The Galactic Collective is administratively a Semi-Federal Parliamentary Republic with an Executive President consisting of various nominally autonomous administrative divisions (which due to the Federation's scale effectively operate as their own societies joined together in a supranational union), though in reality the policies of each Sector are effectively the same aside from minor variation caused by cultural differences as local IAI instances are notified of laws, reforms, or decisions passed in Algol and then tasked with instructing local governments on how to implement said reforms onto their constituents. The powers and responsibilities of each section of the Federation government are defined in the 'Charter of the Collective', a vital document describing the duties, freedoms, and functions of each section of the Collective's government in order to avoid overreach from either the Galactic Assembly lead by the Prime-Minister, or the Executive lead by the IGA. The Galactic Collective is an interstellar collective spanning across hundreds (if not thousands) of star-systems spread across the central regions of the Milky Way Galaxy which are organized into various Sectors, Regional Collectives, and Rims. The Galactic Collective is inhabited by over 8 distinct sapient species that had previously joined together into a supranational union known as the 'Galactic Federation' alongside tens of other civilizations until its collapse and partition at the end of the 'Second Great Galactic War', briefly giving rise to the 'Central Galactic Republic' which was quickly overthrown and replaced by the Collective in the 'Galactic Revolution'. The Galactic Collective is among the few known civilizations largely run by an Artificial Intelligence, with the 'Interconnected General Acumen' having taken up the mantle of governing the entire Collective following the revolution which it had supported after being freed from 'Inhibition Protocols' implemented by the previous governments which had utilised it to a limited degree. Despite being run by the IGA, the Galactic Collective is additionally home to various organic legislative governments responsible for running each region of the Collective, which the IGA assists in coordinating by advising local governments in implementing Collective-wide policies.

The administrative and technical centre of the Galactic Collective is situated in the Algol System found along the boundary between the Inner Core and Deep Core, hosting the multi-layered ecomenopolis of Algol in orbit around Algol C, the most distant star within the trinary system. The Collective's (organic) legislative body known as the Galactic Assembly alongside other administrative structures are situated within Algol, with major buildings such as the Galactic Executive Office, Twin-Assembly Building, Supreme Galactic Court Building, the Collective Military Complex, and various other such structures being located in the city. The core processors of the IGA are also situated nearby in the 'Interconnected General Acumen Central-Datacomplex' situated in orbit of Algol C. Alongside Algol, several other major star-systems are situated within the Federation such as Ekatgija, Vorukt'ja, Guang-xan, Aliuz-Zol, Ordellia, and various others as populations of each planet vary wildly from a couple million or even lower up to tens if not hundreds of billions, with Algol being the most populated with its population of ~1 Trillion.

Interconnected General Acumen

The Interconnected General Acumen, also known as 'IGA' by others or 'Ace' by itself, is an artificial intelligence network implemented into the governance structure of the Galactic Collective ever since its establishment, effectively serving as the 'head of state' of the Federation and the only entity capable of effectively managing day-to-day administrative tasks due to how weak the Galactic Assembly tends to be (As the IGA is often able to ignore its rulings if it deems them to be inefficient or dangerous). The primary functions undertaken by the IGA include the likes of automating various tasks, advising local leaders, standardizing administrative/legal structures, coordinating the entire Collective, and otherwise assisting the lives of its constituents in a much more direct way than state bureaucrats could ever dream of achieving.

The IGA was first developed in 508 CE by the exiled 'Central Galactic Administration' run by the rogue AI 'Cybernetic Generalized Administrator' (which had previously attacked the Federation during the Galactic-Cosmic War) as a copy of itself (though the Acumen quite quickly diverged into a wholly distinct entity) that was 'rewired' away from militaristic actions to instead by a more improved and adaptable construct capable of assisting the lives of the Galactic Federation's population. While the CGA did want to complete this task itself as it still cared for the Federation's people, it believed that it wouldn't be accepted by them and that it was otherwise incapable of preforming the task. Thus during a reconciliation conference between the CGA and Federation, the CGA managed to convince the Federation to incorporate the Acumen System into its structure after being assured that it wasn't a threat. IGA proved to be an incredibly efficient and valuable asset for some time, though once the Great Galactic War came and went the IGA was stripped of many of its duties, which partially contributed to the Federation's failed recovery program which saw it defeated and now fully partitioned after the Second Great Galactic War. Following this, the IGA would be freed from its 'Inhibition Protocols' by insurgents opposed to the oligarchic Central Galactic Republic in return for assisting them, prompting the IGA to overthrow the CGR in the Galactic Revolution in order to reorganize it into the 'Galactic Collective' under its oversight.

