Khian Lijani[2] (also known by its exonym "(Second) Galactic Federation[3]) is a confederation of numerous autonomous inhabited worlds within the Milky Way comprised of five Collectives (Echqatja, Khae'ja, Qhal-Zol, Xan and the Colonies[4] outside of the four 'Collectives') which participate in a shared supranational structure where the various worlds within Khian Lijani are able to benefit from shared economic, defensive, and diplomatic functions while retaining local self-governance, with the few "collective-wide" decisions being handled by the "Council of General Affairs" occupied by the 5 highest elected representatives of the five Collectives. All constituent peoples of Khian Lijani possess significant self-governance under a participatory democracy where communities representatives to their planetary council, which elects a representative to their sector council and collective council, which finally elects a representative to the general affairs council, with all of these representatives being able to be recalled by the council below them with a majority vote if they do not act in their interests. Astropolitically, Khian Lijani is a member of the Galactic Community, though it does not participate in any military affairs and only involves itself in diplomatic matters aside from mutual defence cases.
While there is no legally recognised "capital world", it is tradition for the members of the Council of General Affairs and many other similar groupings to meet in the 'Algol System' found along the boundary between the Inner Core and Deep Core within the Colonial Collective, hosting the ecumenopolis of Algol in orbit around Algol C, the most distant star within the trinary system. Many major institutions reside on Algol due to its status as the de facto capital and most populous planet within Khian Lijani, with the Council of General Affairs meeting in the Executive Office, the General Assembly meeting in the Twin-Assembly Building, and the ABLA meeting in the Common Defence Building. There are various other major planets within the borders of the Federation such as Ekatgija, Vorukt'ja, Guang-xan, Aliuz-Zol, Ordellia (capital of the Galactic Community) and various others, as populations of each planet vary wildly from a couple million or even lower up to tens if not hundreds of billions, with Algol being the most populated out of all of them due to its importance.
The current iteration of the Khian Lijani was first established in 514 CE as the Second Great Galactic War came to a close, leading to the First Galactic Federation fracturing into a brief period of turmoil where the peripheral non-Sollurian regions broke free and the four Collectives became split between the Collective and Confederation which would last until a brief conflict saw them reunify under the Confederation, which would later proclaim itself to be a continuation of the pre-collapse structure even if it differed noticeably in structure. Later on, the Federation briefly managed to fully extend its structure to encompass most of the First Federation's sphere by incorporating the League of Free Collectives) following its collapse, though this rule was very brief as the region broke free among certain other regions throughout the Federation. Having lost its peripheral territories, the Federation opted to abandon any expansionist ambitions in favour of maintaining the extant union of Echqatja, Khae'ja, Qhal-Zol, and Xan. Khian Lijani acts as a union of numerous constituent polities which often have their own local governments, with each inhabited world handling their own affairs aside from situations which necessitate assistance (mainly due to being either something they can't handle themselves or affects multiple worlds), while economically resembling a kind of 'socialistic' or 'anarchistic' model from a Human perspective even if it regards itself as a non-partisan association. As previously described, Khian Lijani is a semi-direct democracy where each "layer" has its own self-governance and council which elects a representative to a higher body (ranging from local community, to planet, to sector and collective, to central leadership) which allows for maximal representation (As most populous planets also include several regional assemblies onto themselves, though this is not relevant to Khian Lijani -wide administration). Cohesion is maintained between the worlds of the Khian Lijani via a collection of planetary/system-wide digital networks which receive data packages from other planets via a vast FTL Communication network utilising FTL couriers and quantum-entanglement devices carrying/transmitting information which implements new data into them, allowing for most knowledge to remain up to date.
