The regency council in power in Hayah grew increasingly unpopular as it had persisted long past the time it was supposed to, leading to a failed uprising by the 'Revolutionary Democratic League of Hayah' in Doha, though the brutal manner in which they were suppressed lead to more RDL forces rising up against the government in a now nation-wide rebellion. Taking advantage of the chaos, the 'Army of Shi'a Hayah' rose up opposed to the dominance of Sunni Islam in Hayah's policies, soon spilling over into Aparty as Zaydi muslims in the region joined their ranks while the RDL was more focused on occupying the developed east and sparse north. Angered by the government's poor coordination, several generals lead by 'Haadiya Fasih' rose up in rebellion under the 'Military Administration of North Hayah', quickly proclaiming themselves to be the new legitimate government as they rallied supporters to march towards Doha. The war would later come to an end in World War 20, with the Military Administration briefly seizing control before being defeated by the Regency.
