The Secure-Defend-Subjugate Foundation (Usually known as the "SDS Foundation") is a Anomalous Research & Containment Organization which operates in the shadows to maintain safety and normalcy for humankind, alongside preventing human extinction without direct public interference except if it is deemed necessary. While the public may know that there is an organization called the "SDS Foundation", most details and information regarding its operations are classified[1].

The SDS Foundation operates beyond governmental jurisdiction and is entrusted by various national governments (that don't favour the United Occult Initiative with the task of containing anomalous objects, entities, and phenomena in order to mitigate their threat to global security in the form of physical or psychological harm. The SDS Foundation maintains an extensive database of information regarding anomalies requiring Special Defensive Safeguards, commonly referred to as "SDS". The SDS Foundation operates to maintain normalcy, so that the worldwide civilian population can live and go on with their daily lives without fear, mistrust, or doubt in their personal beliefs, and to maintain human independence from paranormal influence.

Departments

The SDS Foundation's mission is to Secure, Defend and Subjugate. While it is unified behind these goals, achieving them requires a wide variety of approaches. This has necessitated the formation of numerous departments, each specializing in a specific task, discipline, or field.

Alchemy Department

Department of Science - Alchemy Division

The Alchemy Division of the SDS Foundation's Department of Science specialises in the manipulation of Aetheric forces such as Orgone Energy (among others). When conventional science fails to explain an anomaly, the Alchemist Division's personnel are often the ones sent to investigate.

Anomalous Entity Engagement Division

The Anomalous Entity Engagement Division specializes in the humanization of the containment process and to establish a mutual bond between personnel and anomalies. The goal of these actions is to create a safe environment where both parties are treated as equals, where recreational activities are frequently available, and the desire to further strengthen the relationship between them.

Many SDS Sites containing safer and more human-like anomalies operate under these rules. In such sites anomalies are free to roam and interact with other people regardless of position.

Antimemetics Division

The Antimemetics Division exists to research and contain anomalous Antimemes - ideas with self-censoring properties that discourage or prevent people from spreading them. These concepts, objects, and entities threaten normalcy and endanger human life, but are almost impossible to record or even remember.

Through careful observation, extensive training, and regular use of mind-altering mnestics, the Antimemetics Division is able to deal with the dangers that everyone else forgets.

Artificial Intelligence Application Division

IT Department - AIAD

The Artificial Intelligence Applications Division (AIAD) of the SDS Foundation's IT Department was created to develop, study, and utilise Artificial Intelligence. This includes containing or neutralising anomalous artificial intelligences, as well as creating SDS-Aligned Artificially Intelligent Conscripts (.aic) to run SDS Foundation Facilities and be deployed on field missions in digital space.

Secure-Defend-Subjugate Backrooms

Secure-Defend-Subjugate Backrooms is the largest group in the Backrooms. It was founded in 144 by a SDS Investigation team to SDS-002, all of whom ended up noclipping into the backrooms and declared it their mission to establish SDS Authority in the new strange place they ended up in. As it expanded the SDSB began operating completely independently from the SDS doctrine despite de jure being a department of the SDS.

In the 200s and 300s the 'baseline' SDS Foundation re-established contact with the SDSB and thus began asserting authority over the SDSB, which has been gladly accepted by "The Director", head of the SDSB's leadership structure.

Board of Directors

The Board of Directors acts as a joint council for the SDS foundation as its most influential leaders that acts as a informal administrative in cases where the Overseers wish to not get involved, or not be seen.

In the eyes of the public, the Board of Directors is the "leadership" of the SDS Foundation, although this is a lie.

Cryptozoology Division

The Cryptozoology Division handles all cryptid-related anomalies that have fallen into the SDS Foundation’s hands. The Division carries out field research, lab testing and containment of parafauna that have already become prevalent in their local area.

Decommissioning Department

The Decommissioning Department reviews petitions to intentionally terminate[2] anomalous objects or entities, approving only those proposals deemed necessary and possible. The Decommissioning Department also provides expert advice on the most efficient ways to decommission anomalies, utilising humane methods while minimising collateral damage.

