The Galactic Federation was a interstellar federation consisting of 30 collectives, 7 rim assemblies, 3 free sectors, and hundreds of (standard) sectors that each represented the interests of countless star systems home to more than 28 distinct sapient species that together inhabit vast sections of the Milky Way Galaxy, especially its 'central' regions. The Galactic Federation was a key member of the Galactic Community, hosting its headquarters in the Ordellia System, the heart of galactic diplomacy (although the capital of the Federation could be found in the Algol System instead, which was situated further to the 'north'). The Galactic Federation was first established in 321 CE as a union of several civilisations in the Core regions of the Milky Way Galaxy, before later growing to expand to include countless more civilizations beyond its founders, allowing it to rise to the position of being undoubtedly one of the predominant major players within the galaxy, acting as a superpower alongside the Protoss and Kings. In 393 the Federation was briefly usurped by the Omniphanes Society's "Great Cosmic Commonwealth" until its eventual full restoration in 437 after decades of fighting against its occupiers, allowing it to rise once more as the Milky Way's largest democracy (Although due to its scale said democracy was quite non-direct, and individual systems or local governments may not have neem democratic unlike the parliamentary model on the federal level). While the Galactic Federation may of formed in 321 CE, several previous polities claiming to be the 'Galactic Government' have existed within the same region that the Federation does in the past ever since the fall of the Sollurian Empire. After decades of decline and stagnation, a failed military coup lead to the reorganization of the 'ineffective' Galactic Federation into the new Imperial Federation designed to continue the GalFed's legacy of democracy and freedom, albeit in a arguably more authoritarian manner.

The Federation's government system has varied greatly across its history, starting with a decentralized model where each region had enough autonomy to essentially be distinct societies banded together in a kind-of confederation, only for this to be abolished as the Federation's primary administrative divisions became its Systems, leading to its collapse for about 40 years until a new system of highly organized and streamlined 'Federal States' was established, only for its rigidity to become enough of a problem that it was replaced by the much more fluid and autonomous Collectives. Each Collective effectively functioned as its own self-governing society as the most important of the Federation's administrative divisions, with more local functions being assigned to Sectors (whom also were unified into multi-collective 'Rim Assemblies') and Systems/Planets on the even more local level.

Government and Politics

The Galactic Federation was a largely decentralized Federal Parliamentary Republic which granted significant autonomy to its administrative divisions, with said divisions being the likes of the large Collectives, regional Sectors, and local Systems. The powers and responsibilities of each layer of the Federation were outlined in the 'Charter of the Federation', a vital document which may only be amended by a supermajority vote.

After a series of reorganizations following its restoration, the Galactic Federation's government was largely dominated by its legislative branch known as the 'Galactic Assembly', a bicameral body that represented the Collectives and Free Sectors in the Higher Assembly and the Sectors in the Lower Assembly. Due to the vast scale of the Federation direct elections were difficult to organize, forcing the Federation to allow individual systems and sectors to choose their representatives to the assembly in whichever method they deem most convenient, though the Collectives themselves had a much more streamlined system in which each sector sends delegates to vote for a representative. This institution was preceded by the much weaker Galactic Senate which was largely under the thumb of the position of 'Chancellor', this system was abolished due to largescale demands for democratization in 455 CE.

The Galactic Federation's highest seat was that of the Prime Minister, a largely ceremonial role which functioned as Head of State, Head of Government and Commander-in-Chief. Unlike many other civilisations, the Prime Minister was typically fairly uninvolved with day-to-day governance, with such tasks instead being relegated to the Assembly. In order to complete these tasks either Assembly could form a committee to be responsible for a specific function, with established committees being the likes of the Defence Committee and the Artificial Intelligence Committee.

Collective Governments

The Collectives were the highest administrative sub-divisions within the Galactic Federation, consisting of countless sectors (whom elect representatives into Collective Assemblies) often spanning across several rims. The Collectives could be best described as 'Collectives of Star Systems' typically defined by common historical boundaries and/or regions where a sole species makes up a majority of the population (albeit the latter is less common nowadays) which together manage to unify them to the point of being self-governing enough to function as their own interstellar societies under the Federation. Collectives were highly autonomous in their structure, and are able to largely decide on their specific structure as long as it didn't violate the Federation's Charter.