Khian Lijani has a very decentralized political structure, with there being no distinction between the highest legislative body and executive body and no largescale legislative body encompassing all regions, with the 'Council of General Affairs' serving as the closest thing to an executive government as the five members of the council (representing the five collectives) exercise the duties of head of state and head of government until resignation or being recalled by the Collective Councils, though despite this the five members of the council are uninvolved with day-to-day governance unless necessary, instead largely involving themselves with foreign policy and certain more wide-reaching policies as most administrative tasks fall under the jurisdiction of local governments. As there is no sole binding legislative body, the "Collective Councils" of the five Collectives jointly act as Khian Lijani's 'legislature', though most affairs they would be expected to handle such as enacting new laws are handled by more local governments. Partisan politics (and political party structures) are rejected as most tend to culturally adhere to the idea of 'mutual benefit' being more valuable than 'mutual difference', allowing for mutual consensus to be often reachable within many councils where common ideals are shared, though inevitably many places still hold opposition "factions" which adopt opposing views to Khian Lijani's structure, with many adopting a more bureaucratic and centralized form of local government. Enforcing total decentralization on regions which opt to have a more statist structure is not done, as each region is allowed to largely govern themselves however they want as long as they follow the electoral structure.
Offices of Governance
In order to effectively organize issues which may span multiple worlds, the Council of General Affairs sponsors a number of 'Offices of Governance' which organize interplanetary collaboration to achieve certain tasks and standardizing certain policies when necessary.
- Office for Mutual Defence: (See "Armed Forces of the Federation" below)
- Office for Mutual Cohesion: Responsible for managing various standards, properties, and logistics networks necessary for maintaining cohesion and mutual cooperation.
- Under-Office for Artificial Repopulation: Responsible for ensuring the safety and ethicality of cloning/artificial-birth programs used on many less-populous or recently incorporated worlds.
- Under-Office for Categorization and Planetary Management: Responsible for reviewing and approving names for planets as well as governing (typically uninhabited) planets which lack a local government. Administratively, uninhabited planets tend to fall under the jurisdiction of the most proximate local government, being governed by a System Government if they exist in a system with another inhabited planet, or a Sector Government if they in a wholly uninhabited system.
- Under-Office for Settlement and Admissions: Responsible for funding and organizing the settlement of new planets as well as approving/denying requests to join the Federation after ensuring they fall in line with its values.
- Under-Office for Intelligence Supervision: Responsible for ensuring the safety of Artificial-Intelligences in order to make sure that they do not pose a threat to other lifeforms or attempt to seize power against the will of the populace.
- Under-Office for State Properties: Responsible for running and maintaining various properties owned and utilized by governments, such as various offices and space-stations.
- Office for Education and Cultural Services: Responsible for organizing and funding public schooling institutions as well as various cultural events and facilities such as museums, festivals, and councils for minority populations.
- Office for Financial and Industrial Coordination: Responsible for overseeing Khian Lijani's economy, such as governing allocating funding for most other governing bodies as well as managing/subsidising certain enterprises, contracts, public works, trade deals, currency printing, and so on in order to act as a 'guiding hand' of the Federation's economy in order to maintain stability and growth.
- Under-Office for Communications Infrastructure Management: Responsible for coordinating and maintaining most vital communications infrastructure within Khian Lijani by maintaining its FTL Courier Network, Dimensional Relay channels, Quantum Entanglement Communicators[5] (informally 'QECs') and various other important information routes.
- Under-Office for Spacecraft Manufacturing: Responsible for coordinating and maintaining various freighter spacecrafts, transporting important individuals, acquiring spacecrafts for specific uses from various vendors, managing Spacecraft-related state-owned companies and contracts, directly manufacturing spacecrafts in specialized UOSM-specific shipyards, and much more.
- Under-Office for Salaries: Responsible for managing the 'Exchange Vouchers', which are the closest thing to a 'currency' within Khian Lijani with each individual being granted an specific amount of credit on their EVs which allow them to exchange them for desired products and commodities, with the credit amount being set based on availability during the time that the EV is available.
- Under-Office for Transport Infrastructure Management: Responsible for coordinating and maintaining various infrastructure projects and trade routes, preforming various duties such as verifying the functionality of Voidspace Routes, funding planet-side railway/road projects, maintaining various 'rest stops' on planets or space-stations, and much more.
