Xya is the largest and farthest moon from the gas giant Guan, the fourth planet from the Atlei star, in the Sai'el System. Unlike other moons in the system, it is naturally and almost entirely habitable, albeit it suffers from much more extreme climate differences compared to Qel, the only other known habitable world in the system. The moon is also the only other known body in the system to possess a consistent atmosphere and a significant amount of water. It is situated 5565LY from Alpha Sol and takes approximately 2 months to complete a full orbit of its satellite planet. Xy Natives make up the predominant population of this moon, though a very small number of Usodine settlers have immigrated across Sai'el.

Administrative Division of Xya

Officially, Xya is united under a single state: The Sacred Empire of Xy. It is a confederal mixed government, with two consuls being elected by the leaders of the individual, autonomous states that comprise the empire every four years. This system is the result of the Division of The Sacred Empire, wherein the originally unified governance split into two entities as a result of population growth, expanded territories and logistical difficulties. One consul must come from each side, wherein they must have both the popular vote (majority across the empire) and a regional majority (majority in their respective half). If a deadlock is caused as a result on either side, a runoff vote is performed under the jurisdiction of the Senate of East and West. Whilst the consuls have a level of executive authority in 'times of great crisis', they are otherwise subservient to the senate.

Senate Composition

The Senate is comprised of four factions, with voting open to all adult citizens. There are 400 available seats and elections are held every seven years independently of choosing new consuls.

Regional

States within The Empire

Although unified in principle, seven different authorities actually make up the Empire. East Xy has direct governance in the southeast, a territorial government to its' north, and has control over a dominion to its' northwest. Meanwhile, West Xy manages an autonomous state in the planet's polar reason and has a diplomatic agreement for membership into the empire with the Nomadic States of Vir to its' west. Between these two authorities and their autonomous, there are also a cluster of independent city states. These city states are sovereign but are aligned with the Empire's governance and each have a consul vote. Government officials, lords, or city administrators are usually granted a vote. The votes for consuls are split between territories, totalling 100 votes:

  • 25 Votes for the East Xy Empire, West Xy Empire and Dominion of Skalia
  • 20 Votes for the Aligned City States (20 qualify for voting)
  • 10 Votes for the Polar Autonomy, Northeastern Administration, and Nomadic States of Vir Nomadic states of Vir
