'''Yang Zhang''' was the military dictator of [[Saipulusi]]. He was born in [[Yetia City]] in late 169 in a [[Sizzlean]] Family. He read into the thoughts of the [[NSE]] and eventually came into contact with [[NSE]] loyalists and moved to [[Paliurio]], where many of them met up as their base of operations. He joined the [[Yetian]] navy and eventually became an admiral during the [[Yetian State|Yetian State's]] reign. During the collapse of the Yetian State he seized control of [[Cyprus]] and established the [[Saipulusi]] Governorate as a NSE faction operating under armed neutrality.
