While the Lower Rim is a very decentralized union where all 5 of its members are essentially independent societies under a fairly independent legislature that handles the very limited civil government, true power in fields such as defence and foreign relations belongs to the '[[Lower Rim Taskforces Coalition]]', a council of military leaders at the head of the 5 'Taskforce Fleets' responsible for protecting each of the member collectives.