Prior to the formation of the Collectives, Federal States sharing their modern borders were established in 420 AT in the Annulment of the Federal Reorganization Act, in which Provisional Chancellor Guin Naxerhs repealed the controversial 'Federal Reorganization Act' passed in 383 AT that replaced the Federation's 'member nations' with a system of each individual system/sector being the highest sub-division of the Federation to discourage local nationalism. Guin Naxerhs stated that this reform lead to the 'greatest disaster in Federation History' due to it leading to the Thodis Compact's insurrection and subsequent establishment of the Great Cosmic Commonwealth. Despite being clearly better, the Federal States suffered from rigid bureaucracy that made their governance and cooperation with the federal government difficult at best, making itself known in the Beacon War as supply difficulties caused the Federation several defeats, prompting Prime-Minister Errenel Teichen to pass the 'New Federal Reform Act' which established the Collectives as a hybrid of the Pre-FRA 'member nations' and Post-A.FRA Federal States in their final form.

The member-nations had very fluid governments, the federal-states had fixed governments, while the Collectives had malleable governments, that being a federated republican model which may be modified by their governments if they wish, with fairly similar local governments consisting of a Collective Assembly (of elected representatives), a Collective Council (consisting of sector leaders), and a Collective Chairman as its executive. Each Collective was quite autonomous due to the Federation's vast size and population, though the sectors that formed them held similar levels of self-governance.

Free Sectoral Governments

Free Sectors were a much smaller and less common type of sub-division that designated sectors consisting of one or multiple star-systems that found themselves outside of the jurisdiction of any Collective, instead acting as their own administrative entities on the same level as a Collective. Free Sectors were administratively more similar to Collectives than Sectors, containing a local government consisting of a Sectoral Assembly (of elected representatives), a Sectoral Council (consisting of sector leaders), and a Sector Administrator as its executive. Free Sectors were much less autonomous than Collectives, although they still did have a say in their own affairs despite enduring significant influence from the Federal Government. As of 504 there were only 3 Free Sectors within the Galactic Federation out of hundreds of standard Sectors. Federal Districts varied in importance and population, with the Algol Free Sector arguably being the most densely populated administrative division within the entire Federation, the Ordellia Free Sector being the home of the Galactic Community and thus being the diplomatic heart of the Galaxy, and the Cera Free Sector being a mere military outpost.

Sectoral Governments

Sectors were the most numerous type of interplanetary sub-division within the Federation, containing several nearby star systems grouped together due to their proximity with the most populous of said systems typically holding the position of 'Sector Capital' and thus the namesake of the sector as a whole. Sectors could vary by size, population, and number of inhabited systems within them, though despite this each of them followed a roughly similar administrative system containing a Sector Assembly (consisting of elected representatives), a Sector Council (consisting of system/planet/etc leaders), and a Sector Chairman as its executive. Due to their sheer numbers, Sectors were granted significant self-governance to the point of allowing them to adjust their administrative structures to fit their individual needs. Sectors (beyond merely being grouped into Collectives) were also grouped into 'Rims', with each 'Rim' of sectors having a 'Rim Assembly' which appoints a 'Rim Coordinator' to the Executive Government's cabinet.

System Governments

'Systems' were solar-systems containing 'Planets', grouping all inhabitants within them together under a common System Assembly. Whether or not Systems or Planets were held as the primary sub-division of a sector is up to the sector, making Systems a quite common administrative division, especially in Systems with fewer inhabited planets.

Planetary Governments

'Planets' were any member-polity within a Sector, including the eponymous Planets as well as moons, highly-populated space-stations, and other such inhabited bodies. Due to the sheer number of planets within the Federation, policing their government structures was essentially next to impossible without overstretching the Federation's resources, allowing them to effectively decide how they want to run themselves and how they want to select their representatives to higher administrative bodies as long as they aren't overtly oppressive.

Sub-Planetary Governments

'Sub-Planets' were any sub-division within a Planet regardless of what type of inhabited body a Planet is, taking the form of districts, provinces, states, constituent-countries, or whatever else may be found on said planet. They held no significance or status on a Federation-level, instead only being formed for local governance purposes.
