The Havana Pact was an alliance of communist nations located in Latin America that was founded by Dzaphania and Sipedro with the goal of reinstating communist influence in the region. Following the formation and subsequent defeat of the Union of America, all other members than the two founders (Lizarb, Cocala and Merida) were rendered defunct leaving the pact with only 2 members until each of their absorption into The Confederacy.
