The Accord has a mixed market economy which operates as a open market which can be intervened in if necessary. The Accord additionally runs a single unified currency accepted across all of its subject worlds, although some governments have their own official currency while also accepting Accord Credits. The Accord often disregards the importance of participating in market matters, and often uses 'traditional' trade and bartering in intergalactic economic affairs.
The Yatan-Theian Accord is largely involved with the economic structures present within its territory, allowing planets to themselves decide which economic system they would like to implement. Within state-run territories and properties such as Unity Station and Unity Commerce the Accord tends to operate under a form of regulated capitalism or even state capitalism in which they allow a open market to operate while retaining the power to intervene within it if necessary. This fairly loose yet still intervenable economy has allowed various businesses and individual entrepreneurs to operate quite freely within state-run properties, which the Accord has attempted to use to their benefit by utilizing taxation and bonds in order to maintain its own operations as well as allocating funding to numerous public programs in order to allow its people to enjoy universal healthcare, a extensive welfare-state, universal basic income, and various state-subsidies towards child-care, disability benefits, pensions, and safety nets in order to maintain a high standard of living.

The Yatan-Theian Accord does not fall easily into standard economic comparisons, considering its usual bystander nature when it comes to international trade between the nations under its purview, although the Accord regardless does engages in trade with various extrasolar civilisations across the galaxy, having notable trade relations with nations such as the Yelnik Hivemind, The Covenant, the Blarg Republic and the Galactic Federation. Most of the Accord's exports consist of extracted resources from various asteroid mining operations alongside mining operations in some of the NMPGC-governed worlds, or they may also act as a middleman for trade between its members and other civilisations. Despite this, the Accord does still engage in commercial activity within its own borders, such as the sale of accord technology and patents, alongside fostering commercial activity on underdeveloped worlds with largescale investments.
Certain factions within the Interplanetary Assembly may favour their own idealised economic system to be implemented across the entire Accord as the International Worker's Parties favours the implementation of a state-directed communist economy, the Non-Partisan Development Coalition largely favours a socialized command economy dominated by worker's cooperatives and energy-credits, the People's Democratic Union favours various systems ranging from regulated capitalism to labour-union-directed syndicalism, the Liberal Democratic Alliance favours capitalism of various varieties ranging from a regulated capitalistic welfare state to a wholly privatized laissez-faire economy, and the Patriots of Tradition favour various economic models ranging from regulated capitalism extensive enough to host a welfare state or weak enough to be still capable of keeping all public services the public enjoys afloat to more radical systems such as 'class-collaborationist' corporatism or rarely even religiously-guided socialized economics. Unlike the other coalitions, the Interplanetary Separatist Alliance and Independent Representatives tend to lack any uniform economic proposals, with their other goals taking the forefront of their political programs.

Other than natural resources, the Yatan-Theian Accord's largest internal and intergalactic export is its various developed technologies such as Visuality Spheres. The Accord also focuses on scientific innovations, housing various scientific outposts across its held worlds, although its most significant scientific advancements still typically come from Yata and Theia themselves.
While most of the Accord's profits come from taxation and the activities of private enterprises, it still manages to gather funding autonomously via the activities of its various state-owned companies and organizations that engage in the international market like any other, or in some cases even directly involving itself via methods such as deploying 'Independent Operations Fleets' to mine asteroids or uninhabited planets and acting as a middleman for internal trade agreements between its constituents or even external trade agreements between its constituents and extraterrestrial civilizations. Some other sources of income include the likes of selling technologies developed by the Interplanetary Defence and Security Division or Scientific Research Division, selling various patents, or fostering commercial activity via investments and contracts. All of these ecoonomic activities are allowed to occur thanks to the Accord's vast logistical grids extending throughout both its own territory via tediously managed FTL Travel lanes, extrasolar service stations, and communications satellites/cables, allowing quick travel and FTL communication within the Accord's borders and into most of the civilizations along its borders.