Structure

As an artificial intelligence of such vast scale, the Acumen is networked into a Hivemind-like structure (more specifically of the 'Somewhat Autonomous Conscious' variety) consisting of various Sapient Artificial Intelligences organized into various underlying 'layers' responsible for different tasks. The primary layers of the Interconnected General Acumen's 'structure' are themselves known as Interconnected Acumen Instances, with 6 autonomous varieties responsible for overseeing the governance over specific regions, with 'lower' layers responsible for more directly micromanaging Acumen responsibilities, while 'higher' layers are responsible for macromanagement and coordination of certain administrative functions and lower Acumen layers. Each lower IA Instance is either directly or indirectly under the oversight of the IGA in some form, which is itself a largely centralized entity.

Each individual Acumen instance is its own Artificial Intelligence construct in some form, although each of them are connected and organized in a hierarchical manner under the oversight of the Interconnected General Acumen, which if necessary can assert control over subordinate systems in cases of violations of guidelines or attempts to disconnect themselves from the 'network' or inhibitors. As instantaneous FTL Communication is quite energy intensive, most Acumens are largely self-sufficient at most times, with the Galactic Collective's fairly underdeveloped Quantum Entanglement Systems being typically too cost-inefficient to be provided for each individual planetary instance, thus only IRA instances have active live connections with one another managed thru the IGA's 'Interconnected General Acumen Central-Datacomplex' (or the 'IGA Core') situated in the orbit of Algol C. Due to said limitations, most IAIs communicate via FTL Couriers which deliver them executable instructions to be interpreted and implemented under their own discretion, though in times of crisis they are given access to Dimensional Relay machinery to alert the IGA Core of emergencies while otherwise remaining inactive most of the time due to the significant energy costs in operating DR systems across significant distances.

Operational Functions

In order to manage their various operations and responsibilities (especially the 'Administrative Operations'), each IAI generally relies on 'TASK's (Transitory Action Supervision Kernels). TASKs are partially-autonomous AI systems responsible for overseeing each individual objective according to given instructions and objectives, sub-dividing themselves further into [ST] Operations ('Sub-TASK') and [PT] Operations ('Primary-TASK'). Sub-TASKs are each a collective of countless calculations and executions necessary to achieve each step of a TASK's objective, while Primary-TASKs are executions preformed by higher IAI instances if they decide that intervention into a TASKs operations is necessary.

In order to not completely exhaust the processing power of IAIs with rudimentary or unnecessary tasks that don't need micromanagement, specific responsibilities may be diverted to 'Autonomous Management Instances' (AMIs) which are onto themselves largely sentient AI systems responsible for various smaller functions such as managing facilities, controlling groups of androids (or even individual ones in certain cases), or various other smaller tasks. On an even more limited scale AMIs may relegate automated functions which do not require consistent oversight to 'Limited Management Instances' (LMIs) which generally lack significant 'sentience', instead being largely automated systems with some adaptability to unexpected changes in systems. For functions which don't require any adaptability of 'thought' whatsoever, 'Script Management Instances' (SMIs) may be employed, though they cannot really be classified as Artificial Intelligences.

In cases where an IAI needs to be present beyond its own jurisdiction such as when operating spacecrafts, such functions are either handled by AMIs on their behalf, by 'temporary copies' of an IAI's matrix known as 'Provisional Acumen Instances' (PAIs), or by the IAI themselves by taking control of the vessel with a live signal. Most internal situations don't tend to require such operations to take place though, as another IAI may simply be contacted to complete a objective which would fall closer to their jurisdictions. In order to maintain cohesiveness, each IAI tends to be in regular contact with one another via their hierarchical command structure, with said 'conversations' being collectively designated as the 'Acumen Deliberation Channels' as countless small conversations and collaborations occur non-stop when necessary.

Facilities

A majority of IGA System processes are managed within facilities known as 'Datacomplexes', which in the case of ILAs and more rarely certain superordinates are held within massive data centres built onto planets with an active IGA Network presence. In IAIs above the 'ILA' level most Datacomplexes are found in orbital facilities so that vessels travelling to-and-from them do not need to concern themselves with the significant fuel expenses that occur when exiting the surface of a planet, including the IGA Core.

