The Yatan-Theian Accord is a supranational interplanetary union of several constituent nations, founded to act as a united legislative, diplomatic, and defensive front for various[1] sapient species. The Accord is a confederation that includes smaller terrestrial nations, larger planetary governments and vast interstellar unions to operate with full autonomy while facilitating the exchange of resources, knowledge, technoscientific development, economic growth and mutual defence via participation in the Accord's many processes. Unlike many more oppressive single-species-dominated regimes, the Yatan-Theian Accord is an union of several different species found throughout its claimed territories, hailing from both the Alpha Sol System where it was founded and from its various new territories.

Interplanetary Governance
Any new colony worlds the Yatan-Theian Accord itself directly colonises are temporarily governed by the directly Accord within a representative system in which each world establishes its own local government whose job is to manage the planet, and elect representatives to the Interplanetary Senate, later on either joining an existing member-state or becoming its own to gain representation in the National Senate once a sufficient population is achieved. An exception to this are the 3 major inhabited planets of the Alpha Sol System, whose representatives are chosen by major international organizations such as the United Nations, League of Theia and Narakamian Confederation.
Legislative Governance
With the passing of the ORC Reform Bill and Act of Confederation in 335 the Accord transitioned away from its initial government system, an oligarchy under the Office of the Ruling Council, giving many of its powers to the Accord Administrative Council composed of the leader of each member state, marking the beginning of the "Hybrid Regime" era of the Accord, while being more popular in the populace marked a period of decline for the Accord as its capabilities were greatly limited. Later on most of these issues were addressed in the Democratization Act in 354, stripping the Accord Administrative Council of its power in turn for a bicameral semi-presidential democracy, with both legislatures and the president being elected by a representative democratic system.
Electoral System
The Accord is a representative democracy in which individual regions elect representatives to higher offices. Each member planet elects its own Planetary Assembly which elects the 6 senators and 1+[2] representatives to the full on Interplanetary Senate. Each member state is divided into various electoral constituencies which elect the nation's own "Accord Senatorial Assembly", which itself elects 2 senators and 14 delegates into the National Senate.

Foreign Relations
While rather predictably the Accord has friendly relations with each of its Member States, it additionally has vast diplomatic connections to various extrasolar states through its membership in the Galactic Community and past encounters with other species. Through this alliance the Accord's closest allies are likely the Blarg Republic, Galactic Federation, the Protoss Empire, and the Yelnik Hivemind. Other allies include the likes of The Covenant, the Terzan-2 Coalition, The United Rim, and the Zerg Collective.
The Accord doesn't have many hostile relations, other than the fearful, but otherwise neutral relations with the aggressive Elder Overseers[5], Secunda Chimaera, Vaspid Empire, and Imperium of Kings. The sole nation the Accord is truly enemies with is HAWK, although this is largely misdirected.
Accord Military
The Accord Military is the armed forces of the Yatan-Theian Accord, being directly under the command of the Accord's Interplanetary Defence Committee. Together it is responsible for maintaining order among Accord worlds and Member States, as well as protecting the entirety of Accord Space from interstellar threats.

Accord Armed Forces
The Accord Armed Forces are the ground-based branch of the Accord Military. The Armed Forces makes use of highly trained infantry soldiers, mechanized vehicles and walkers, armoured units, and special forces.
Armed Forces Sub-Departments
- Accord Armored Division: Responsible for the Accord's mechanized and armoured vehicles, as well as their pilots.
- Accord Army Corps: Responsible for infantry personnel.
- Accord Special Forces: Responsible for managing special forces units themselves, as well as operations undertaken by said units.
Accord Security Department
The Accord Security Department is the Accord Military's branch for intelligence operations and military policing. The operatives working under the ASD handle various tasks for the Accord, including but not limited to; Surveillance, Investigations, Military Policing, Secret Policing, Internal Espionage, and External Espionage.
Accord Intelligence
Accord Intelligence is a branch of the ASD responsible for extranational espionage of other civilisations for whatever purpose.
