Dr. Carson Brown's Proposal - "Deep Impact"

This proposal, known as the "Deep Impact" proposal, and designated SDS-001 is given to a supernatural entity that interacts with 'mortal' beings based on their technological advancements in relation to advanced deviation; in other words, it's interactivity increases as we advance technologically faster than the timeline would have according to standard deviation. It is uncertain why this entity reacts in this way, nor do we know it's intention to cause instances of SDS-001-A.
Dr Carson Brown has stated that his reasoning for the proposal was a now famous quote Aldren Tremar said to his wife Alana Csabay while retreating to the vault after World War 5:
"If you shoot further than you dreamed, it doesn't mean you excelled. You aim for the target, not above it, nor below it; because man's greatest flaw is over-ambition, and it always comes back to bite you. If you shoot too far, you're only shooting yourself, my father used to say. Indeed, what comes around goes around, does it not?"
Dr Brown also noted that the quote inspired him to believe that SDS-001 could be the very nature of the universe itself "punishing" humanity, due to the high castrovalence levels that could be attributed to them.
SDS-001-A
SDS-001-A manifests primarily in the form of a meteor or comet that strikes a planet (either Yata or Theia, as no instances of SDS-001-A were recorded on [REDACTED] or other minor inhabited planets such as Narakam.) Instances of SDS-001-A, as mentioned before, correlates with advanced deviation, and tends to strike after a large technological leap is made. A few years after the Insurgency ended, a meteor struck Theia, which to some was deemed an instance of SDS-001. However, this was then followed by another incident deemed to be instance of another proposal of SDS-001, which has caused much confliction.