The Accord has vast supply lines that stretch across all of its member states, connecting to the logistical grids of several surrounding nations. While this on its own is notable, the Accord also manages a very efficient FTL communication network within its borders named the Intracom Network, which operates via long chains of cables and satellites across the interplanetary void acting as relays for communications, transmitting the data from one to other. This network has both a civilian channel and a military channel to ensure secure travel of detail

The Yatan-Theian Federation's economy currently operates under a interventionist market economy that largely allows the nation's businesses and individual entrepreneurs to operate without much interference as long as they follow federal and local laws and in times of crisis or scarcity agree to coordinate with the government in order to ensure public stability. While much of its budget goes towards funding the government's functions and keeping state-run enterprises afloat, a significant portion of the Department of Economics' funding is spent on various public subsidies intended to improve the lives of the Federation's citizens, such as granting them universal healthcare, a universal basic income, and various state-subsidies such as child-care, disability benefits, pensions, and safety nets. For most of its history the expenditure on these services left the Federal government largely incapable of intervening in the economy beyond limited investments and regulations, stagnating its economic growth due to its lack of control of the economy. Following a series of reforms in 476 this situation was largely solved following a series of nationalizations, giving the government enough revenue to have more notable control over the economy despite many of these reforms being appealed. While there are now several state-run services competing with private entities, independent businesses remain prevalent by offering less waiting times or better qualities than what the government may provide.

During the reign of Apollo Willis' Regime the Federation's economy was state-capitalist in nature, being dominated by state-owned companies, contracts, investments, and public works projects, succeeding a similar period of interventionist market economics. Once Willis was deposed the institutions that allowed the previous government to be capable of tightly managing the economy when needed were not entirely torn down, as while most of the economy's previous freedoms were restored the Department of Economics maintained control over companies that had been nationalised during the Willis regime, allowing them to have notable say over the economy beyond mere instituting regulations.

Much of the opposition is notable for wishing to greatly reform the Federation's economic model, with the further right-leaning parties being typically fairly supportive of the current economic status quo alongside the centre and centre-left, while the centre-right favours massive liberalization and cutting of welfare expenditures in order to achieve a competitive laizzes-faire economy, greatly contrasting with the dreams of several moderate left-leaning figures desires to establish post-work 'fully automated' economics. To the furthest left of the political spectrum one may find the International Worker's Parties coalition, which favours a socialized, worker-directed, and sometimes even fully centralized command economy in charge of the entire economic output of the Federation in order to achieve socialism or communism. Remaining sympathisers towards the Technical Coalition favour a non-socialized command economy which may either retain the current capitalistic model or transition to a form of energy credits, though this dispersed faction is largely powerless.

The Yatan-Theian Accord is a semi-confederated collective of star systems (largely) found to the south of the Galactic Centre centred around the Human homeworld(s) of Yata and Theia in the Alpha Sol System, home of the Accord's capital in Unity Station. Despite being founded as the government of Humanity, the Accord is additionally home to various other species which have joined the Accord over its history. Much of the Accord is designated as 'Federalized Territories', a region home to numerous autonomous star systems and planets with the authority to decide for themselves how they wish to administer themselves as long as they respect Accord law, while significant portions of its territories (typically on the fringes) operate as 'Associated Sectors' governed by autonomous governments ('Member States') which act as their own interplanetary governments while still being de jure under the Accord's purview. Ever since its initial establishment in 310 CE, the Accord has largely operated as a vector allowing for collective defence, technoscientific research, resource/knowledge exchange, and economic growth, which has still continued even after the Second Concordance in 495 CE allowed for the Accord to directly begin governing planets for the first time in centuries.

Despite planets like Yata or Theia seemingly like good options, the Accord uniquely hosts its capital on "Unity Station", a massive space-station orbiting in one of the Alpha Sol System's lagrange points, hosting the Presidential Office, Accord Parliament, Accord Court of Justice, and other government institutions onboard. Yata's and Theia's populations are quite spread out, hosting cities such as Alice Springs, Almatsk, Alsavaeid City, Argentina City, Emiro, Magansville, Minshu, Mumbai, Mylonagrad, New Senkai City, New Sizzle, New Warsaw, Northport, Nuelo, Trentonia, Tritoniyagrad, Umoja, Xining, and Yetia City as their major population centres, while most of the Accord's other planets (beyond certain exceptions such as Altair-3) have much more centralized population centres, typically only hosting a single primate city.

History

See "Yatan-Theian Accord (310-495) for history before 495 (TBA)