Emergent Threat Tactical Response Authority

The Emergent Threat Tactical Response Authority specialises in identifying and responding to threats, coordinating emergency responses to events affecting multiple Foundation sites, or even the entire world. ETTRA is also involved in pre-emptive operations, resolving previously overlooked problems through the use of anomalous assets.

Ethics Committee

The Ethics Committee is an administrative department with the purpose of maintaining morals in check to prevent the SDS Foundation from destroying its moral integrity while still continuing its mission. Despite incidents often slipping through the committee's cracks, the Ethics Committee is entrusted with power nearly equal to the Overseer Council in order to pursue their mission. The Ethics Committee additionally is responsible for handing out justice for unethical acts, human resources, ethical treatment of sentient anomalies, safety inspections, etc.

Fire Suppression Department

The Fire Suppression Department is responsible for making sure every member of the SDS Foundation stays in line, does not attempt to leave the SDS, or otherwise defect from them, via whatever means are deemed both reasonable and necessary.

Department of International Representative Affairs

The Department of International Representative affairs[3] is the department in charge of handling international relationships, thus dealing with diplomacy with governments and other organizations.

Several Sites are administered by DIRA as consulates. A notable example is Site-31.

Department of Interstellar Containment

The Department of Interstellar Containment is the department in charge of studying and containing interstellar anomalies beyond inhabited planets.

Department of Miscommunications

The Department of Miscommunications specialises in anomalies that manipulate language or communication in ways that make them difficult to accurately describe and contain. They are generally assigned to issues such as memetics, antimemetics, linguistics, and metaphysics.

Department of Mythology and Folkloristics

The Department of Mythology and Folkloristics studies the role that anomalies have played in the development of sapient cultures, using this research to identify anomalies and advise on potential containment methods.

The Department studies everything from ancient myths to urban legends, and from lost lands to restless spirits, ensuring that insights into the anomalous found in folklore are integrated into the SDS Foundation's body of knowledge, rather than being ignored or forgotten.

SDS COLLECTIVE*

The SDS Collective is a collective unconsciousness inhabiting the Oneirosphere with the same functions, purposes, and psychology as the SDS Foundation in reality. Its primary operations include the suppression and management of diorder, chaos, and abnormalities within the Oneirosphere. These operations are achieved via securing, defending, and subjugating conceptual and informational hazards and nightmares within dreams, which are generally handled in a similar manner to the real SDS Foundation.

The origins of the SDS Collective remain unclear, as the 'baseline' foundation never ordered its creation, nor does it have any records of its creation, suggesting that the SDSC may have been established before The Great Sleep.

Overseer Council

The Overseer Council[4] is the highest authority within the SDS Foundation. The Council members have Level 5 Security Clearance, giving them unredacted access to the entire SDS database.

While they are typically uninvolved in routine matters and deliberately separated from any contact with the anomalous, when Overseer Council members do choose to intervene, their word is final. The exact number, identities, and roles of the Overseer Council members is strictly classified.

Pataphysics Department

The Pataphysics Department unites the fields of theoretical physics and literary analysis to study the extent to which reality itself is fictional. The department is responsible for the containment of narrative anomalies, as well as a number of ambitious projects that exploit the nature of reality in service to the SDS Foundation's mission.

Department of Procurement and Liquidation

The Department of Procurement and Liquidation exists to facilitate the purchase and disposal of anomalous objects and non-human entities through legitimate or semi-legitimate means. Although focusing on the acquisition, storage and (when appropriate) utilisation or destruction of anomalous items, the Department is also involved in the hostile takeover of corporations and financial institutions with anomalous connections.

Department of Public Operations

The Department of Public Operations is the department responsible for interacting with the public in both direct and covert ways. They are responsible for things such as public media, subliminal propaganda, organizing disaster relief and evacuations, and making public statements.

Department of Surrealistics

The Department of Surrealistics is dedicated to the identification and containment of anomalies that cannot be understood with traditional logic, thus utilizing agnostics and up-brained thinking to better understand unreality and abstract concepts. The Department of Surrealistics is headquartered in a meta-metaphysical space called Dimensional-Site-⌘.