Accord Security
Accord Security is a branch of the ASD responsible for internal intelligence and law enforcement. For all functional purposes, Accord Security is the Yatan-Theian Accord's secret police.
Accord Spacefleet
The Accord Spacefleet is the space warfare branch of the Accord Military, used for both defence, exploration, military efforts, diplomacy, and much more. The Spacefleet itself is divided into 2 sub-sectors, these being the Accord Navy and Accord Starfighter Forces. The Navy is responsible for larger ships, and the Starfighter Forces are responsible for smaller aerial combat ships. Both sub-sectors are under the same central command, though have separate training programs and organizational structures. Other than these 2 ship management sub-sectors, a third sub-sector exists responsible for handling all-kinds of naval personnel, including officers, pilots, marines, and other forces. The Accord Spacefleet Command itself in typical situations only commands roughly 1000 ships. Though in war-time situations[6] the autonomous Planetary Defence Navies and National[7] Navies will be incorporated under the Accord Spacefleet Command.
The Spacefleet is divided into 5 fleet-types:

Accord Surface Flotilla
The Accord Surface Flotilla is the Accord Military's department responsible for its In-Atmosphere Airforce and Aquatic Navy. The Surface Flotilla is by far the smallest of the Military's departments, but still serves a purpose in ground battles and patrols. The Surface Flotilla is divided into 2 distinct sub-departments, that still technically operate under the same central command, although in different branches of this command.
Accord Airforces
The Accord Airforce is the ASF's Aerial Warfare Sub-Department, and is thus responsible for handling all kinds of aircrafts[9] and associated military personnel such as pilots and parachute regiments.
The Accord Oceanic Navy is the ASF's Aquatic Navy Sub-Department, and is thus responsible for handling all boats, submarines, and more under the ASF's command. The Oceanic Navy operates primarily in aquatic bodies, utilising vehicles built for this field of warfare. Additionally the Accord Oceanic Marines are under their command.
Economy
The Accord has a mixed market economy which operates as a open market which can be intervened in if necessary. The Accord additionally runs a single unified currency accepted across all of its subject worlds, although some governments have their own official currency while also accepting Accord Credits. The Accord often disregards the importance of participating in market matters, and often uses 'traditional' trade and bartering in intergalactic economic affairs.
The Yatan-Theian Accord does not fall easily into standard economic comparisons, considering its usual bystander nature when it comes to international trade between the nations under its purview, although the Accord regardless does engages in trade with various extrasolar civilisations across the galaxy, having notable trade relations with nations such as the Yelnik Hivemind, The Covenant, the Blarg Republic and the Galactic Federation. Most of the Accord's exports consist of extracted resources from various asteroid mining operations alongside mining operations in some of the NMPGC[10]-governed worlds, or they may also act as a middleman for trade between its members and other civilisations. Despite this, the Accord does still engage in commercial activity within its own borders, such as the sale of accord technology and patents, alongside fostering commercial activity on underdeveloped worlds with largescale investments.
Science and Technology
Other than natural resources, the Yatan-Theian Accord's largest internal and intergalactic export is its various developed technologies such as Visuality Spheres. The Accord also focuses on scientific innovations, housing various scientific outposts across its held worlds, although its most significant scientific advancements still typically come from Yata and Theia themselves.
Transportation and Communications
The Accord has vast supply lines that stretch across all of its member states, connecting to the logistical grids of several surrounding nations. While this on its own is notable, the Accord also manages a very efficient FTL communication network within its borders named the Intracom Network, which operates via long chains of cables and satellites across the interplanetary void acting as relays for communications, transmitting the data from one to other. This network has both a civilian channel and a military channel to ensure secure travel of detail
Demographics & Culture
The Accord is very diverse when it comes to both species present within its borders, as well as individual cultures within each of said species. The Accord lacks a single unified culture, although general "human culture" which occurs due to cooperation of humans from various different cultures working together tends to be de facto the dominant culture on the interstellar stage.