The Yatan-Theian Federation's colony worlds began developing an increasingly cosmopolitan culture which contrasted with Alpha Sol's fragmented regional nationalism, leading to a series of calls for reform to gradually begin emerging. Once the PDU won re-election it tried to begin embracing the colonies' 'Cohesivist' philosophy in opposition to the 'Decentralists', leading to instability as attempts at implementing this were unsuccessful which allowed the outer regions to begin calling for increased autonomy over the negligence. Angered by the PDU's failures, the people of the Federation elected a government under the F&T Coalition, who tried to mend the issue by implementing a series of unpopular privatization initiatives and 'patriotic' cultural programs, leading to a series of crippling strikes. With their government becoming increasingly unpopular, a group of IWP-aligned terrorists launched a bombing during a state visit to Baghdad which ended up killing President Landon Whitley and Prime-Minister Mehri Valiyeva, putting the Federation under the control of Parliament Speaker Xavier Padrón as acting president. Angered by a lack of elected rulers, riots forced Xavier to hold snap elections which concluded in a deadlock thanks to a surge in popularity of the IWP, leading to President-Elect Mireille Lucroy winning with only 38% of a vote while the Parliament kept failing to appoint a prime-minister, leading to Mireille being assassinated in Mylonagrad before even being inaugurated. Having its leaders assassinated twice within mere months, the Department of Defence and Security stepped into maintain order and prevent another fall to authoritarianism, leading to General Dan Theusing becoming the leader of the 'Government of International Salvation'. With the Federation in a hopeless death spiral towards collapse, Dan Theusing proposed a plan to fully integrate the Federation into the Yatan-Theian Accord into allow the Accord to finally begin moving away from being a loose supranational confederation, which managed to just barely pass in the Accord's legislatures as massive restructurings were undertaken in the Second Concordance, which integrated the Federation as the 'Federalized Territories' of the Accord divided into sectors, systems, and planets each with their own government able to do as they pleased as long as it didn't infringe upon Accord Law within one unified Interplanetary Assembly with representatives from the newly Federalized worlds, the CIS, and the Technate of Altair.

The Accord obviously had quite a few issues on its plate, as insurgent groups such as the International Popular Movement and Reorganized Rationalist Forces began to emerge out of the chaos while all of the newly Federalized planets were placed under provisional governments until locally accepted governments could emerge after necessary Accord-wide reforms such as monetary reform, Unity Station renovations, and new Sectors could be born. Representative Eva Telun was appointed as Acting-President and Representative Meńsã́ Affu was appointed as Acting-Premier, with these 2 positions soon being institutionalized as indefinite until they were recalled by a vote of either of the two new Parliamentary assemblies which were formed as a result of the restructurings. The external situation wasn't great either, as the Union of Interstellar Collectives moved into its previous DMZ with the YTF, the Hegemony of Sczielska broke off from its protectorate status, and a Rogue YTF fleet launched a coup in the Hunyan Protectorate in opposition to the Accord.

Government and Politics

The Yatan-Theian Accord operates as a semi-confederal parliamentary republic, meaning that administrative responsibilities are largely relegated to (federalized) Planetary Governments and Member States, while more all-encompassing tasks such as foreign policy, collective defence, and economic ventures involving multiple planets. From 310 to 335 the Accord operated under the 'Oligarchic Era' where it was administered by a non-elected council responsible for managing its territory, which was followed by the stagnant 'Hybrid Regime' from 335 to 354 where the Accord was run by a council of appointed figures from its member-states which concluded once the Democratization act initiated the 'Democratic Era', which operated as a bicameral semi-presidential democracy with an Accord President and two Accord Consuls which lasted until 495 CE. Most territories under the Accord (which were previously numberous member-states) had largely consolidated under the "Yatan-Theian Federation", which suffered a massive crisis in 495 after years of stagnation in which several major assassinations occurred at the same time as a major electoral deadlock in an unpopular snap-election, leading to the emergency government which seized power deciding to find a way out of the crisis by signing the Second Concordance, integrating all of its territories as what is now known as the Federalized Territories of the Accord.

While the Accord may be de jure be a representative democracy where each region has a chance to elect a representative to a higher office, the Accord's sheer scale as an interstellar civilization makes managing such a society quite difficult, therefore each inhabited planet only gets one seat within the Interplanetary Assembly and each sector only gets one seat in the Sectoral Assembly, which all to be selected via whatever means they individually deem necessary or most convenient, leading to representatives within the Accord government being able to represent themselves by holding general elections, legislative votes, or in some cases even direct appointments as authoritarianism isn't exactly unheard of among the Accord's member planets.

Executive Government

The Executive Government of the Yatan-Theian Accord is headed by the President of the Yatan-Theian Accord, who acts as the head of state of the entire confederation. The presidency, which is currently headed by Eva Telun, is appointed by the Sectoral Assembly to act as a non-partisan figurehead capable of directing and unifying the Accord towards common goals. Other figures within the Executive Government include the likes of advisors, heads of Divisions and specialized agencies (which exist within the Executive), and the Cabinet.

