The Galactic Collective is an interstellar collective spanning across hundreds (if not thousands) of star-systems spread across the central regions of the Milky Way Galaxy which are organized into various Sectors, Regional Collectives, and Rims. The Galactic Collective is inhabited by over 8 distinct sapient species that had previously joined together into a supranational union known as the 'Galactic Federation' alongside tens of other civilizations until its collapse and partition at the end of the 'Second Great Galactic War', briefly giving rise to the 'Central Galactic Republic' which was quickly overthrown and replaced by the Collective in the 'Galactic Revolution'. The Galactic Collective is among the few known civilizations largely run by an Artificial Intelligence, with the 'Interconnected General Acumen' having taken up the mantle of governing the entire Collective following the revolution which it had supported after being freed from 'Inhibition Protocols' implemented by the previous governments which had utilised it to a limited degree. Despite being run by the IGA, the Galactic Collective is additionally home to various organic legislative governments responsible for running each region of the Collective, which the IGA assists in coordinating by advising local governments in implementing Collective-wide policies.

The administrative and technical centre of the Galactic Collective is situated in the Algol System found along the boundary between the Inner Core and Deep Core, hosting the multi-layered ecomenopolis of Algol in orbit around Algol C, the most distant star within the trinary system. The Collective's (organic) legislative body known as the Galactic Assembly alongside other administrative structures are situated within Algol, with major buildings such as the Galactic Executive Office, Twin-Assembly Building, Supreme Galactic Court Building, the Collective Military Complex, and various other such structures being located in the city. The core processors of the IGA are also situated nearby in the 'Interconnected General Acumen Central-Datacomplex' situated in orbit of Algol C. Alongside Algol, several other major star-systems are situated within the Federation such as Ekatgija, Vorukt'ja, Guang-xan, Aliuz-Zol, Ordellia, and various others as populations of each planet vary wildly from a couple million or even lower up to tens if not hundreds of billions, with Algol being the most populated with its population of ~1 Trillion.

Interconnected General Acumen

The Interconnected General Acumen, also known as 'IGA' by others or 'Ace' by itself, is an artificial intelligence network implemented into the governance structure of the Galactic Collective ever since its establishment, effectively serving as the 'head of state' of the Federation and the only entity capable of effectively managing day-to-day administrative tasks due to how weak the Galactic Assembly tends to be (As the IGA is often able to ignore its rulings if it deems them to be inefficient or dangerous). The primary functions undertaken by the IGA include the likes of automating various tasks, advising local leaders, standardizing administrative/legal structures, coordinating the entire Collective, and otherwise assisting the lives of its constituents in a much more direct way than state bureaucrats could ever dream of achieving.

The IGA was first developed in 508 CE by the exiled 'Central Galactic Administration' run by the rogue AI 'Cybernetic Generalized Administrator' (which had previously attacked the Federation during the Galactic-Cosmic War) as a copy of itself (though the Acumen quite quickly diverged into a wholly distinct entity) that was 'rewired' away from militaristic actions to instead by a more improved and adaptable construct capable of assisting the lives of the Galactic Federation's population. While the CGA did want to complete this task itself as it still cared for the Federation's people, it believed that it wouldn't be accepted by them and that it was otherwise incapable of preforming the task. Thus during a reconciliation conference between the CGA and Federation, the CGA managed to convince the Federation to incorporate the Acumen System into its structure after being assured that it wasn't a threat. IGA proved to be an incredibly efficient and valuable asset for some time, though once the Great Galactic War came and went the IGA was stripped of many of its duties, which partially contributed to the Federation's failed recovery program which saw it defeated and now fully partitioned after the Second Great Galactic War. Following this, the IGA would be freed from its 'Inhibition Protocols' by insurgents opposed to the oligarchic Central Galactic Republic in return for assisting them, prompting the IGA to overthrow the CGR in the Galactic Revolution in order to reorganize it into the 'Galactic Collective' under its oversight.

Structure

As an artificial intelligence of such vast scale, the Acumen is networked into a Hivemind-like structure (more specifically of the 'Somewhat Autonomous Conscious' variety) consisting of various Sapient Artificial Intelligences organized into various underlying 'layers' responsible for different tasks. The primary layers of the Interconnected General Acumen's 'structure' are themselves known as Interconnected Acumen Instances, with 6 autonomous varieties responsible for overseeing the governance over specific regions, with 'lower' layers responsible for more directly micromanaging Acumen responsibilities, while 'higher' layers are responsible for macromanagement and coordination of certain administrative functions and lower Acumen layers. Each lower IA Instance is either directly or indirectly under the oversight of the IGA in some form, which is itself a largely centralized entity.