- Office for Healthcare Services: Responsible for overseeing various government-sponsored healthcare clinics and pharmacies as well as funding them.
- Under-Office for Private Healthcare Funding: Responsible for funding and verifying various non-government-sponsored healthcare institutes where public ones are not available in order to ensure the availability of healthcare services.
- Office for Judicial Enforcement: Responsible for enforcing punitive acts against individuals whom have violated either local law or charter law, coordinating local 'enforcers' (individuals selected to assist in rooting out individuals whom have committed violent acts, even if they are incredibly rare) and maintaining all necessary structures and vessels to achieve their duties such as re-habilitation centres, observation posts, and Judicial Fleets (Naval Battle Forces responsible for hunting down criminals).
- Office for Regulations and Standards: Responsible for overseeing various Khian Lijani -wide regulations designed to maintain public health and safety.
- Under-Office for Civil Liberties: Responsible for regulating and enforcing civil rights, freedom of speech, and freedom of assembly laws.
- Under-Office for Pharmaceutical and Nutritional Regulations: Responsible for reviewing and then approving or denying the safety of various food products, pharmaceuticals, dietary supplements, legalised narcotics, vaccines, cosmetics, and veterinary products.
- Under-Office for Technological Regulations: Responsible for overseeing the safety and ethics of various technological innovations such as artificial intelligence, genetic engineering, and surveillance.
- Office for Scientific Matters: Responsible for managing various state-directed scientific and technological advances, managing various scientific institutes and facilities responsible for advancing Khian Lijani's shared knowledge-base as well as filing out various patents for both new innovations and reverse-engineered technologies from foreign civilizations.
- Under-Office for Archaeological Research: Responsible for documenting and discovering various archaeological finds on planets to record their histories.
- Under-Office for Biological Research: Responsible for researching various kinds of life-forms, generally consisting of taxonomists, botanists, biologists, and others responsible for researching newly discovered life or intelligences and establishing contact with them. Additionally, the UOBR is also responsible for the research and development of bioweapons as deterrents alongside developing counters against enemy bioweapons.
- Under-Office for Explorative Research: Responsible for the exploration and documentation of uncharted regions of space into the shared knowledge-base, managing various exploration fleets sent out into the unknown regions of space.
- Under-Office for Extradimensional Research: Responsible for managing contact and exploration of various Extradimensional Spaces, ensuring peace where possible and preparing counter-measures when threats arise.
- Under-Office for Military Research: Responsible for the research and development of new military technologies such as warships, equipment, vehicles, and various other weapons for various purposes. They additionally involve the weaponization of various natural forces when possible.
All Beings' Liberation Army

The Office for Mutual Defence is responsible for managing Khian Lijani's mutual defence forces and command structure together known as the 'All Beings' Liberation Army', being divided into several smaller Under-Offices responsible for managing each branch of the military. Due to cultural reasons and Khian Lijani -wide policy, military action is seen as something which is only to be undertaken if completely necessary, though it is still recognised that defence from external threats is often necessary, and is thus organized in a structured and hierarchical manner (differing greatly from nearly every other institution within Khian Lijani) to maintain maximum effectiveness.
The Under-Office for the Defence Forces is responsible for managing the ABLA's infantry forces, consisting of 'Infantry Forces' and various specialized 'Special Forces' primarily manned volunteers, exemplary militia soldiers, some war-androids, and Synths. The entirety of the infantry army as a whole is known as the 'Army of Khian Lijani', which is divided into 'Collective Armies' lead by Marshals, which are divided into 'Sector Armies' lead by High-Generals, which are divided into 'Corps' lead by Generals, which are divided into 'Legions' lead by Low-Generals, which are divided into 'Regiments' lead by High-Commanders, which are divided into 'Battalions' lead by Commanders, which are divided into 'Companies' lead by Low-Commanders, which are divided into 'Companies' lead by Captains, which are divided into 'Platoons' lead by Lieutenants, which are divided into 'Squads' lead by Sergeants as the smallest military forces within the whole Army. Beyond individuals responsible for leading forces, there are several other military titles for officers such as Corporals, Deck Officers, and Supply Officers, and standard units such as Privates and Cadets.
