided to try planting a listening device as there appeared to be no doors and only very thin reinforced windows at the very top of the building. The OMM failed to detect any radio frequencies which suggested that the facility was currently vacant, so they began trying to cross-reference data from air traffic control, satellites, and eye-witness data to begin identifying spacecrafts which the IC operated, leading to the discovery that two ships were Theian and five (including the 'new arrival') were Yatan. Meanwhile the CSIS failed to send a person into the courtyard due to intruder sensors likely being alerted if they tried, so the CSIS instead put its attention on a vent which had been welded shut after the EO had previously planted a listening device in it, promptly removing the seal and vent with some struggle, allowing them to send a small four-legged robot inside as it was too small to fit a full person. The robot inside found all other vents it could access were also sealed, so it was equipped with tools to break through if it needed to as some vent seals appeared to be thin enough that its listening devices could hear through them. Seeing this as good enough, the CSIS re-sealed the vent and withdrew its agents as to not rouse suspicion. 	A few months later, CSIS agents in the IC Building's area noticed that a assembly of communication equipment opened up from the side of the structure and sent a broadcast to a redacted recipient, with them suspecting that it was either the OOG or Hyperborea. After some time, a singular vessel arrived at the IC headquarters which was tracked to have come from 'somewhere' near Tristan de Cunha, with the individual which was onboard the craft quickly making their way inside via a facial scanner. The robot in the vents began picking up walking sounds and occasional beeps, eventually leading to sounds similar to a printer despite sonar scans not 'seeing' such a device, then clicking and metallic-banging sounds, then the sound of something being sprayed and carts of supplies being moved. Sonar revealed that the person inside was putting something into sealed boxes, while looking thru the cloudy reinforced windows some tables, chairs, and filing cabinets were seen but not the person inside due to them being on one of the windowless floors, prompting the NIA to implant a tracker on the ship by disguising it as debris falling off of a drone while the OMM positioned satellites above the IC building, scanning the person inside to reveal a ~40 year old male wearing a suit. After 5 hours a 'clang' was heard as the person inside left the building (after a fingerprint scan) and pushed the cart of document-filled boxes onto the ship, leaving a note on the door which read; "Moving to temporary meeting place due to security concerns regarding the unfortunate burning of another NGO Building in [[Avania City]] - [[Witaj Polaku]]". The NIA decided to take advantage of this vacancy by breaking in (after a few hours of effort), leading to alarms blaring the words "WARNING, BREAK IN. No Imperial Council Members detected present. Initialising automatic lockdown and secrecy method", prompting the NIA agents to leave. After failing to detain the ship, the CSIS tracked it as it headed to a isolated landing pad in western Jeriya, from which the pilot and cargo were transported onto a private aircraft that flew westwards, travelling around 8 thousand kilometers before dropping off of tracking due to stealth technologies it seemingly possessed. At this time, the YNF expressed concerns over the IC's activities and promised that its intelligence agency would investigate, prompting the NIA to hand over all of its files regarding the situation. Later, unusual sounds came from the IC building as its communicators broadcasted a series of encrypted messages to unknown places in the Alpha Sol System, with decryption attempts revealing some similarities with the OOG's encryption methods, though only limited information was actually decrypted due to how convoluted it was; "The Imperial Council for the Restoration of the Trophian Empire is the name of our organization", "Restoration of the Trophian Empire", "Yetian National Front", "NGO Tax Exemptions" "We follow the ideological system of "Trophia Thought", Also known as Human Chauvinism", "Current Member Count: 7". NIA squads began ransacking the building again, finding automated systems in the process of disposing of all documents and hardware that weren't taken out of the building earlier, so they blew up the building and blasted 'This is for echo you dirty fucks' over the IC's communication frequencies for some reason. Eventually, the plane was discovered abandoned on Pindorama's coastline near São Francisco do Sul, with a search revealing it was empty and that the fingerprints inside weren't on record, though regardless OMM drones arrived on site shortly afterward and searched inland and into the sea to look for anything. The Pindoraman government questioned the NIA's presence, requesting that in the future it be notified about such searches in its territory despite the NIA justifying that it was so that Pindorama 'would not be under the iron fist of the YNF and the Imperial Council trying to restore the Trophian Empire', which confused Pindorama greatly despite being given the files too. Despite how unhelpful Pindorama was, it was inferred that the person had left the scene on a boat which was registered by a foreigner named 'Éliott Janvier'. The Boat was eventually found drifting in the Drake Passage, though Janvier had seemingly been shot with an assault rifle, suggesting that this individual was only a courier tasked with bringing the documents to the IC's temporary meeting place before being executed to ensure secrecy, suggesting that the IC's base was on an island or structure somewhere in the south atlantic, as AIs scouring through communications on all major continents found any keywords regarding the incident on the IC's frequency, suggesting that they had either been 'scared off' or changed their frequency, though continued failed searches suggested the former was more likely, so the YNF suggested setting up a intelligence agency to look into the situation for now after inquiring about known affiliates of the IC, with the OOG being the only one the CSIS was aware of, prompting the YNF to suggest caution as all possible information was gathered. The CSIS explained what it believed to know, that the IC and OOG were affiliates, and that the OOG was formerly Hyperborean which was the YNF and Trophian Empire, leading to the YNF correcting them that the OOG predated Hyperborea as the lost 'Jupiter Fleet' of the YNF/Trophia that had left World War 9, though if Hyperborea was also involved then Petoria also could be due to the [[Second Trophia Pact]] between the two. The YNF was then prompted to explain the history of the YNF and its affiliates, explaining how the Old YNF was a party in Yetia that became a paramilitary group, how Hyperborea's leaders claimed to be successors of said group, and how Trophia was a term used by the Old YNF and Petoria when they collaborated, with the main mystery being how such groups had even returned as during the Macanese-West Malian War it was believed that all YNF members had their memories wiped.