Language
The Accord lacks an official language, though many languages are used within government affairs. Most governmental meetings and decisions are done in the Russian[11] and English[12] Languages within the Accord Executive Government and Legislatures, though on some planets such as Altair-3 and worlds under the CIS other languages such as Altairan and Polish are more dominant. Individual Accord Ships generally operate under Russian or English, though ships with crews fluent in a different language tend to unofficially use different languages for internal matters.
Religion
The Accord is secular, and allows the free practice of any religion within its borders, as long as said religion does not infringe on the rights of others. The two largest religions within the Accord are Christianity and Islam, followed closely by Buddhism, Hinduism, Mechanica Zelus, and Theian Native Faith. Several hundred smaller religions also exist within the accord.
Education
The Accord is generally not involved in the matters of education, which is generally managed by its Member States. Though the Accord does run some academic programs and military academies in various locations such as Unity Station.
Member States
There are several member nations and states of varying species which make up the Yatan-Theian Accord. Following the Act of Confederation and Formation of the National Senate each one of these member states hold considerable autonomy within the Accord, permitting them to act completely independently although Federal Laws and Conventions are still universally enforced.
New Member States can be formed via an application process through the legislature, and then is approved by the president as long as they meet the requirements:
Alpha Sol Applicant
- Must be capable of long-distance space flight
- Must be capable of establishing a self-sustaining outpost or colony outside of Yata or Theia
- Must accept Accord Values and participate in Accord Elections
- Must not have violated the Declaration of Sapient Rights within the last 20 years.
Extrasolar / Alien Applicant
- Must hold a free and fair referendum among its populace regarding membership.
- Must be capable of extrasolar travel away from its homeworld.
- Must accept Accord Values and participate in Accord Elections.
- Must not be a totalitarian or overly authoritarian regime.
- Must not have violated the Declaration of Sapient Rights within the last 20 years.

The Executive Government
As of the Democratization Act in 354, 3 democratically elected executive leaders exist within the Accord. These are the Accord President, acting as the head of state and both the Consul of the National Senate and Consul of the Interplanetary Senate acting as the Heads of Government. The Accord President is elected via representative democratic system, and both Consuls are elected via a parliamentary system, being elected to their positions by the senators after each election. The Consuls are responsible for the legislatures, handling individual laws which are then passed to the Accord President who approves them and puts them into force. Alongside the President and Consuls, the Executive Government additionally includes The Cabinet, which is composed of ministers from each committee, division, and specialized agency that operate under the Accord. The Executive Government is based in Unity Station.
Accord Legislatures
The Yatan-Theian Accord has a bicameral legislative system, with a co-existing National Senate for its member nations and Interplanetary Senate for its member planets. Both of these senates have to approve a law for it to be put in force.
National Senate
The National Senate is the second legislative body of the Accord. It acts as a forum for the Member States (See the "Member States" section for a list of members.) of the Accord to represent themselves, their concerns and discuss issues on a more national stage separate from the Interplanetary Senate meant for individual planets. Each Member State sends 14 Delegates and 2 Senators to the Senate. None of these may hold the position of Head of Government or Head of State of the nation it represents, though the Head of Government/State may join in on senatorial debates to act as an advisory role to their senators. The National Senate is located in the left chamber of Unity Station.
Interplanetary Senate
Each member planet of the Accord sends 6 senators (Chosen via whatever means they deem fit, be it be democracy or direct appointment) to the Interplanetary Senate. This acts as the main legislative body of the accord, responsible for several major decisions. Yata and Theia both send in senators from their international organizations comprised by each nation of the planets (United Nations, League of Theia), while Narakam sends in 4 representatives from the Narakamian Confederation, alongside 1 representative from Vannakaram, a human colony. Additionally to the 6 senators, each planet elects a series of representatives, with each planet being guaranteed 1 representative while they gain 1 additional representative per 500 million inhabitants. The Interplanetary Senate is located in the right chamber of Unity Station.