Accord Parliament

The Accord Parliament is the Yatan-Theian Accord's primary legislative body, operating under a bicameral system where the 'Sectoral Assembly' acts as the upper house representing each sector, while the 'Interplanetary Assembly' represents each inhabited planetary body (or equivalent). Each 'member of parliament' regardless of if they represent a Sector or a Planet is referred to as a 'representative', with a total of 179 representatives being granted a seat in each assemblywhere they are tasked with passing legislation, approving budgets, and enacting laws throughout the Accord. While each polity may appoint their representatives however they please, the most notable strict rule is that heads of state or government are banned from also being representatives in the Accord Parliament. Notably, there is typically one vacant seat within the Sectoral Assembly and 8 vacant seats within the Interplanetary Assembly which are all assigned to regions under the Member-State of the Danor Republic, which is effectively independent in all but name thanks to being so far away from the rest of the Accord, making ferrying over its representatives more trouble than its worth.

The Sectoral Assembly currently consists of 26 representatives that represent all of the Accord's sectors, including both Federalized and Associated Sectors which all convene in the left chamber of Unity Station's legislative dome. Each individual sector has a number of representatives from each inhabited body in their own Sector Parliaments, which together appoint a representative to the Sectoral Assembly in order to represent their issues. The Sectoral Assembly's primary functions are to review and approve/deny laws from the Interplanetary Assembly and the appointment of the President, who may be recalled by the Sectoral Assembly if they deem them to not be capable of managing the position. The Sectoral Assembly, thanks to its small size, is largely devoid of political parties which has allowed it to act as a largely non-partisan body unlike its lower counterpart.

The Interplanetary Assembly currently consists of 153 representatives which represent every inhabited planet, moon, and major space-station cluster within the Accord which all convene in the right chamber of Unity Station's legislative dome. Each of the representatives are appointed by their own planetary governments via whatever means they deem necessary in order to grant them their own autonomy in decision-making and due to the logistical difficulty of enforcing strict uniformity across the vast distances of space. Each planet only has one representative, which may be either elected via planetary general elections, parliamentary votes, or even direct appointments without any democratic involvement. Each representative may serve in their position until they are recalled by their planetary government to be replaced by a new representative. The primary tasks of the Interplanetary Assembly typically involve drafting laws, treaties, and fostering interplanetary cooperation. Among the Interplanetary Assembly's more important yet rare responsibilities is together electing the Premier (head of government) from among their ranks[2], who is to hold the position until the Assembly decides to recall them from their position and elect a new representative.

Political Parties

The Interplanetary Assembly functions under a fairly typical system of representative democracy even if it doesn't represent population counts very clearly, allowing various political parties from across the political spectrum to take hold among the Assembly. While hundreds of different parties hold seats within Planetary Governments, all of these numerous parties are together joined into 6 'coalitions' within the Interplanetary Parliament itself in order to reflect their collective interests. Most hard-line communistic or socialistic parties are joined into the 'International Worker's Parties' coalition, various Technocratic and other non-partisan parties are joined into the 'Non-Partisan Development Coalition', most moderate left-leaning parties are joined into the 'People's Democratic Union', various liberal and moderate parties are joined into the 'Liberal Democratic Alliance', and most parties focused on traditionalism and right-leaning patriotism are joined into the 'Patriots of Tradition' coalition. Several parties also operate beyond any coalition due to typically being too extreme or controversial to be accepted into any coalition and being too few in numbers or too polarised as to establish coalitions of their own, leading to them being classified as 'Independent Representatives' of which most adhere to some-kind of 'species nationalism'. Many Planetary parties are themselves not wholly unified entities (though many of course are, especially among less-populated worlds) and are instead coalitions onto themselves consisting of various local parties.

Accord Court of Justice

The Accord Court of Justice is the highest judicial body within the Accord, being responsible for presiding over constitutional matters, handling disputes between various local governments ranging from Regional Governments to Member States, cases violating Federal Law, and other issues effecting the entire Accord. The ACJ enforces its rulings via the 'Justice and Corrections Division', a Division under their oversight.

Government Divisions

In order to properly manage all of its functions, the government of the Yatan-Theian Accord is divided into numerous 'Divisions' coordinated by the Executive Government's "Division Administrative Committee". Each Division is responsible for managing specific tasks, which are often further relegated onto Sub-Divisions in order to manage more specific tasks.