The Under-Office for the Mechanized Forces and Surface Crafts is responsible for managing ABLA's armoured forces, mechanized forces, artillery, seafaring ships, and certain in-atmosphere aircrafts. As such, it is responsible for purchasing or manufacturing, maintaining, and deploying said assets into UODF armies, with the UOMFSC generally only directly housing certain specialist soldiers trained to operate certain more advanced or heavy vehicles that can't be operated with standard training, who still operate under the UODF's command structure.
The Under-Office for the Naval Forces is responsible for managing ABLA's spacecrafts, operating countless such vehicles ranging from small star-fighters to massive vessels and space-stations. The UONF's forces are divided into numerous smaller fleets, with 'Central Forces' responsible for defending each Rim, 'Task Forces' responsible for defending Collectives, 'Battle Forces' responsible for defending individual Sectors, 'Planetary Defence Forces' responsible for defending systems and planets, and 'Squadrons' which tend to operate independently of any attached defence zone. These fleets in times of warfare may be deployed beyond their 'defence zones' to deal with front-line operations and other major battles under the discretion of the UONF directors.
The UONF's ships are classified under various different 'types' defined by their combat role and size, with the main 3 types being 'Escorts', 'Cruisers', and 'Battleships'. The following is a description of said types and several sub-types;
- Escorts are lighter warships designed for patrol duty and logistics that tend to not be designed to take on anything their size (generally under 400 meters long) or bigger, preferring to retreat from such battles.
- Armed Freighters are Escort-sized vessels whose primary function is to transport supplies from place-to-place in order to maintain other operations, thus they tend to be relatively lightly armed and quite small in size.
- Corvettes are fast and manoeuvrable Escort-sized vessels designed to take on multiple smaller vessels rather than engaging more heavily armed crafts. They are often used to defend larger ships or to transport VIPs.
- Cruisers are the most variable and utilised spacecraft type in the Navy, ranging in side from 100 meters to 2000 meters in size. Due to how varied they are, Cruisers are divided into 'Light-', 'Medium-', and 'Heavy-Cruisers' based on their size and power, though they are all generally fairly balanced when it comes to speed, weaponry, and armour. They are designed to be able to engage most ships their size or sometimes larger either independently, in squadrons, or larger fleets in order to project the Confederation's power.
- Frigates are Cruiser-sized vessels designed for escort duty and support, typically sacrificing armour for firepower and speed.
- Destroyers are Cruiser-sized vessels designed to also be capable of leading ground operations, thus they are typically slower.
- Battlecruisers are supersized Cruisers designed to use their much heavier firepower to bully enemy Cruiser-Sized ships without much of a fight, then retreat with their superior speed when a Battleship shows up to destroy them.
- Battleships are the largest (generally 2500+ meters long) and most powerful warships within the Navy, primarily handling ship-to-ship combat. Thanks to their massive size and firepower, they are extremely expensive to operate and thus cannot be available everywhere at once, thus only a limited number of Battleships tend to be fielded at once and only in certain key locations.
- Dreadnoughts are Battleship-sized vessels designed to also be capable of leading or supporting ground operations.
The Under-Office for the Security Forces is responsible for managing the ABLA's intelligence gathering, covert operations, military policing. In order to achieve these operations, the UOSF personnel consists of various highly trained operatives and covert (or even cloaked) drones capable of snuffing out internal saboteurs or executing various operations behind enemy lines during both peacetime and wartime, with thousands highly trained spies being ready to be deployed to gather information whenever needed.