Recordkeeping and Information Security Administration

The Recordkeeping and Information Security Administration is responsible for keeping the SDS database secure and intact. RAISA controls access to classified information, deciding what each individual has the clearance to view and what they cannot know. RAISA also protects the database against intrusion and infiltration, and monitors inconsistencies in SDS documentation to discern whether the cause is mundane or anomalous.

Department of Tactical Theology

The Department of Tactical Theology is responsible for assisting in the capture, containment, and neutralization of theological anomalies. These anomalies may include; anomalous items suspected to holy relics, extranormal events believed to be miracles, paranormal cults, and Pluripotent Entities.

The Department has a diverse staff of theologians, clerics, and sceptics, with subdepartments specialising in different religious traditions.

Telecommunications Monitoring Office

The Telecommunications Monitoring Office handles the SDS Foundation's worldwide analysis and processing of information gathered from telephone calls.

This includes the routine surveillance of calls made to emergency services in Facilities like Containment-Site-5. Although aided by algorithms sensitive to key words, the majority of the TMO's work involves human operators screening thousands of mostly mundane calls for any evidence of anomalous involvement.

Temporal Anomalies Department

The Temporal Anomalies Department deals with retrocausal, temporal, and counter-historical anomalies. At present the department has not yet been founded, which means that TAD operatives have difficulty getting their credentials recognised by other Departments.

The SDS Foundation's leadership has approved several projects over the years. Some of their more notable projects include;

EOS Initiative

The EOS Initiative is a project formed and directed by the Department of Extradimensional Matters with the goal of safeguarding the existence of humanity in case of some-kind of catastrophe capable of wiping out life in the solar system and beyond[5]. The way this has been accomplished so far is constructing multiple secure outposts in extradimensional anomalies, such as SDS-008 and SDS-005-01.

There are plans of incorporating the EOS initiative as a full on foundation doctrine to create more methods than extradimensional existence of humanity, however this has not been approved by administration yet.

Extdim Communications Project

The Extdim Communications Project is a project by the SDS Foundation in an attempt to create instantaneous communication between dimensions. As of now the project is fairly limited, as it has not received a lot of funding.

Extdim Embassy Project

The Extdim Embassy Project is a project created and managed by the SDS Foundation and SDSB. It aims to create a facility with representatives from all kinds of extradimensional groups and organizations within baseline reality. (Ie within Timeline-002).

Farout Project

The Farout Project was a joint SDS-AOF project regarding interstellar travel, and the preservation of the Human Species amongst the stars in the case of a catastrophe.

Following a conflict between the SDS and AOF the Farout Project has been rendered mostly defunct, only being run by the SDS Foundation now.

Military Units

In order to follow through with its goals and aims, the SDS Foundation employs a number of different types of military personnel, such as;

Mobile Assault Squadron

Mobile Assault Squadrons are paramilitary units under the command of the SDS Foundation, acting as the first line of defence sent to contain anomalous entities or objects. They are heavily armed with the latest experimental weaponry, vehicles and tools to deal with difficult situations.

They can be organized into groups of up to a hundred, although more often are small reconnaissance units picked out of the best of the best from the SDS' more generalized security units.

Field Strike Squadron

The Field Strike Squadrons are non-specialised paramilitary units under the command of the SDS Foundation that are primarily used for site security and defence. They generally act as the first line of defence for most containment breaches unless the situation is dire enough that the MAS are called in.

    Facility Classes

    Facilities designated as sites are covert facilities, Their buildings are known to the public but are disguised under government or corporate fronts. Many of them are built near civilian populations.

    Facilities designated as areas are clandestine facilities, meaning that civillians are not aware of their existance atall. They are usually built far away from civillian populations and usually contain only the most dangerous anomalies, Along with extreme failsafes incase of breach including nuclear warheads.

    Outposts are small facilities subordinate to a nearby Site or Area, used to contain immobile objects or to monitor anomalous locations.

    Observation posts are tiny facilities built in a multitude of locations used to log regional communications and areas for flagged content or possible anomalies.

    Facility Classifications

    Classifications are used to designate what purposes the facilities are used.

    Armed

    Armed facilities are heavily armed facilities with heavy security and MAS presence. They usually contain heavily dangerous entities or are under threat of outside attack.

    Biological

    Biological facilities deal with infectious or biohazardous anomalies. They are always isolated and quarentined to prevent escape of any contained infections.