Economics and Finances Division

The Economics and Finances Division is the Division of the Accord's government responsible for overseeing the Accord's various economic ventures and finances, granting it power over public works, welfare spending, most state-owned companies (except for those better suited to be under other Divisions), international donaids and aid programs, trade deals, finances, printing money, debt monetization, monetary policy, and even managing the funding of all other Divisions. Thanks to its importance in handling the day-to-day functions of the entire Accord, it is among the most influential and powerful divisions within the entire government

Communications Sub-Division

The Communications Sub-Division is a facet of the EFD responsible for managing various companies and projects involving communication networks. Companies managed by the CSD include the likes of;

  • Intracom Management Commission: A governing body responsible for the management and upkeep of the Accord's "Intracom Network", the interstellar communications system connecting all planets within the Accord.
Independent Health Sub-Division

The Independent Health Sub-Division is a facet of the EFD responsible for managing various healthcare-related companies and organizations that aren't run by either the Accord government or any planetary/regional governments. Entities managed by the IHSD include the likes of;

  • International Health Organization: A coordinating authority that mandates general medical/sanitary safety guidelines and disease control within the Accord, providing medical and technical assistance to all healthcare institutions operating under its purview in order to keep the world safe from diseases ranging from sporadic outbreaks to planet-spanning epidemics.
    • International Parahealth Institute: A international 'anomalous disease' curing agency that operates under the purview of the IHO in order to deal with more unusual ailments such as Hemovorism, Infectious Curses, Lycanthropy, Memetic Pathogens, Psychic Parasites, Sleeping Sickness, and other such threats. Beyond merely being a 'member' of the IHO, it is also a member of the United Occult Initiative's Occult Council.
Infrastructure Sub-Division

The Infrastructure Sub-Division is a facet of the EFD responsible for managing investments towards infrastructure projects, coordinating new projects, managing state-owned infrastructure companies, and coordinating other state-directed infrastructure-related agencies. Companies managed by the ISD include the likes of the;

  • Airlink: A major public transportation company in the Republic of Tritonia.
  • Association of Intersolar Stations: A forum to foster cooperation and financial/economic agreements among the various space stations within the Alpha Sol System, collectively referred to as the "Interplanetary Network". The AIS was first established by "YSC Sanxing Station", a major Yatan spacestation operating Alpha Sol between Theia and Mars.
  • Centre-Seine Mobilités: Responsible for public transportation in the Republic of Yetia's Centre-Seine Province.
Political Organizations Sub-Division

The Political Organizations Sub-Division is a facet of the EFD responsible for managing and funding various political organizations in order to ensure their operations. The POSD manages organizations such as the;

Spacefaring Organizations Sub-Division

The Spacefaring Organizations Sub-Division is a facet of the EFD responsible for coordinating the efforts of various spacefaring companies within the Accord in order to ensure the continued functionality of its logistics system. Unlike most EFD Sub-Divisions, it doesn't generally manage any state-owned companies as it instead largely coordinates private-entities to more in like with Accord projects. Organizations that are represented in the SOSD include the likes of the;

Education and Culture Division

The Education and Culture Division is the division of the Accord's government responsible for budgeting and managing its various education services such as schools and universities alongside maintaining various cultural sites such as museums and art galleries, which in turn organize various 'cultural events' and festivals in major cities. It additionally manages the Accord's historical records.

Foreign Affairs Division

The Foreign Affairs Division is the division of the Accord's government responsible for handling all kinds of official governmental contact with foreign governments such as upholding and verifying treaties, diplomatic mediation, and other international communications/agreements. Therefore, the FAD is responsible for recruiting and handling the Accord's diplomats and ambassadors. A notable task that the FAD is responsible for managing is the Accord's representatives in the Galactic Community.

Healthcare Division

The Healthcare Division is the division of the Accord's government responsible for overseeing various publicly owned hospitals, clinics, and other such services while also managing the funds for said services as well as handling donations for private clinics and other international services.

Interplanetary Defence and Security Division

The Interplanetary Defence and Security Division is the Division of the Accord's Government which acts as the administrative body responsible for the collective defence of the Accord from external threats as well as managing all necessary offensive operations and maintaining internal security. The IDSD is the central command structure responsible for coordinating the Accord Military, which is further subdivided into a number of various smaller sub-divisions hosted in the lower sections of Unity Station whom together coordinate the entirety of the Accord's military arsenal. Beyond merely coordinating and managing the Military, the IDSD is also responsible for tasks such as strategic planning towards future threats, assembling collaborators among hostile governments, and identifying threats before they may emerge. While there are many other smaller entities, the 4 main Sub-Divisions within the Military are the;

  • Accord Armed Forces (Soldiers & other ground forces)
  • Accord Security Forces (Policing, Intelligence, etc.)
  • Accord Space Forces (Space Fleets)
  • Accord Surface Forces (Airforce & Navy)
Accord Armed Forces

The Accord Armed Forces is the ground-based branch of the Military, making use of highly trained soldiers, mechanized vehicles, walkers, armoured units, and special forces in order to achieve its operations. The AAF is further divided into the 'Accord Armoured Corps' responsible for mechanized and armoured vehicles as well as their pilots, the 'Accord Army Corps' responsible for infantry personnel, and the 'Accord Special Forces' responsible for managing special forces units as well as their operations. Certain other formations also operate under the purview of the 'Arm-For', as it is additionally responsible for coordinating the militia forces loyal to the various planetary governments and regional governments within the accord as well as the 'Accord Paranormal Corps' responsible for researching and dispatching anomalies found within Accord territory and the 'Accord Peacekeeping Forces' responsible for maintaining peace among the various polities within the Accord's borders.