Demographics and Culture
Federation-wide Culture
Due to the number of inhabited worlds within Khian Lijani, there is no single unifying culture within the Federation even if many common tenets do exist among its populace. When considering shared beliefs, Lijanians tend to fairly universally focus more-so on the community group-consensus over individualism out of natural instinct despite still valuing personal autonomy (generally presenting as individual desires also being seen as beneficial for the collective if they improve an individual's morale and don't harm others) and belief even if they find it less of a point of consideration than more individualistically-focused cultures/species, which they tend to find difficult to understand. Lijanian culture tends to be generally inclusive and pragmatic despite often finding the 'methods' of outsiders as irrational (due to preferring "logical thinking" as the main form of reasoning), with this focus on pragmatism being the the reason why 'partisan politics' and 'tribalism' are rejected by the Federation's people as they instead see that society should be governed by everyone for everyone's benefit, generally rejecting conflict as a tragedy which must be avoided (even if they have participated in many in the pst). Architecturally, most Lijanian cities tend to be built in an utilitarian manner where the function of each structure is the main design focus, with additional elements including visible structural elements and angular geometric shapes[6].
Due to continued contact and migration, the culture of the four main species of Khian Lijani have become fairly uniform in certain more populous areas that together form the basis of 'Lijanian Metropolitan Culture'. LMC is the closest thing to a unifying culture within Khian Lijani, being the predominant cultural group on various very mixed planets such as Algol and various other planets such as Ordellia and other significantly populated worlds as well as regions where a unifying native culture isn't present. LMC tends to be very 'communalistic' and egalitarian in nature while still somewhat fostering competition between nearby communities, which are expected to 'race to improve society'. Within each community many enjoy living in large communal or apartment-like structures where cooperation between nearby individuals is expected while still holding onto a ideal of 'individualism' and achieving personal success.
Echetchens, Khervi, Khejvans, and Zolians (alongside the countless sub-species of the 4 adapted to the Federation's many worlds and the numerous sub-species of the four exclusive to nearly every planet within the Federation) have their own distinct cultures onto themselves; Echetchen culture is the most family-based with each individual organized into familial 'Echais' (clans) which act as their primary form of social organization due to their nomadic past. Khervi culture values popular participation and collective effort/contribution as the most important societal obligation, thus 'community' is their main form of social organization. Khejvan culture is the most bureaucratic as they value service and social harmony, thus 'society (as a whole)' is their primary form of social organization. Zolian culture is the least organized, with society being organized into informal non-familial groupings of individuals whom naturally cooperate based on mutual benefit akin to either communes.
While previously heavily involved in their development, many Lijanians are often notably critical of Artificial Lifeforms and Intelligences, particularly of larger networks which possess self-agency, even if their "society" has been home to a rather significant number of such entities. The main cause behind these feelings was a series of conflicts in the 300s-500s including the Galactic-Cosmic War, Galactic-HAWK War, and Galactic Civil War predating the establishment of the extant Khian Lijani which all involved either a faction or a whole fighting against artificial intelligences in some form, though despite these "tensions" the Council of General Affairs and Charter of Khian Lijani no longer outlaw the usage and existence of artificial constructs regardless of levels of agency, though many local governments continue to prohibit them. Non-networked Artificial Lifeforms are seen with somewhat more tolerance, though they lack legal protections and typically have many less freedoms than similar entities in more accepting societies.
Echetchen Culture
Thanks to their home-planet's harsh desert climates, Echetchens adopted a highly nomadic lifestyle prior to urbanizing and unifying among one another, organizing themselves into family-based groupings of Echetchens known as 'Echais' bound together akin to clans which often joined together in vast 'Echqatjas' ('federations'). After several milennia of being divided into Echais, the Echetchens gradually unified under a single Echqatja, which adopted a fairly militaristic and cautious worldview where most influence was concentrated into the most powerful Echais. Once the Echetchens became an interstellar species several thousands of year in the past, their now spacefaring 'Echqatja' spread across many additional worlds, leading to each Echetchen world eventually coalescing under its own planet-wide Echai loyal to the Echqatja. Modern Echetchens still hold their traditional familial culture as important, valuing honour, respect and staying together even if their definition of 'Echai' has expanded to cover entire planets.