Interplanetary Defence Committee
The Interplanetary Defence Committee is the central command division responsible for coordinating the Accord Military. This is made up of several smaller departments, each of whom is located in the lower sections of Unity Station, except for the Accord Surface Flotilla, which is headquartered in Yetia City, Yatan Commonwealth.

Division Administrative Committee
The Division Administrative Committee is a council of 30 Executive-Government Representatives, alongside various advisors from the Accord's Divisions responsible for governing and coordinating the various Accord Divisions. The DAC is headquartered in Unity Station.
Specialized Organizations Committee
The Specialized Organizations Committee is a council consisting of 10 Executive-Government Representatives alongside a delegation from each Specialized Organization that operates under the accord responsible for coordination, cooperation and maintaining government ties between the various Specialized Organizations. The SOC is headquartered in Mylonagrad, Yatan Commonwealth.
Non-Member Planet Governance Committee
The Non-Member Planet Governance Committee is a council of 260 members responsible for administering each planet within the Accord which has not yet been designated as independently governing, or otherwise lacks a native authority. Underneath the Council the NMPGC has several thousand employees to handle its administrative tasks, alongside importing specialists from other divisions to aid with outpost operations, Planets with 0 human inhabitants (Counting bases) fall under the administration of the nearest planet. (Can be either a Senate Member or NMPGC Member.) The NMPGC is headquartered in Hope City, Union of Accord Colonies.
Extraplanetary Settlements Committee
The Extraplanetary Settlements Committee is a council of 5 representatives from each (non-military/closed) inhabit space-station within Accord Space. It was formed in 367 due to the Spacestation Representation Act, which aimed to improve representation for sapients living in extraplanetary space. The ESC is divided into 5 branches, these being;

This committee is used to represent the needs and interests of any kind of spacefaring organization or company within human space. Each member may send 2 representatives. The SOC is headquartered in Unity Station.

Settlement Committee
The Settlement Committee is a council of 50 members, who are responsible for coordinating settlement of new planets. Its duties include coordinated colonization, terraforming, and the construction of initial settlements. The SC is headquartered in Alsavaeid City, Theian Federation.
Exploration Committee
The Exploration Committee is a council of 40 members, who are responsible for coordinating the exploration and documentation of space. They are involved in the study of various worlds and phenomena, being highly involved in the Accord's scientific studies. They additionally serve as the leadership of the Exploration Fleet within the Accord Spacefleet. The EC is headquartered in Unity Station.
Accord Divisions
The Accord houses several Divisions (Government Agencies) are subservient organizations responsible for overseeing specific tasks set by the Accord Government. Unlike the Accord Governance Committees, Divisions do not exist within a hierarchical structure.
Archeology Division
The Archeology Division is lead by the Exploration Committee as its branch for documenting and discovering archeological finds across various worlds, as well as piecing together the histories of various worlds. The Archeology Division is headquartered in Alsavaeid City, Theian Federation
Biological Science Division
The Biological Science Division is lead by the BSD Committee, a 30 member committee that organizes the thousands of personnel working for the BSD. The BSD focuses on researching life, various species, and the diversity of the galaxy. They are composed of Taxonomists, Botanists, Biologists, united under the goal of the advancement of knowledge when it comes to discovering new species, alongside making first contact with said species if they have advanced enough. The BSD is headquartered in Alsavaeid City, Theian Federation.
Biological Warfare Sub-Division
The Biological Warfare Sub-Division is a subdivision of the Biological Science committee responsible for protecting the Accord's populace against biological weapons utilised by other nations by preventing their spread, use, and development while also creating cures against them and decomissioning them. The BWSD is also covertly responsible for managing all related retaliatory assets held by the Accord.