Accord Security Forces

The Accord Security Forces is the covert operations branch of the Military, making use of highly trained operatives tasked with surveillance, investigations, military policing, secret policing, internal espionage, and external espionage. The 'Sec-For' is further divided into the 'Accord Intelligence Corps' responsible for its various external espionage operations and the 'Accord Security Corps' responsible for internal intelligence and law enforcement as the Accord's secret police.

Accord Space Forces

The Accord Space Forces is the space warfare branch of the Military, therefore involving itself in defence against extraterrestrial threats, exploration of hazardous regions, military efforts in space, escorting diplomats, and much more. The 'Spa-For' is further divided into the 'Accord Navy Corps' responsible for larger ships, the 'Accord Starfighter Corps' responsible for smaller close-quarters combat ships, and the 'Accord Crew Corps' responsible for housing and training all-kinds of naval personnel such as officers, pilots, marines, and many others. Though these three branches are much more integrated than the other branches of the military as they operate under a single central command despite having separate training programs and organizational structures. Most ships within the Fleet are not on active-duty, with only roughly 1000 being available for immediate action while the others either act in planetary or national defence roles, maintain garrisons, or are permanently docked when a mobilization order is not in place. The Spa-For's actual fleets (regardless of branch) are classified as one of 5 'fleet-types', with 'Exploration Fleets' being responsible for exploration and science, 'Frontline Defence Fleets' being responsible for managing defensive operations in interstellar warfare, 'Grand Starfleets' being responsible for orchestrating offensive operations in interstellar warfare, 'Orbital Defence Fleets' responsible for protecting individual planets and systems from oncoming attacks or local threats, and 'Independent Operations Fleets' responsible for various operations which don't necessarily fit the categories of 'Warfare' or 'Science' such as construction for example. Each individual fleet is given a number, name, and classification to identify itself by, with the following being some of the currently named fleets;

  • 1st United Fleet (Exploration)
  • 2nd United Fleet (Independent Operations)
  • 3rd United Fleet (Grand Starfleet)
  • 4th Yatan Home Fleet (Orbital Defence Fleet)
  • 5th Theian Home Fleet (Orbital Defence Fleet)
  • 6th Narakamian Home Fleet (Orbital Defence Fleet)
  • 7th United Fleet (Grand Starfleet)
  • 8th Skurian Defence Fleet (Orbital Defence Fleet)
  • 9th Altairan Defence Fleet (Independent Operations)

The Accord makes use of a number of spacecraft models within its fleets such as the;

Accord Surface Forces

The Accord Surface Forces is the branch of the Military responsible for in-atmosphere aerial combat and oceanic fleets, making it by far the smallest of the 4 major sub-divisions. Despite its smaller scale, 'Sur-For' still serves a purpose in ground battles and patrols, with its operations being further divided under the 'Accord Air Forces' responsible for managing all kinds of military aircrafts and their pilots alongside the 'Accord Oceanic Forces' responsible for managing all of its military boats, submarines, and other oceanic crafts as well as the crew onboard of the aforementioned aquatic vessels, with the most notable large military formation to operate under them being the 'Accord Oceanic Marine Corps'.

The SRD is otherwise involved with tasks such as reverse-engineering, patents, and managing its various Sub-Divisions. The Scientific Institutes that operate within the SRD include the likes of the;

All of these institutes, alongside the SRD's own directly-managed workers, operate in facilities such as the;

The SRD's own directly-managed workers and associated institutes work on many projects, of which some of the more notable ones include;

  • Biological Sciences Research Project: A project largely run by GIORC responsible for advancing the DSR's knowledge of living beings and their biologies.
  • Metaphysical and Deific Research Project: A project largely run by the JADIRAD Institute responsible for advancing the study of extradimensional spaces, afterlives, and deities.
  • Project Psyche: A collaborative research project between TERAPRO/JADIRAD and the Conscious Studies Sub-Division responsible for advancing the study of the Noosphere, which thus far largely lacks proper understanding and mapping.
Archaeology Sub-Division

The Archeology Sub-Division is a facet of the SRD responsible for documenting and discovering various archaeological finds across numerous planets as well as piecing together the histories of said worlds.