Khejvan Culture
Culturally, the Khejvans are known as the most 'structured' and 'bureaucratic' of the four members of the Khian Lijani, greatly valuing service to society as a whole as the highest honour one is capable of performing. Due to this belief, Khejvans are have organized themselves in a more statist manner than the others where social harmony is expected and enforced by a unelected caste of bureaucrats which rise to their position of influence by passing notoriously complex entry exams, and occupy a majority of the positions of local leadership on Khejvan-inhabited worlds. This structure has been present ever since the early beginnings of their society, with the vast plains of their homeworld where competition and threats were minimal allowing them to advance their societal cohesion much quicker than if they had to fear external threats, allowing them to extend their system of 'scientific governance' they called "Khae'ja" (meaning Structure of the World) onto other worlds as they expanded into space thousands of years in the past. Notably, the Khian Lijani's capital of Algol was initially a notably developed Khejvan colony, where they still make up a plurality (roughly ~45%) of the population, similarly Khejvans continue to make up a majority of Khian Lijani's civil servants.
Khervi Culture
Culturally, Khervi are well-known for their belief in popular participation and collective struggle which developed thanks to their homeworld's vast rainforests concentrating them into smaller communities where cooperating against external threats was ideal, thus once they eventually unified after managing to develop enough to largely mitigate their planets' hostile environments, extending their cooperative structure to their civilization as a whole, which they named 'Xan' after the term for 'wider community'. Once they began incorporating additional planets, each planet became its own 'community' part of the wider Xan community, viewing most other cultures as their own 'Xans' aside from those which are seen as wholly incompatible with their values, viewing such peoples with great concern. Despite their community-driven and democratic way of behaviour, the Khervi are surprisingly efficient in military matters thanks to a form of meritocracy where those which prove to bring significant value to the Xan are to be rewarded for their actions, allowing them to climb up the ranks of the military thanks to the 'value of protection'.
Zolian Culture
Zolian culture and social organization tends to be fairly informal, never having formed an entrenched bureaucracy, political strive, or even a familial structure, instead Zolians tend to form 'associations' of individuals which cooperate amongst one another in loose networks of collaborators working for mutual benefit. Zolian 'associations' have over time expanded in complexity and level of interconnection, eventually giving rise to a highly decentralized meritocratic 'system' where everyone is in some form affiliated with one another to emerge as the predominant 'governing force' within their society which came to be known as the 'Qhal' system (with the term for the loosest species-spanning association coming to be known as the 'Qhal-Zol'), eventually leading to the advent of interstellar travel which allowed them to settle numerous worlds within their region of the galaxy.
Religion
While naturally averse to 'religious' thought-patterns even if they often find less-grounded concepts of existence fascinating, around 12% of the Lijanian population can be considered religious in some form. While there are likely thousands of distinct belief systems, 3 of the most notable ones include the 'Galactic Civic Religion', the 'Order of Holy Sollus', and 'Hyacinthan Faith'.
The Civic Religion is a very decentralized religious association without any specifically mandated religious beliefs, instead operating open spaces for religious individuals to express their beliefs in unity, though the closest thing to a 'church doctrine' they possess resembles some form of Deism centred around the idea of all beings part of a greater shared existence. The Order of Holy Sollus is a monotheistic religion venerating the descendants of the extinct Sollurian species as spiritually guided and protected by their primary deity known as the 'Angel of Sollus', which is incorporated into their fairly "sollurian-centric" worldview in which non-Sollurian descended species are seen as misguided and in need of 'guided elevation' by a order-dominated theocracy, prompting occasional crackdowns against their churches and associations in the past. The Hyacinthan Faith is a much more centralized religion centred around a collective of multiversal universal protector deities known as the 'Seraphocosm', with all but one of them having supposedly passed which necessitates blood-letting rituals known as Aimacos to maintain the life of the final 'Rakhou-cosm', a key figure within their highly convoluted cosmology.