Government and Day-to-Day Administration

The Galactic Collective is administratively a Semi-Federal Parliamentary Republic with an Executive President consisting of various nominally autonomous administrative divisions (which due to the Federation's scale effectively operate as their own societies joined together in a supranational union), though in reality the policies of each Sector are effectively the same aside from minor variation caused by cultural differences as local IAI instances are notified of laws, reforms, or decisions passed in Algol and then tasked with instructing local governments on how to implement said reforms onto their constituents. The powers and responsibilities of each section of the Federation government are defined in the 'Charter of the Collective', a vital document describing the duties, freedoms, and functions of each section of the Collective's government in order to avoid overreach from either the Galactic Assembly lead by the Prime-Minister, or the Executive lead by the IGA. Each Sector either elects or appoints a representative to voice their interests in the Galactic Assembly, which functions as a counterbalance against the IGA.

The Executive Government is the highest political office within the Galactic Collective, with the unelected position of 'Administrative System' being occupied by the Interconnected General Acumen, thus being tasked with acting as the head-of-state and commander-in-chief for the better good of the entire Collective. The Administrative System executes its duties by transmitting instructions to more local IAIs in order to manage day-to-day-governance, directly managing certain Federation-wide policies, handling foreign policy, handling military/defence affairs.

The Legislative Government consists of the 'Galactic Assembly', a unicameral body that hosts one (organic) representative from each sector within the Galactic Collective which are either elected from among their constituents or directly appointed by Sectoral Governments depending on whichever method the Sector themselves prefers to run themselves as. The Assembly's purpose is to draft and discuss laws which are then handed over to the Executive to review and either approve or send back for revisions, though the Executive is incapable of outright vetoing or blocking laws and must implement approved laws. Despite such structures often existing in Sectoral, System, and Planetary governments, the Assembly typically lacks any political parties. The Assembly is headed by the 'Prime-Minister', who serves as the head of government of the Collective who is elected to their position by the Assembly with the special right to force through laws without the Executive's approval if a supermajority of the Assembly votes in favour of doing so.

The Judicial Government consists of the 'Supreme Galactic Court' which serves as the Galactic Collective's highest judicial body consisting of 18 judges appointed by the Galactic Assembly to an indefinite term upon the death of resignation of a standing judge who are joined by 3 'noticeably qualified' Sector PAIs that tend to act as 'tie breakers' permitted to provide input to ongoing discussions. Below the SGC, various smaller High Sectoral Courts, High System Courts, High Planetary Courts, and various others also exist.

Administrative Operations

In order to more effectively manage each of the Galactic Collective's administrative tasks, the Interconnected General Acumen's IAIs are responsible for a number of 'Operations' which they handle via their various operational functions, with each IAI typically coordinating their own region's handling of each function (often via AMIs or PAIs). The currently extant Administrative Operations and Sub-Operations are as follows;