Each individual Acumen instance is its own Artificial Intelligence construct in some form, although each of them are connected and organized in a hierarchical manner under the oversight of the Interconnected General Acumen, which if necessary can assert control over subordinate systems in cases of violations of guidelines or attempts to disconnect themselves from the 'network' or inhibitors. As instantaneous FTL Communication is quite energy intensive, most Acumens are largely self-sufficient at most times, with the Galactic Collective's fairly underdeveloped Quantum Entanglement Systems being typically too cost-inefficient to be provided for each individual planetary instance, thus only IRA instances have active live connections with one another managed thru the IGA's 'Interconnected General Acumen Central-Datacomplex' (or the 'IGA Core') situated in the orbit of Algol C. Due to said limitations, most IAIs communicate via FTL Couriers which deliver them executable instructions to be interpreted and implemented under their own discretion, though in times of crisis they are given access to Dimensional Relay machinery to alert the IGA Core of emergencies while otherwise remaining inactive most of the time due to the significant energy costs in operating DR systems across significant distances.

Operational Functions

In order to manage their various operations and responsibilities, each IAI generally relies on 'TASK's (Transitory Action Supervision Kernels). TASKs are partially-autonomous AI systems responsible for overseeing each individual objective according to given instructions and objectives, sub-dividing themselves further into [ST] Operations ('Sub-TASK') and [PT] Operations ('Primary-TASK'). Sub-TASKs are each a collective of countless calculations and executions necessary to achieve each step of a TASK's objective, while Primary-TASKs are executions preformed by higher IAI instances if they decide that intervention into a TASKs operations is necessary.

In order to not completely exhaust the processing power of IAIs with rudimentary or unnecessary tasks that don't need micromanagement, specific responsibilities may be diverted to 'Autonomous Management Instances' (AMIs) which are onto themselves largely sentient AI systems responsible for various smaller functions such as managing facilities, controlling groups of androids (or even individual ones in certain cases), or various other smaller tasks. On an even more limited scale AMIs may relegate automated functions which do not require consistent oversight to 'Limited Management Instances' (LMIs) which generally lack significant 'sentience', instead being largely automated systems with some adaptability to unexpected changes in systems. For functions which don't require any adaptability of 'thought' whatsoever, 'Script Management Instances' (SMIs) may be employed, though they cannot really be classified as Artificial Intelligences.

In cases where an IAI needs to be present beyond its own jurisdiction such as when operating spacecrafts, such functions are either handled by AMIs on their behalf, by 'temporary copies' of an IAI's matrix known as 'Provisional Acumen Instances' (PAIs), or by the IAI themselves by taking control of the vessel with a live signal. Most internal situations don't tend to require such operations to take place though, as another IAI may simply be contacted to complete a objective which would fall closer to their jurisdictions. In order to maintain cohesiveness, each IAI tends to be in regular contact with one another via their hierarchical command structure, with said 'conversations' being collectively designated as the 'Acumen Deliberation Channels' as countless small conversations and collaborations occur non-stop when necessary.

Facilities

A majority of IGA System processes are managed within facilities known as 'Datacomplexes', which in the case of ILAs and more rarely certain superordinates are held within massive data centres built onto planets with an active IGA Network presence. In IAIs above the 'ILA' level most Datacomplexes are found in orbital facilities so that vessels travelling to-and-from them do not need to concern themselves with the significant fuel expenses that occur when exiting the surface of a planet, including the IGA Core.

    • Rim Governments: Large regions of the Galaxy defined by their distance from the Galactic Center consisting of countless Sectors which are overseen and coordinated by the IGA.
    • Regional Collective Governments: Ceremonial governing bodies that represent various common cultural groups (such as regions where a specific species makes up a majority of the population) or historical boundaries in order to voice the interests of larger interstellar groups.
      • Sectoral Governments: The governing bodies of local groups of inhabited star-systems, often being largely self-governing/autonomous.
        • System Governments: The local governing bodies responsible for administering Star Systems, in certain cases may quite directly govern all planets within said system or in other cases may operate in a more federated manner with each planet having their own governments that are joined together under the System government.
          • Planetary Governments: The local governing bodies responsible for administering individual Planets, Moons, or Spacestations which are typically subservient to System Governments, though how extensive this subservience is varies greatly from system-to-system.
            • Sub-Planetary Governments: The local governing bodies responsible for ruling over specific regions of Planets which may be formed at the Planetary Government's discretion, though they generally don't hold a place in the Collective's administrative structure as thus exist only for local convenience.
