The Dual Republic of Qel and Xya, also referred to as Qel-Xya, the Qel-Xya Union or the Dual Republic, is a sovereign interplanetary state comprising of the planets of Qel and Xya. Established in 544 following the ratification of the Treaty of New Prareus between the planetary governments the year prior, the republic operates under a dual-state system. Whilst both planets retain independent domestic assemblies, the Republic has shared authority over foreign policy, defence, and select economic functions, including a shared currency and customs union.

History

History of Communication

Qel and Xya are the only two inhabited celestial bodies in their system. They made first contact after the Sacred Empire of Xy's radar network picked up signals broadcast as part of the Qelian Commonwealth's space program during the 460s. The planets would maintain a correspondence during the late 400s, creating a simplified version of Empirical Xy to act as a lingua franca between the two governments. In the aftermath of the recovery of the Qelian Civil War in 541, the Commonwealth would launch its' first vessel into space with assistance from the Naveux Republic and make an arranged landing on Xya. From there, formal diplomatic relations would be established, with visits between them being conducted often due to their relatively short distance between one another.

Origins

In 542, the Xyan Consuls suggested a technology sharing treaty between both planets. This would include Qelian and Naveux assistance in bringing Xya's industries up to date, whilst allowing the Qelian government access to some of the planet's natural resouces. This would culminate in the Myor Agreement, approved by the governments of each planet. Cooperation would grow significantly from this point, with Qel introducing Xya to the Yatan-Theian accord in 543. In late 543, members of the Freedom Movement in the National Assembly of Qel would put forward the 'Act of Union', proposing the merging of governance between the two states. Whilst the act was unpopular, many of its' individual propositions were seen as potentially beneficial for both states. The Social Action Party would then propose the 'Qel-Xya Act', proposing the Dual Republic as a looser state with both planets remaining sovereign. For a country devastated by civil war, the opportunity to accelerate recovery was highly popular, even with the typically reluctant Consersatives of Qel. After proposing the initial outline to the Xy Senate and seeing success in its' chamber, negotiations at New Prareus would begin.

Establishment

Negotiations for the aptly named Treaty of New Prareus were long and often controversial, with the levels of sovereignty for each nation often being subject to arguments between the left and right-wing factions of each government. The East Xy Consul Auxus II would declare to the Qelian Assembly in October: ''We cannot erase what we have built for a future that may never happen". In late November, the first draft of the treaty would be signed with terms put forward to the Yatan-Theian Accord for approval. After 21 days of deliberation, approval for a union would be given, and the final draft of the Treaty would be put forward to both the National Assembly and Xy Senate. After a three day deliberation, the National Assembly would pass the vote in an overwhelming 613-137 majority, whilst the Senate would pass the vote in a smaller margin of 247-143. The treaty would be ratified by all parties on the turn of the new year in 544.

Government

Individual

Both planets in the Dual Republic have autonomous governments. Qel has the National Assembly whilst Xya has the Consulate and Senate of East and West. The planetary governments are responsible for domestic affairs such as internal governance, law, social policy, taxation, and culture. In these aspects, they are effectively independent from one another. The republic cannot override planetary law without due process.

Demographics

Qel

Qel has a significantly higher population than Xya, standing at approximately 1.7 billion. Its' dominant species are the usodine, making up 95% of its' population (not including lesser fauna). They are a sentient, intelligent species capable of wielding the vast resources of their planet. Most usodine live in the large cities of the commonwealth and other urbanised regions, though Sakhara and Aphora are host to significant rural populations. The usodine also have a significant religious culture under the Clyist faith. Second to the usodine are immigrated humans, with a population well over 100,000,000 despite only having a presence on the planet for a century. Most of the human population resides in the nominally independent Naveux Republic, but some do live within the borders of Qel's Government.

Xya

Xya is an incredibly diverse planet despite its' comparatively small population of 430 million, with a number of intelligent species. The majority species that run the planet's governance are referred to as the Xy Natives. Although not as technologically advanced as the Usodine, the Empire still possess a number of large urban centres. However, compared to Qel, the population is still much more rural. Religiously, the world lacks a traditional unified belief, but instead has a scattering of different cultures with varying beliefs.