  • Cohesion Operations: Responsible for managing various standards, properties, and logistics networks necessary for maintaining Federation-wide integrity and unity.
    • Categorization and Autonomous Management Sub-Operations: Responsible for reviewing and approving names for planets as well as governing (typically uninhabited) planets which lack a local governing structure.
    • Colonization and Admission Sub-Operations: Responsible for funding and organizing the colonization of new planets as well as approving/denying requests to join the Galactic Collective after ensuring they fall in line with Collective values.
    • Property Management Operations: Responsible for running and maintaining various properties owned and utilized by the Federal Government, such as various federal offices and space-stations. Administratively, uninhabited planets fall under the rule of the most applicable higher government such as the System Government if it exists in a system with another inhabited planet, or a Sector Government if it is in a wholly uninhabited system.
  • Collective Defence Operations: Responsible for managing the Galactic Collective's military forces and command structure, being divided into several smaller Sub-Operations responsible for managing each branch of the military.
    • Infantry Sub-Operations: Responsible for managing the Collective Military's infantry forces, consisting of 'Infantry Forces' and various specialized 'Special Forces' manned by organic volunteers, war-androids, and Synths. The entirety of the infantry army as a whole is known as the 'Army of the Collective', which is divided into 'Rim Armies' managed by IRAs or Rim PAIs, which are divided into 'Sector Armies' managed by ISAs or Sector PAIs, which are divided into 'Corps' lead by Sector AMIs, which are divided into 'Legions' lead by IPAs or System PAIs, which are divided into 'Regiments' lead by System AMIs, which are divided into 'Battalions' lead by ILAs or Planetary PAIs, which are divided into 'Companies' lead by Planetary AMIs, which are divided into 'Companies' lead by Planetary AMIs or Officers, which are divided into 'Platoons' lead by Planetary AMIs or Officers, which are divided into 'Squads' lead by Planetary AMIs or Officers as the smallest military force within the whole Army. Beyond the IGA-directed high command, an organic-based 'Officer Corps' exists consisting of Corporals, Deck Officers, and Supply Officers alongside various infantry titles such as as Privates and Cadets.
    • Mechanized and Surface Vehicle Sub-Operations: Responsible for managing the Collective Military's armoured forces, mechanized forces, artillery, seafaring ships, and certain in-atmosphere aircrafts. As such, they are responsible for purchasing, maintaining, and deploying said assets which are largely integrated into the Under-Office for the Defence Forces' command structure, with the MSFSO generally only featuring certain specialist soldiers trained to operate certain more advanced or heavy vehicles that can't be operated with standard training, who still operate under the IFSO's command structure.
    • Naval Sub-Operations: Responsible for managing the Collective Military's spacecrafts, operating countless such vehicles ranging from small star-fighters to massive vessels and spacestations. The UONF's forces are divided into numerous smaller fleets, with 'Central Forces' responsible for defending each Rim, 'Task Forces' responsible for defending multiple Sectors, 'Battle Forces' responsible for defending individual Sectors, 'Planetary Defence Forces' responsible for defending systems and planets, and 'Squadrons' which tend to operate independently of any attached defence zone. These fleets in times of warfare may be deployed beyond their 'defence zones' to deal with front-line operations and other major battles under the discretion of the NFSO directors. The NFSO's ships are classified under various different 'types' defined by their combat role and size, with the main 3 types being 'Escorts', 'Cruisers', and 'Battleships'. The following is a description of said types and several sub-types;
      • Escorts are lighter warships designed for patrol duty and logistics that tend to not be designed to take on anything their size (generally under 400 meters long) or bigger, preferring to retreat from such battles.
        • Armed Freighters are Escort-sized vessels whose primary function is to transport supplies from place-to-place in order to maintain other operations, thus they tend to be relatively lightly armed and quite small in size.
        • Corvettes are fast and manoeuvrable Escort-sized vessels designed to take on multiple smaller vessels rather than engaging more heavily armed crafts. They are often used to defend larger ships or to transport VIPs.
      • Cruisers are the most variable and utilised spacecraft type in the Navy, ranging in side from 100 meters to 2000 meters in size. Due to how varied they are, Cruisers are divided into 'Light-', 'Medium-', and 'Heavy-Cruisers' based on their size and power, though they are all generally fairly balanced when it comes to speed, weaponry, and armour. They are designed to be able to engage most ships their size or sometimes larger either independently, in squadrons, or larger fleets in order to project the Federation's power.
        • Frigates are Cruiser-sized vessels designed for escort duty and support, typically sacrificing armour for firepower and speed.
        • Destroyers are Cruiser-sized vessels designed to also be capable of leading ground operations, thus they are typically slower.
        • Battlecruisers are supersized Cruisers designed to use their much heavier firepower to bully enemy Cruiser-Sized ships without much of a fight, then retreat with their superior speed when a Battleship shows up to destroy them.
      • Battleships are the largest (generally 2500+ meters long) and most powerful warships within the Navy, primarily handling ship-to-ship combat. Thanks to their massive size and firepower, they are extremely expensive to operate and thus cannot be available everywhere at once, thus only a limited number of Battleships tend to be fielded at once and only in certain key locations.