Colonization Division
The Colonization Division is lead by the Settlement Committee, a 50 member committee that organizes the thousands of personnel working for the CD. The Colonization Division focuses on coordinating and orchestrating the settlement of new worlds, as well as aiding them in joining a accord member state or becoming their own seperate member state. The CD is headquartered in Mylonagrad, Yatan Commonwealth.
Diplomatic Division
The Diplomatic Division is composed of diplomats, delegates, and representatives from the Accord working for all kinds of contact with other organizations. They are responsible for handling official governmental contact, upholding and verifying treaties, and diplomatic mediation. The DD is headquartered in Unity Station
Extradimensional Matters Division
The Extradimensional Matters Division is lead by the EMD Committee, a 30 member committee that organizes the three hundred of personnel working for the EMD. The EMD is responsible for managing any and all extradimensional threats and exploration. The EMD is headquartered in Alsavaeid City, Theian Federation
Finances and Monetary Regards Division
The Finances and Monetary Regards Division is lead by the Financial Committee, a 80 member committee that organizes the thousands of personnel working for the FMRD. The FMRD is responsible for handling the Accord's finances, trade deals, money creation, debt monetization, monetary policy, and other economic matters. The FMRD is headquartered in Unity Station.
Intracom Management Commission
The Intracom Management Commission is responsible for managing the Accord's instant intersystem communication network known as the "Intracom Network". The IMC is headquartered in Unity Station.
Justice and Corrections Division
The Justice and Corrections Disivion is an Accord Division under the command of the Justice and Corrections Committee responsible for enforcing Accord laws, the Accord constitution, as well as managing Accord Prisons and Rehabilitation Centres for both standard and high profile criminals. The JCD is headquartered in Unity Station.
Military Research Division
The Military Research Division is an Accord Division under the command of the Interplanetary Defence Committee responsible for research and development of military technology, equipment, small arms, components, and spacecrafts.
Nutrition and Medicine Division
The Nutrition and Medicine Division is responsible for protecting public health, as well as approving/banning food and medical products. Things that fall under their jurisdiction include the supervision of food safety and quality, approval of dietary supplements, pharmaceuticals, legalised narcotics, vaccines, cosmetics and veterinary products. The NMD is headquartered in Unity Station.
Technology and Science Division
The Technology and Science Division is lead by the T&S Committee, a 30 member committee that organizes the thousands of personnel working for the TSD. The TSD focuses on technological and scientific advancements for the Accord as a whole. They also are tasked with learning from alien technologies to improve the Accord's technological status. Secure Technoscience Applications Sub-Division
The Secure Technoscience Applications Sub-Division is a sub-division of the Technology & Science Division responsible for mandating regulations for technoscientific devices and substances, as well as advising the Executive Government on these matters. The STASD is headquartered in Unity Station.
Specialized Organizations
Specialized Organizations are autonomous organizations that are still part of the Accord, responsible for various different tasks which require less direct control by Accord Government. Much like Divisions, they do not exist in a hierarchical structure among themselves, all holding an equal say within the Specialized Organizations Committee, which they are a part of.
Association of Intersolar Stations
Logo of AIS The Association of Intersolar Stations is a Specialized Organization founded in 367 that acts as a forum to discuss various matters regarding cooperation, financial/economic matters, etc. for the various Intersolar[18] Spacestations. The AIS is a fairly significant organization among the various settlements among the Interplanetary Network. The Association was founded and first announced by YSC Sanxing Station[19], a major Yatan spacestation orbiting between Theia and Mars. The AIS is headquartered in Unity Station.
International Health Organization
The International Health Organization is a coordinating authority for international public health, medical/sanitory safety guidelines and disease control. It provides medical and technical assistance to every country under the Yatan-Theian Accord, alongside setting international guidelines and standards to keep the world save from disease, be it sporadic or an entire epidemic. The IHO is headquartered in Mylonagrad, Yatan Commonwealth.
