Nebiula is a large terrestrial planet located in the Mid Rim and the Delta Quadrant aligned with The Celestial Army, a extranational entity under the reigns of The High Priest. Nebiula is notable for being the homeworld of the Nebularians, a species of amorphous intelligent creatures known for their rapid evolution.
History
Dawn of life
Thanks to its location in the orbit of a young star in a resource-rich nebula, Nebiula was quick to develop life in the form of the Nebularians, though unlike most species the life on Nebiula would rapidly evolve rather than the slow process most species experienced, growing increasingly complex at a rapid rate. This adaptation allowed the Nebularians to gain sentience very quickly alongside their mastering of symbiogenesis, an ability which allowed them to "merge" with other beings.
Unlike the typical arms race between predators and prey, the life on Nebiula adapted to seek out the most different organisms from themselves to merge with in order to form a greater lifeform encompassing the best traits of its forebearers, though lesser beings being created because of this process was not unheard of. This process of evolution and adaptation continued for thousands of generations, allowing the Nebularians to become proficient in complex forms of interaction such as Telepathy and Telekinesis.
Birth of the Council
The Nebularians advanced to the point of no longer needing to vocalise, instead simply using telepathic rays to one another to share their thoughts directly to prevent misunderstandings. This adaptation allowed them to more clearly decide on which beings they should merge with, leading to this process becoming much more selective.
Their evolution stopped being merely a process of natural selection, instead being a process dictated by the Nebularians themselves, forming the council of genetic purity headed by the most evolved beings in charge of their whole society. These highly evolved beings progressively became more advanced and intelligent, slowly becoming more cold and calculating with each instance of symbiogenesis. This council worked for eons to make themselves more perfect, until most Nebularians were deemed imperfect in comparison.
The society fractured, with the "pure" Council and the "Impure" populace. Despite these issues, the Council attempted continued its rapid evolution, advancing beyond the need for a proper body, and simply became a levitating brain wielding prehensile tentacles capable of incredible feats only with their thoughts. Due to aeons of symbiogenesis the number of lifeforms to merge with began to run thin on Nebiula, especially once artificially evolving the Council had lead nowhere. They were forced to begin attempting to evolve the impure populace, with the hope that they could create a more superior being once more.
Start of the Hegemony
The Council of Genetic Purity, after seeing that its existence was at an end, constructed massive facilities in order to artificially evolve the "impure" Nebularians to feats above their own, even if those to be experimented on tried to refuse. These efforts still kept leading to failures as hundreds of impure beings were created from the endless testing and experimenting. They had no other choice than to expand beyond their solar system to continue their evolution.
The Nebularian Hegemony was formed as an empire under the command of the Nebularians so that dozens of other worlds could be conquered for their continued advancement, leading to the assimilation of countless species as millions of individuals were stolen from their homeworlds to be experimented on. As they continued to expand resistance began to increase until they eventually were able to expand no longer once they arrived at the borders of major citilizations such as the Ugandans, Empyrians and Wabbolans. After a hundred of years of being trapped in place, an answer to their troubles would come in the form of a great conqueror.
Invasion by the Elder Overseers
As the High Priest arrived on the edges of the Nebularian Hegemony, he knew this time he could not act alone in his invasion due to the Nebularians' abilities. The High Priest opened protected portals onto the surface of Nebiula Itself, allowing the armies of Solaryans, Vorxans and Wei'virs pour out and decimate the impure Nebularians. The highly evolved beings of the Council of Genetic Purity were forced to intervene, utilising their great power to halt the advance and collect genetic samples, using their vast telepathic powers to seize control of the Celestial Armies in order to capture the High Priest himself. They could not control him like they had for his armies, but they did manage to subdue him and bring him to Nebiula.
The Council decided to dissect the High Priest, seeing his genome as the answer for evolution beyond what even they could imagine. The High priest tried to resist this by offering his Celestial Army's aid against the surrounding nations and to willingly grant them his genome so they may evolve as long as they joined his army. Despite his expectations, the Nebularians rejected, as they already controlled his army, and they could just take his genome themselves. The High Priest was fully subdued.
The Wei'virs, part of the Celestial Army had not been brainwashed though, and were merely playing along to see what would happen. But now was the time to act, as the end of the High Priest would also inevitably lead to the end of their plans. The Wei'virs activated their reality-warping capabilities to break the army free from control and direct the Celestial Army to free the High Priest. Their combined forces managed to destroy the Nebularians, wiping them out until the High Priest managed to break free himself. Under his reinstated command he seized all of the Nebularians' prototype evolved forms using his genome, deciding that they would be perfect for his army. His first instinct was to eradicate the Nebularians due to him being captured by them, but suddenly the puppet in his brain placed by the Wei'virs spoke to him, convincing him that the Nebularians could still be useful. He agreed, and held another speech offering the same chance to the Nebularians he had offered them before. But this time they fully listened, as unbeknownst to the High Priest, the Wei'virs had seized full control of the Nebularians as well.
And thus, he had done it. As the Nebularians joined the celestial army, the High Priest had completed his first goal towards universal domination. Now it was time to work towards the next step, one which he had already planned all the way back in the Sorroda Contract. At this point however, his great celestial army was barely his own anymore, he had become a mere puppet of the Wei'virs.