Biological Science Sub-Division

The Biological Science Sub-Division is a facet of the SRD responsible for researching life and various diverse species found in space. Its workers include the likes of taxonomists, botanists, biologists, and all others working towards the advancement of knowledge in the field of life and the societies it forms, establishing first contact with said species if they have advanced to the point of interstellar travel.

Biological Warfare Sub-Division

The Biological Warfare Sub-Division is a facet of the SRD responsible for protecting the Accord's people against biological weapons utilised by hostile powers by preventing their spread, usage, and development while also developing countermeasures against them. More covertly, the BWSD also has developed various retaliatory assets to be utilised if necessary.

Conscious Studies Sub-Division

The Conscious Studies Sub-Division is a facet of the SRD responsible for researching and understanding the mind, psionics, and the Noosphere as a whole.

Exploration Sub-Division

The Exploration Sub-Division is a facet of the SRD responsible for coordinating the exploration and documentation of regions of space which have not yet been mapped out, therefore being involved in the study of various extraterrestrial worlds and phenomena via their world-renowned Exploration Fleets.

Military Research Sub-Division

The Military Research Sub-Division is a facet of the SRD responsible for the research and development of military technology, equipment, small arms, components, and spacecrafts.

Paranormal Research Sub-Division

The Paranormal Research Sub-Division is a facet of the SRD responsible for investigating and documenting a number of Anomalous phenomena, and is therefore responsible for managing any state-directed organizations also involved in the field such as the;

  • United Occult Initiative: A coalition of various 'paranormal organizations' that operate under the purview of the Accord in order to research, contain and sometimes destroy dangerous anomalous objects, entities and phenomena while also securing, defending and re-habilitating safe & sapient anomalies. Thanks to its involvement in such fields, it has developed very advanced technologies in order to defend sapient life from the "parathreats" it uncovers, so any dangers may be responded to with any force necessary.

Territorial Management Division

The Territorial Management Division is the Division of the Accord's government responsible for administering its various state-owned properties and territories as well as the logistics both within and beyond its borders.

Colonization and Settlement Sub-Division

The Colonization and Settlement Sub-Division is a facet of the TMD responsible for coordinating the settlement of new planets, therefore making it responsible for coordinating and orchestrating the colonization, settlement and (if necessary) terraforming of new worlds as well as constructing the initial settlements for the colonists.

Extraplanetary Settlements Sub-Division

The Extraplanetary Settlements Sub-Division is a facet of the TMD responsible for coordinating and administering all space-stations within the Accord's territory in order to maintain a orderly standard of living and regulations within these otherwise unusually isolated communities

Interstellar Logistics Sub-Division

The Interstellar Logistics Sub-Division is a facet of the TMD responsible for overseeing the logistics behind the Accord's entire domain, extending to trade between planets and the communication networks which allow the Accord to operate as an interplanetary government.

Uninhabited Planet Governance Sub-Division

The Uninhabited Planet Governance Sub-Division is a facet of the TMD that acts as the de facto ruling body over all planets and regions within the Accord which aren't inhabited by anyone, leaving these territories to 'de jure' be under the administration of the nearest inhabited world while the UPGSD manages day-to-day operations in these regions such as mining and patrolling.

Economy

Demographics and Culture

The Accord is very diverse when it comes to both species present within its borders, as well as individual cultures within each of said species. The Accord lacks a single unified culture, although general "human culture" which occurs due to cooperation of humans from various different cultures working together tends to be de facto the dominant culture on the interstellar stage.

The Accord lacks an official language, though many languages are used within government affairs. Most governmental meetings and decisions are done in the Russian and English Languages within the Accord Executive Government and Legislatures, though on some planets such as Altair-3 and worlds under the CIS other languages such as Altairan and Polish are more dominant. Individual Accord Ships generally operate under Russian or English, though ships with crews fluent in a different language tend to unofficially use different languages for internal matters.

The Accord is secular, and allows the free practice of any religion within its borders, as long as said religion does not infringe on the rights of others. The two largest religions within the Accord are Christianity and Islam, followed closely by Buddhism, Hinduism, Mechanica Zelus, and Theian Native Faith. Several hundred smaller religions also exist within the accord.

The Accord is generally not involved in the matters of education, which is generally managed by its Member States. Though the Accord does run some academic programs and military academies in various locations such as Unity Station.