    Containment

    Containment facilities are facilities build specifically for containing anomalous objects.

    Dimensional

    Dimensional facilities contain extradimensional threats or entities that warp spacetime.

    Humanoid

    Humanoid facilities contain sapient or intellegant entities capable of understanding and complying with instructions. They usually have specialise dliving suites for entities and could be considered a prison for anomalous people.

    Exclusionary

    Most often used by Δt personnel, exclusionary Sites are unaffected by reality-changing effects, and are often built outside of reality itself.

    Extraplanetary

    Extraplanetary facilities are typically constructed on planets or celestial bodies which do not include Yata or Theia. This classification has largely begun to fall out of use following the beginning of interstellar colonisation by Humanity.

    Extrasolar

    Extrasolar facilities are located outside of The Yata System. This classification has largely begun to fall out of use following the beginning of interstellar colonisation by Humanity.

    Lunar

    A Lunar facility is located on Luna or Doluro, for the containment of extraplanetary anomalies. This classification has largely begun to fall out of use following largescale habitation of each body.

    Protected

    Protected facilities are safe zones away from anomalous activity in any form and no such things are allowed in their area.

    Provisional

    Provisional facilities are built around an immobile entity, They usually only contain a single entity.

    Reliquary

    Reliquary facilities contain religious or historically significant objects.

    Research

    Research sites are designed for handling or researching anomalous objects or developement of new containment procedures.

    Storage

    Storage facilities are meant for containment of non-anomalous or inert anomalous objects with no risk of interaction.

    Xenobiological

    Xenobiological sites specialise in the containment and study of organisms with biology differing dramatically from most Yata or Theia resident species, typically due to an extraterrestrial, extradimensional or other anomalous origin.

    Security Clearance Levels

    Security Clearance levels are different levels of access granted to foundation personell. They range from little to no access to unlimited access to data and SDS entities. They are granted on knowlege needed to know instead of if it is thought they are "ready for it" so advancing up levels may be difficult.

    Security Clearances

    Level 0

    Level 0 security clearances are given to non-essential personnel with no need to access information regarding anomalous objects or entities in Foundation containment. Level 0 access is typically held by personnel in non-secured clerical, logistics, or janitorial positions at facilities with no access to operational data.

    Level 1

    Level 1 security clearances are given to personnel working in proximity to but with no direct, indirect, or informational access to anomalous objects or entities in containment. Level 1 security clearances are typically granted to personnel working in clerical, logistics, or janitorial positions at facilities with containment capability or otherwise must handle sensitive information.

    Level 2

    Level 2 security clearances are given to security and research personnel that require direct access to information regarding anomalous objects and entities in containment. Most research staff, Field Strike Squadron, and containment specialists hold a Level 2 security clearance.

    Level 3

    Level 3 security clearances are given to senior security and research personnel that require in-depth data regarding the source, recovery circumstances, and long-term planning for anomalous objects and entities in containment. Most senior research staff, project managers, security officers, response team members, and Mobile Assault Squadron operatives hold a Level 3 security clearance.

    Level 4

    Level 4 security clearances are given to senior administration that require access to site-wide and/or regional intelligence as well as long-term strategic data regarding Foundation operations and research projects. Level 4 security clearances are typically only held by Site Directors, Security Directors, or Mobile Assault Squadron Commanders.

    Level 5

    Level 5 security clearances are given to the highest-ranking administrative personnel within the Foundation and grant effectively unlimited access to all strategic and otherwise sensitive data. Level 5 security clearances are typically only granted to O5 Council members and selected staff.

    Class A

    Class A personnel are those deemed essential to SDS strategic operations, and are not allowed direct access to anomalies under any circumstances. When circumstances require Class A personnel to be in direct proximity to such anomalies (such as in the case of facilities housing containment units), Class A personnel are not allowed access to the areas of the facility containing such anomalies and are to be kept in secured areas at all times. In the case of an emergency, Class A personnel are to be immediately evacuated to a designated and secure off-site location. Overseer Council members are always Class A personnel.

