The Sacred Union of Saikhan was a confederated monarchy spanning across a roughly 2/3 of the continent of 'Saikhan' on Skantos, finding itself as the most populous 'nation' on the planet despite being in a fairly disadvantageous position in comparison to the neighbouring Uhaten (and arguably Praxtus) due to its much more limited industrialization and development, with only a few major cities such as Khurukara, Regalia, Drovujeaisc, and Sipalalei seeing even limited success in such fields. Luckily, the Sacred Union found itself in a period of peace and stability despite occasional tensions.
The Sacred Union was established after Great Skantoan Revolt, which saw the Quzhutang Movement force the Uhaten into the north of Skantos after having previously ruled over the southern 2/3 of Saikhan as the 'Empire of Skantos' after defeating the Ikhtalnol Khanate which had subjugated most of said region. Upon the Quzhutang's victory, a power struggle broke out between the various local rulers which had revolted against the Quzhutang Banners themselves, eventually concluding in a victory for the Quzhutang which saw them transform the Empire of Skantos into the 'Sacred Union of Saikhan', allowing local rulers to maintain nominal control over their territories while the actual bulk of governance became incredibly decentralized into the hands of local communities organized into 'Banners' which themselves are organized into 'Leagues'. Annual meetings are held in the city of Khurukara where all willing member-states and banners convene to collectively organize the whole Sacred Union as a whole when necessary, or to simply foster collaboration between proximate groups. Gradually, the Sacred Union's shared 'Armed Banners' have advanced northwards, pushing back Uhaten forces out of Saikhan when possible. During the War of the Triple Alliance, Uhaten forces launched a massive attack into Saikhan which lead to them launching their first ever spacecraft under the Uhaten Forebears' direction, leading to the Commonwealth of Independent Systems launching a nuclear bombardment of Skantos to destroy the Uhaten, prompting the remaining societies on Skantos to join under the 'Sacred Union of Skantos' established by Saikhan.
Government and Politics
Officially, the Sacred Union of Saikhan was a Confederate Semi-Constitutional Monarchy where significant influence is given to the 'Spiritual Diet', the Sacred Union's legislature. Administratively, the Sacred Union was incredibly decentralized in an asymmetrical manner, with local monarchs/presidents having near complete autonomy within their own realms, though despite their autonomy they remained fairly ceremonial in their role due to the simultaneous presence of the Banners and Leagues, which were loose federations of local communities within the lands of the local rulers and beyond them in the vast 'unorganized lands' which swore loyalty to the Sacred Union thanks to the existence of the Banners. Uniquely, the Sacred Union was somewhat 'theocratic' despite not having a sole state religion, with all faiths equally being held to the same significance in government due to them being seen as parts of a 'greater whole'. Out of the local rulers, the two most powerful were Ikhtalnol and Regialus, contrasting greatly due to Regialus' 'rebellious tendencies' and Ikhtalnol's compliance and significant influence due to their empire effectively allowing the 'banner system' to come to be while also hosting the Sacred Union's capital.
As may be expected from such a decentralized entity, the Sacred Union's 'executive government' was fairly weak and only tended to have extensive control over diplomacy and organizing local rulers/banners, with the monarchy headed by the 'High Shaman' (serving as both Head of State and Head of Government) being somewhat bound by the 'Sacred Charter' defining their powers, though they often lacked the means to enforce most of their theoretical authority aside from moderating the Spiritual Diet or attempting to enforce their ruling by commanding the Sacred Union's military forces known as the 'Armed Banners', though this military often wasn't the most effective due to being largely militia-based with only limited numbers of career-trained soldiers and sailors.
Contrast to the weak Executive, the 'Spiritual Diet' which served as the legislature of the Sacred Union was much more powerful, hosting annual week-long gatherings of local rulers and Jasaghs (leaders of Banners) in Khurukara so that they could discuss issues that affect larger regions or even the whole Sacred Union, making collaboration not only encouraged to keep the Union together but actively beneficial for all within its bounds. Additional duties of the Spiritual Diet included issuing 'directives' for the High Shaman to accomplish, and appointing Yarguchi (judges) to the Supreme Yarguchi Court in Khurukara.
The 'Yarguchi Courts' served as the judiciary of the Sacred Union, with each Banner, League, and Member-State appointing their own 'Yarguchi' (Judge) to oversee their own local courts responsible for enforcing laws within their own territories, while especially high-profile court cases were handled by the 'Supreme Yarguchi Court' in Khurukara.
Administrative Divisions
Member-States
The most notable of the Sacred Union's constituents were the 'Member States', consisting of various empires, kingdoms, duchies, republics, and many others. In the eyes of the Member States, they were the 'true' members of the Sacred Union's confederation whose interests matter the most, though in reality their power was limited by the Leagues and Banners.
Sacred Leagues
Sacred Leagues were vast confederacies of Banners spanning across larger regions, either to cover all Banners within a Member State or simply larger areas of the unorganized lands, with the local Jasaghs (leaders of Banners) appointing a 'Menjang' to govern their league.
Sacred Banners
Sacred Banners were the most numerous administrative division in the Sacred Union aside from local townships, acting as collections of federated local communities and settlements (which are ruled by Shamans or Mayors) governed by 'Jasaghs' which lead the banners themselves, generally being elected by the communities which compose the Banner.