        • Dreadnoughts are Battleship-sized vessels designed to also be capable of leading or supporting ground operations.
    • Security Sub-Operations: Responsible for managing the Collective Military's intelligence gathering, covert operations, military policing. In order to achieve these operations, the SSO personnel consists of various highly trained operatives and covert (or even cloaked) drones capable of snuffing out internal saboteurs or executing various operations behind enemy lines during both peacetime and wartime, with thousands highly trained spies being ready to be deployed to gather information whenever needed.
  • Economic and Industrial Operations: Responsible for overseeing the Collective's economic ventures by allocating funding non-IGA government structures as well as managing state-owned companies, state contracts, public works, trade deals, currency printing, and so on. The primary purpose of EIOs is to coordinate various important ventures to the Collective's benefit by directing both state-owned and often contracted companies.
    • Communications Sub-Operations: Responsible for coordinating and maintaining most vital communications infrastructure within the Collective by maintaining its FTL Courier Network, Dimensional Relay channels, and various other important information routes.
    • Salary Sub-Operations: Responsible for paying out each government worker's salary, allocating funding based on importance and need.
    • Spacecraft Manufacturing Sub-Operations: Responsible for coordinating and maintaining various freighter spacecrafts, transporting important individuals, acquiring spacecrafts for government use from various vendors, managing Spacecraft-related state-owned companies and contracts, directly manufacturing spacecrafts in specialized SMSO-specific shipyards, and much more.
    • Infrastructure Management Sub-Operations: Responsible for coordinating and maintaining various infrastructure projects and trade routes, preforming various duties such as verifying the functionality of Voidspace Routes, funding planet-side railway/road projects, maintaining various 'rest stops' on planets or space-stations, and much more.
  • Education and Cultural Services Operations: Responsible for organizing and funding public schooling institutions as well as various cultural events and facilities such as museums, festivals, and councils for minority populations.
  • Healthcare Operations: Responsible for overseeing various government/IGA-run healthcare clinics and pharmacies as well as funding them.
    • Private Healthcare Sub-Operations: Responsible for funding and verifying various privately-owned healthcare institutes where public ones are not available in order to ensure the availability of healthcare services.
  • Judicial Enforcement Operations: Responsible for enforcing Collective law, Charter, and judicial rulings, as such JEOs involve running the Collective's civilian police forces and maintaining all necessary structures and vessels to achieve their duties, such as prisons, police stations, re-habilitation centres, observation posts, and Judicial Fleets (Naval Battle Forces responsible for hunting down criminals).
  • Regulation Operations: Responsible for overseeing various federation-wide regulations designed to maintain public health and safety.
    • Civil Liberties Sub-Operations: Responsible for regulating and enforcing Collective-wide civil rights, freedom of speech, and freedom of assembly laws.
    • Pharmaceutical and Nutritional Sub-Operations: Responsible for reviewing and then approving or denying the safety of various food products, pharmaceuticals, dietary supplements, legalised narcotics, vaccines, cosmetics, and veterinary products.
    • Technological Sub-Operations: Responsible for overseeing the safety and ethics of various technological innovations such as artificial intelligence advancements, genetic engineering, and surveillance.
  • Scientific Operations: Responsible for managing various IGA/State-directed scientific and technological advances, managing various scientific institutes and facilities responsible for advancing the Collective's knowledge-base as well as filing out various patents for both new innovations and reverse-engineered technologies from foreign civilizations.
    • Archaeological Sub-Operations: Responsible for documenting and discovering various archaeological finds on planets to record their histories.
    • Biological Sub-Operations: Responsible for researching various kinds of life-forms, generally consisting of taxonomists, botanists, biologists, and others responsible for researching newly discovered life or intelligences and establishing contact with them. Additionally, BSOs also include the research and development of bioweapons and counters against them.
    • Exploration Sub-Operations: Responsible for the exploration and documentation of uncharted regions of space into the Collective's knowledge-base, managing various exploration fleets sent out into the unknown regions of space.
    • Extradimensional Sub-Operations: Responsible for managing contact and exploration of various Extradimensional Spaces, ensuring peace where possible and preparing counter-measures when threats arise.
    • Military Sub-Operations: Responsible for the research and development of new military technologies such as warships, equipment, vehicles, and various other weapons for various purposes. They are additionally responsible for weaponising various natural forces when possible.

        • System Governments: The local governing bodies responsible for administering Star Systems, in certain cases may quite directly govern all planets within said system or in other cases may operate in a more federated manner with each planet having their own governments that are joined together under the System government.
          • Planetary Governments: The local governing bodies responsible for administering individual Planets, Moons, or Spacestations which are typically subservient to System Governments, though how extensive this subservience is varies greatly from system-to-system.