    Class B

    Class B personnel are those deemed essential to local SDS operations, and may only be granted access to objects, entities, and anomalies that have passed quarantine and have been cleared of any potential mind-affecting effects or memetic agents. In the event of a containment breach or hostile action against a SDS facility, Class B personnel are to be evacuated to a designated, secure off-site location as soon as possible.

    Class C

    Class C personnel are personnel with direct access to most anomalies not deemed strictly hostile or dangerous. Class C personnel that have had direct contact with potentially mind-affecting or memetic properties may be subject to mandatory quarantine and psychiatric evaluation as deemed necessary by security personnel. In the event of a containment breach or hostile action against a SDS facility, non-combatant Class C personnel are to either report to secure lock-down areas or evacuated at the discretion of on-site security personnel in the case of a site-wide breach or other catastrophic event.

    Class D

    Class D personnel are expendable personnel used to handle extremely hazardous anomalies and are not allowed to come into contact with Class A or Class B personnel. Class D personnel are typically drawn worldwide from the ranks of prison inmates convicted of violent crimes, especially those on death row. In times of duress, Protocol 12 may be enacted, which allows recruitment from other sources — such as political prisoners, refugee populations, and other civilian sources — that can be transferred into SDS custody under plausibly deniable circumstances. Class D personnel are to be given regular mandatory psychiatric evaluations and are to be administered an amnestic of at least Class B strength or terminated at the end of the month at the discretion of on-site security or medical staff. In the event of a catastrophic site event, Class D personnel are to be terminated immediately except as deemed necessary by on-site security personnel.

    Class E

    Class E is a provisional classification applied to field agents and containment personnel that have been exposed to potentially dangerous effects during the course of securing and establishing initial containment over a newly-designated anomalous object, entity, or phenomenon. Class E personnel are to be quarantined as soon as possible, monitored, and screened for potentially harmful changes in behavior, personality, or physiology, and may only return to duty after being fully debriefed and cleared by psychiatric and medical staff.

    Explanations
    • Neutralized: Either destroyed or removed as a threat.
    • Florin: Unlikely to escape from containment
    • Alyph: Often Erreneous and unpredictable. Containment measures unreliable
    • Narakan: Containment breach highly possible
    • Thelian: Used to contain other SDS objects
    • Acolitan: Immediate Threat to humanity and Impossible to contain
    • Pending: Object is awaiting classification.
    • Esoteric: the Object does not fit into any other classification
    • Adverse: Could be contained, however are best left uncontained.
    • Virtus: Could be contained, but isn't due to logistical or ethical reasons.
    • Decommissioned: Object has been intentionally destroyed or denormalized.
    • Diarchic: Two distinct related objects, that require eachother to be contained.
    • Enmatic: Poses an immediate threat to humanity, but can be "contained" via open warfare or methods which are very difficult to hide from the public
    • Volitional: Cannot be contained, however does not require it.
    • Uncontained: Currently is not contained.

    Disruption Class

    • Low: Disruption low enough that it is not a concern, Object is inert when not interacted with, Fairly easy to cover up.
    • Limited: Disruption would be localised to a handful of people, Anomalous effects do exist but don't extend far, Simple to cover up.
    • Moderate: Disruption would extend to a number of people roughly defined as a city, Anomalous effects spread fast, Moderately difficult to cover up.
    • High: Disruption would extend across a large metropolitan area or a country and possibly up to the entire world, Anomalous effects will be swift and difficult to manage, Difficult to cover up.
    • Crisis: Disruption would cause irreversible damage to status quo or the world, and thus the Anomaly must be terminated, Effects would extend across the entire world and possibly the universe as a whole.

    Risk Class

    • Notice: Effects are non-existent mild, Nearby individuals would not feel anything, Poses no danger to nearby individuals.
    • Caution: Effects are mild to moderate, Nearby individuals may feel mild effects, Poses mild danger to nearby individuals.
    • Warning: Effects are moderate to significant, Nearby individuals may feel mild or major effects, Poses moderate danger to nearby individuals.
    • Danger: Effects are significant to extreme, Nearby individuals will feel major or extreme effects, Poses significant danger to nearby individuals.
    • Critical: Effects will be instant and severe, Nearby individuals will instantly feel effects with only a slim chance of recovery, Doesn't necessarily kill people but is extremely likely to be lethal.