Administrative Divisions

There are several member nations and states of varying species which make up the Yatan-Theian Accord. Following the Act of Confederation and Formation of the National Senate each one of these member states hold considerable autonomy within the Accord, permitting them to act completely independently although Federal Laws and Conventions are still universally enforced. New Member States can be formed via an application process through the legislature, and then is approved by the president as long as they meet the requirements:

  • Must be capable of long-distance space flight
  • Must be capable of establishing a self-sustaining outpost or colony outside of Yata or Theia
  • Must accept Accord Values and participate in Accord Elections
  • Must not have violated the Declaration of Sapient Rights within the last 20 years.
  • Must hold a free and fair referendum among its populace regarding membership.
  • Must be capable of extrasolar travel away from its homeworld.
  • Must accept Accord Values and participate in Accord Elections.
  • Must not be a totalitarian or overly authoritarian regime.
  • Must not have violated the Declaration of Sapient Rights within the last 20 years.
  • The Yatan-Theian Federation operates as a federal union of autonomous constituent republics with their own governments and laws aligned with those of the higher central government, with each member polity largely sharing similar principles, values, and government structures with only a few exceptions such as Kanar, Gensokyo, Tritonien, and Aethra, whom are labeled as 'Archonates' rather than 'Republics' to acknowledge them considering their patron deities to be their true heads of state in abstentia. The sole other exception to this rule is Eastern Baiame, which is labeled as a 'Confederation' rather than a 'Republic' due to its decentralized and fragmented nature as well as it recognizing the hereditary 'Karina Dynasty' as their ceremonial rulers alongside a elected role of 'Deputy First Minister' acting as their elected head of government.

The Yatan-Theian Federation is open to the admission of other nation states into the Federation as new autonomous republics, with applicants undergoing a transition process to align their legal and administrative structures to that of the Federation after being accepted by the Federation, with this 'acceptance' requiring new members to abide by the principles of the Federation. Once the transition process is completed the applicant is dissolved and integrated into the Federation as an equal member alongside all pre-existing members. In certain cases larger blocs of nations may join at the same time as one larger republic or divided into various smaller ones as long as they follow the same transition and acceptance process.

Administrative Hierarchy[edit | edit source]

  • Central Government: The federal government of the entire Yatan-Theian Federation responsible for matters such as defence, security, foreign policy, diplomacy, environmental policies/regulations, and inter-republic/planetary infrastructure/development projects.
    • Protectorates: By far the most autonomous 'administrative divisions' of the Accord, existing as essentially sovereign extraterrestial societies that have aligned themselves as satellites/proxies of the Federation while retaining their own autonomy.
    • Sectors: Larger regions of space containing a number of star-systems with inhabited planets. While they do have 'Sectoral Assemblies' consisting of each inhabited planet's designated (un-elected) representative, they largely hold no power and exist purely for administrative purposes.
      • Regional/Planetary Unions: A 'sub-federation' of sorts consisting of each Autonomous Republic on a planet (in the case of Planetary Unions) or region/continent of a highly populated planet (in the case of Regional Unions) that are grouped together to represent the region's or planet's interests within legislative matters, with each Republic within any given union having representatives in their Union Assembly to discuss issues together. Unions are notably also represented in the Theian Federal Council, an advisory body within the executive government. On planets where there are Regional Unions instead of a full-scale Planetary Union, a 'Planetary Association' intended to coordinate each Regional Union also exists. Planetary Unions, while theoretically being composed of many republics, are surprisingly unified culturally and socially to the point that they largely act cohesively enough to effectively be fully unified polities in their own right.
      • Planetary/System Directorates: A type of sub-division implemented on planets or entire star-systems without a permanent civilian population, instead merely having a state-run base or a tiny transitory population. These are entirely state-directed, giving the Central Government full power over them.
        • Autonomous Republics: Autonomous polities which together form the Federation. They have authority over regional and local matters that do not conflict with federal law such as regional public health programs, education programs, welfare programs, management of cultural and linguistic diversity, and the enforcement of various regional laws that align with federal ones. Republics vary greatly on how independently they act from their unions, with the Republics of Yata and Theia typically already having enough of a history of self-rule to the point that they commonly exert themselves as their own entities, while the Republics of other Planetary Unions are typically much more cohesive and unified due to the lack of such history.-
          • Provinces: The standard sub-division of Republics focused on providing access to services to their constituents on behalf of the Republics.
          • Autonomous Provinces: A rarer type of Province typically home to notable minority groups not significant enough to warrant their own Republic, allowing them to have considerably higher levels of autonomy than Republics do.
            • Municipalities: The lowest level of government responsible for local communities and settlements, typically being run by Mayors and Municipal Councils or other such equivalent positions.