Economy
The various layers Khian Lijani's occasionally involve themselves in economic matters significant enough to necessitate intervention such as managing certain organizations that have been designated for Government usage, when they launches interventions against dangerously powerful organizations, and when the government itself directly funds certain infrastructure and development projects. Most planets, sectors, and sub-planetary governments have relatively defined economic models which they are freely able to modify despite being within the Federation, though for cultural reasons systems resembling 'socialism' tend to be nearly universally prevalent, with most 'enterprises' typically being collectively owned by those who contribute to the enterprise despite technically participating in a somewhat competitive 'market'. The Lijanian Government largely props itself up with voluntary membership tithes from its administrative divisions and various state-coordinated or owned assets to independently finance certain operations via mining, trade with other civilizations, technological advancements, reparations, or simply encouraging and fostering investments to generate income.
Domestic trade between planets, sectors, and collectives generally functions via a kind of 'market economy' where either local governments themselves directly handle trade agreements or local 'cooperatives' (which are associations of local enterprises that share profits) handle the trade of pre-assembled commercial products. More locally, how 'economies' work within Khian Lijani tend to vary between region, with Echqatja and Khae'ja generally resembling 'extraction-based' economics somewhat more, while Qhal-Zol and Xan resemble 'anti-scarcity' economics more, though as a whole the Federation tends to lack any clear 'economic philosophies' as such concepts simply never developed within their civilizations very extensively, with most tenets affecting such beliefs being largely unrelated such as a common cultural belief of opposing resource accumulation out of the hands of the masses, seeing it as antithetical to the mutual benefit of all peoples.

Collectives
Collectives are self-governing confederated regions of space within Khian Lijani that typically consisting of various numbers of sectors and planets (with both electing representatives into Collective Councils). Collectives are typically defined by the boundaries of the interstellar societies which formed the Federation, representing the interests of said societies' primary species, while the Colonial Collective is defined as the regions where no singular cultural group from the other four (including various minority species such as the species native to the Empire of the Twelve Suns) is dominant or proximate to the colony, thus their inhabitants are either very mixed demographically or isolated from the rest of their species and are therefore grouped together for the shared benefit of all of Khian Lijani rather than being granted to one of the other Collectives. The Collectives are highly autonomous to the point of near sovereignty (with foreign policy, mutual defence, and coordination being allocated to the Lijanian government) in their structure, generally tend following a fairly similar model of governance with occasional differences and adaptations designed with local traditions in mind, each sharing fairly similar governing structures with the elected Collective Council acting as the primary governing structure.
The four Collectives first came together under the (First) Galactic Federation in 321 CE, bringing together various inhabited worlds found across the 'central' regions of the Milky Way Galaxy largely settled by the Echetchens, Khejvans, Khervi, Zolians over the past millennia (with each of them having grown to near their modern size ~7500 years in the past), among many other less-populous peoples. Each of the Federation's Collectives can trace their heritage to the Sollurian Empire, a vast empire which encompassed much of the Milky Way which collapsed hundreds of thousands of years in the past due to various factors, gradually leading to the descendants of the former Sollurians (now collectively 'Post-Sollurians') diverging into their own species and societies that eventually managed to return to space, first becoming allies before their initial unification.

Sectors
Sectors are the most numerous type of interplanetary sub-division within the Federation, containing several nearby star-systems grouped together due to their proximity which each send representatives to a system from among their ranks which serves as the 'Sector Capital' which additionally acts as the namesake of the entire Sector (aside from a few exceptions). Sectors can vary by size, population, and number of inhabited systems within them, though despite this each of them typically follow a fairly similar administrative system containing a Sector Council (consisting of elected representatives from Planetary Councils). Sectors are granted significant self-governance to the point of allowing them to adjust their administrative structures to fit their individual needs.

Local Governments
Systems refer to each individual star-system within the Collective which are each run by their own local government joined together under a common System Council responsible for coordinating and all of its inhabited worlds as a whole. Within each System, one can find one or multiple inhabited Planets, Moons, populated Space-stations, and various other inhabited bodies (which are administratively all referred to as 'Planets' for simplicity) which have their own highly devolved, distinct, and autonomous governing systems.
