The Kingdom of Great Saikhan is a sovereign state encompassing a majority of the eponymous continent of Saikhan on Skantos, consisting of numerous confederated provinces and protectorates under a decentralized union amongst one another. Saikhan is bordered by the eastern portion of the Senkheri Confederacy to the northeast, alongside several minor states such as Champignon, Gleann Gahaim, Lianguo, Novo Gensokyo, Phillealand, Qankuli, Skelden, Sideritum, and Taaraa-patitah, of which most are Saikhani tributaries in some form. Due to its size encompassing a vast majority of Skantos' arable land, Saikhan is home to a majority of Skantos' population and is thus the most culturally and ethnically diverse nation on Skantos, being home to numerous ethnolinguistic groups, as such it is the most decentralized non-tribal nation on Skantos. While the rulling Xue Dynasty was established in 541 CE, previous dynasties have been ruling a roughly similar area starting in 10009 BCE until Skantos faced worldwide destabilization in 129 CE due to the eruption of Mount Karakoram. Diplomatically, Saikhan is a member of the Sacred Union of Skantos.
Culture
Saikhani Culture is among the most diverse on all of Skantos due to its position as the most populous region of Skantos thanks to occupying most of the temperate and continental regions of Skantos, though their diversity has gradually weakened to some degree following the conquests of the Ikhtalnol, a Omkha empire which managed to reunify most of the Saikhani peoples in the late 400s prior to the establishment of the Xue Dynasty. Saikhani society is very stratified into a class-based system originating from the belief in the importance of 'respect' among one's socioeconomic peers, leading to the nobility being highly respected as the 'natural leaders' of society despite their detachment from the issues of 'commoners' due to their wealth, while the 'middle class' also generally has many opportunities despite their comparatively poorer position. Contrasting to the upper minority, most Sakhani individuals can be considered 'peasants' with a remarkably lower standard of living which has lead to issues such as crime being the most prevalent among Saikhani communities. Despite the prevalence of inequality among Saikhani peoples, many Saikhanians tends to hold reverence for the nobility and local rulers. Beyond their stratified class divisions, Saikhanians often organize themselves into family-based 'Clans' or 'Tribes' which are generally synonymous with many of their smaller states. When it comes to social issues, Saikhanians tend to be among the most conservative peoples of Skantos, avidly rejecting many advancements and having very strict social roles among their populace only rivalled by the patriarchal Western Senkheri cultures. Other major Saikhani beliefs include burying upon death, strict social hierarchies, stoicism, polygamy and maintaining tradition.
Alongside the capital city of Baxinsai, Saikhan is home to several major cities including Aergun, Algonquin, Anshiqun Town, Binshi, Cheshu, Chonkyanpu, Diguocheng, Drovujeaisc, Fangzhen, Feichang, Gaiyishi, Gangchueng, Gaozhixia, Gongzhicun, Guensai, Guerkai, Haicheng, Haiganun, Hardwick, Heacun, Hemai-Beipo, Heyucheng, Jalian, Juezhao, Juryo, Ketonato, Khurukara, Kochokuichi, Kuongu, Lishichang, Litan, Manyuegang, Mashancun, Minshui, Miwuzong, Qingqiaoshi, Mizhiao, Nongengcun, Obest, Obiang, Pingju, Qincunzhen, Qingqiaoshi, Qinrendong, Reactor City, Regalia, Rongshu, Salem, Sanjizhou, Sanxinjiao, Senyang, Shabide, Shudingcun, Spanna, Sycor, Taienhaixishi, Tujincun, Wenhu, Wharia, Wujinting, Xiaogonqin, Xiaogou, Xiuyuanzhen, Yanzhuiqin, Yaohuai, Yisitezhen, Yuxian, and Zhudewu.
Geography
The continent of Saikhan, of which a majority is under the domain of the Xue Dynasty, is the largest landmass on Skantos and the most diverse climate-wise, ranging from semi-arid steppes in the southwest, to vast grasslands in the east, to Skantos' tallest mountains (including the tallest known Mount Saihan) in the south-centre, to the vast river valleys of the center, to pine forests towards the north and mountainous tundras and glaciers to the northeast. Saikhan is the sole landmass on Skantos to be home to vast amounts of arable land, and is thus home to around 80% of all agriculture on Skantos.
Government and Politics
The Kingdom of Great Saikhan is officially a Confederal Semi-Constitutional Monarchy under the leadership of the Xue Dynasty, the ruling monarchy currently headed by Xue Yang who acts as the nominal head of state of all of Saikhan, although the monarch's power is greatly limited by the Chancellorship, which occupies the position of 'head of government' after being appointed to the role by the monarch upon the death or resignation of the previous Chancellor. Saikhan hass no binding legislature, with such functions being handled by the 'Council of the Six Secretariats' consisting of the Secretaries of Civil Services, Revenue, Spiritual Affairs, War, Justice, and Public Works.
Administrative Divisions
Saikhan is composed out of numerous provinces and protectorates which each hold extensive autonomy onto themselves, with the 'Governor' of each of these regions having near total power over their own territories due to the government in Baxinsai's relative innability to exert significant influence outside of its proximate regions without provoking uprising or fragmentation. Generally, the Protectorates hold an even more autonomous position than Provinces, being recognised by the monarchy as 'sovereign nations under the Kingdom' rather than subdivisions of the Kingdom.