International Parahealth Institute
The International Parahealth Institute is the International Health Organization's division for dealing with anomalous diseases such as hemovorism, infectious curses, lycanthropy, memetic pathogens, psychic parasites, sleeping sickness and various other pathogens. The IPI is a member of the United Occult Initiative, alongside formerly being a member of its predecessor, the Accord Occult-Force. The IPI is headquartered in Mylonagrad, Yatan Commonwealth.
United Occult Initiative
The United Occult Initiative is a coalition of various paranormal organizations operating underneath the umbrella of the Yatan-Theian Accord, dedicating themselves to researching, containing and destroying dangerous anomalous objects, entities and phenomena while also securing, defending and re-habilitating safe & sapient anomalies. Due to these highly treacherous operations it engages in, the United Occult Initiative has developed several highly advanced paratechnologies to streamline their operations to have minimal human casualties.
The United Occult Initiative's primary directive is the defence of humanity, superceding its directive to research and understand the "parathreats" it discovers. If it deems something a threat to the continued existence of humanity, it will take whatever action it deems necessary to eliminate the threat. Be it containment, termination, destruction, etc. When it comes to non-threatening parathreats, the UOI is much more willing to utilise anomalies to its own advantage, be it for technology or other interests. The UOI is headquartered in Mylonagrad, Yatan Commonwealth.

Several Committees and Divisions have over time been dissolved by the democratic process striving towards a better system to run the Accord, with them being replace dby more efficient systems.
Office of the Ruling Council
The ORC was a Council of 11 people, designated as the "highest authority" in non-civilian issues such as conflicts and military matters. Though they were the highest ranking of all governance structures within the Accord, they generally only held a ceremonial role in most times since the ORC Reform Bill in 335. One member was designated as Premier of the accord until the rest of ORC deems a change necessary. This premier holds the status as "head of state" of the accord. The final ORC Representative was Michael Ndunguru. The ORC was headquartered in Unity Station.
Accord Administrative Council
The Accord Administrative Council was the civilian executive government established in 335 composed of the leader (or a designated representative) of each member state of the Accord. While they legally held less power than the ORC, they held a much more active position in governance by coordinating the day to day administration of the entire accord. The Council had a rotating position of leader, changing every 3 years. The AAC was greatly diminished in influence in 354 with the passing of the Democratization Act, and was then fully dissolved in 355 with the Administrative Reorganization Bill. The AAC was headquartered in Unity Station.
Homeworld Intergovernmental Organization Representation Committee
The Homeworld Intergovernmental Organization Representation Committee hosted representation for the United Nations and League of Theia. Later on the Narakamian Confederation also joined the HIORC. The HIORC was headquartered in Unity Station.
Accord Occult-Force
The Accord Occult-Force (Formerly known as the "United-Nations Anti-Anomaly Agency") was a coalition of over a hundred paranormal organizations under the command of the Yatan-Theian Accord, dedicating themselves to researching, containing and terminating dangerous anomalous objects, entities and phenomena and securing non-threatening anomalies away from the public eye. Due to these termination missions it engaged in the Accord Occult-Force had developed several highly advanced para-technologies to streamline this process to have minimal human casualties.
The Accord Occult-Force's primary directive was the defense of humanity, superceding its directive to research and understand the "parathreats" it discovered. If it deemed something a threat to the continued existence of humanity, it would take whatever action it deemed necessary to eliminate the threat. Be it containment, termination, destruction, etc. When it came to non-threatening parathreats, the AOF was willing to utilise anomalies to its own advantage, be it for technology or other interests. Despite this, it still wished to conceal the existence of anomalies form the public by avoiding unnecessary use of anomalies in public settings, and rehabilitating sapient anomalies in gated communities. It was formerly under the command of the United Nations of Yata, before joining the Accord Government as their official anomaly agency instead in 314. It was dissolved in 360 as it and the SDL Coalition, a CIS-Oriented, yet autonomous organization merged. The successor Organization known as the United Occult Initiative has replaced the AOF's previous position as an Accord Division, later becoming a specialized agency. The AOF was headquartered in Mylonagrad, Yatan Commonwealth.
