The Yatan-Theian Federation[4] is a vast federal union spanning across Yata, Theia, and various other planets found across numerous star-systems composed of several autonomous internal Republics and Regional/Planetary Unions each with their own governments derived from previously independent states or autonomous regions of said states that were integrated into the Federation in return for mutual economic and political benefits. The Federation is by far the largest long-term nation in modern Theian and Yatan history, nowadays also being the wealthiest and most influential member-state of the Yatan-Theian Accord, with the Commonwealth of Independent Systems and Technate of Altair often having issues properly competing (at least economically), especially after the Federation integrated all smaller member-states. From 435 CE to 469 CE the Federation existed solely as the 'Theian Federation', with Yata (which was ruled by the 'Yatan Commonwealth') only being integrated after Theia's victory in the Yatan-Theian War leading to Yata's Theia-backed successor government, The Provisional Government of the Yatan Federation, vying for membership due to its own struggles with stability. From 476 CE to 485 CE the Federation fell under the authoritarian rule of Apollo Willis, who manipulated the Federation government into adopting a technocratic model of governance before being overthrown in the Federation Power Struggle, allowing democratic rule and regional autonomy to be restored.

In order to maintain peace and cooperation among its two core worlds, the Yatan-Theian Federation hosts its legislature in the Yatan city of Mylonagrad (situated in northern central asia) while its judiciary and most of its executive administration are situated in the Theian city of Alsavaeid City (situated on the shore of the Gulf of Osnoa), with the the various departments under the government being distributed fairly evenly between the two metropolitan areas. Beyond its two capitals, the Yatan-Theian Federation is home to various other major cities on its homeworlds such as Alice Springs, Almatsk, Argentina City, Emiro, Magansville, Minshu, Mumbai, New Senkai City, New Sizzle, Northport, Nuelo, Trentonia, Tritoniyagrad, Umoja, Xining, Yetia City and many others. On its various colony-worlds the populations are not as nearly as spread out, with only one or a few conurbations surrounded by smaller settlements typically being present on them, with populations being much more centralized.

Uniquely, the Federation is greatly tied to the League of Theia, with the League nowadays being largely integrated into the Federation's Department of Foreign Affairs. This is due to the Federation largely being derived from pre-existing League legislation that occurred prior to its establishment, allowing the League to act parallel to the Federation as a collective forum to voice the opinions of the sovereign nations of Theia alongside the Federation, especially following the League handing over its responsibilities for interplanetary diplomacy to the Federation in 455 CE. Prior to being integrated into the Federation, the Yatan Commonwealth had a similar relationship with the United Nations of Yata until its dissolution due to the lack of remaining sovereign states to represent.

History

Unification of Theia

What is now the Yatan-Theian Federation was first established as simply the 'Theian Federation' in 435 following the League of Theia's various reforms at the time such as the 'Theian Governance Charter', 'Theian Planetary Transition Program', 'Theian Economic Integration Program', and 'Theian Intergration Council' which together lead to the River Trenton Summit which initially proposed the formation of the Federation, which was soon realised in the Alsavaeid Treaty of Unity that followed it. establishing the Theian Federation between the nations of Alsavaeid, Iujadogia, the Macana Federation, Osania, Saimare, and Sousania. Towards the end of 435 the Federation had fully established its government, holding its very first elections leading to the victory of the Liberal Democratic Party of Pan-Theia to rise to power.

The creation of the Federation was quick to impact Theia, with neighbouring states to its east such as Avanarthka and Bialwea being quick to succumb to a competition between Federation and Kanarvan influence. The Federation did not leave its impact unnoticed, and was quick to act to better the world in its image via a series of diplomatic conferences to spread its influence such as the Likasville Conference that led to the nations of Ligania and Cipherna to commit to joining it and the nations of Valats and Katrelia to begin negotiations regarding their border disputes under Federation direction, concluding in both of them committing to joining the Federation after the disputes were resolved in the Catacor Conference. OOt of these new commitments Ligania was the first to join into the Federation, shortly being followed by Valats as other nations such as Al-Safran also committed into joining it. In the ensuing phases the Federation continued to expand west with the admission of Cipherna and Katrelia, while the battle for influence in the east started to clearly turn to the Federation's favour as Bialwea committed to membership. With Bialwea admitted into the Federation, the battle for influence moves offer to Avanarthka, with a similar situation breaking out there between the Federation and Kanar until Avanarthka eventually sides with the Federation, soon afterwards being incorporated into it. With the situation in the east no longer as important, the Federation swayed Dazhyyn and Euskara Berria into committing towards future membership. During this period the Galactic-HAWK War broke out, leading to Federation vessels moving to fight back against the invaders and organizing a major security conference between themselves, the Yatan Commonwealth, and the Commonwealth of Independent Systems. Moving beyond merely nations on its border, Gensokyo also committed to Federation membership.

The Federation put its new focus on Kanar, making use of its now notable Kanaran population in former Avanarthka and Bialwea alongside Kanar's increasing liberalization to achieve improved relations. The first agreement to be achieved in this campaign for improved relations was the Treaty of Springfield, in which Kanar held a referendum in its human-majority West Sousanian Autonomous Region for if it wished to remain in Kanar or join the Federation, which concluded in the territory joining the Federation. Following this the two held the nine Aqkhueln Conferences, in which the Theian Federation made various concessions to Kanar, eventually leading to Kanar agreeing to join the Federation after years of negotiations.

The Federation celebrated its 20th anniversary in 455, finally allowing it to replace the League of Theia as Theia's representative as member-state in the Yatan-Theian Accord on the conditions that it also represent the interests of Theia's smaller states. Once the Galactic-HAWK War came to a close the Theian Federation and Yatan Commonwealth's otherwise amiable relations began to deteriorate as the two began competing over influence in temporarily occupied territories beyond the Yatan-Theian Accord's boundaries, even escalating to the point of becoming an active competition regarding which systems could be colonised by each party. As its next act on Theia itself the Federation launched an intervention into the ongoing Adytian-Op'Fui Conflict on the side of the Op'Fui at their direst hour, successfully routing all enemy forces and successfully pacifying Adytium following Op'Fui itself joining the Federation, placing Adytium itself under indefinite military occupation. With all local threats on Theia now dealt with, the Theian Federation began to expand once more by first incorporating Senkai and Baitang. With Orientalis seemingly being the place of least resistance when it came to expansion, the Federation saw no reason to stop integrating nations in the region, including the likes of Gensokyo, Essoritalia, New Sapporo, and North Yanz. With most democratic and egalitarian regimes in Greater Orientalis now integrated the Federation began putting its focus on destabilizing unfriendly regimes such as Nova Ukrayina and the Kajidic State in an attempt to further secure the region. This effort was successful, leading to the integration of Nova Ukrayina alongside its subject-states of Ifalia and North Gensokyo and the Kajidic State. With these hostile regimes cleared, the Theian Federation returned to friendly regimes by integrating Anticelenderis and Sumera. With its efforts in the south-east largely completed, the Federation looked west by integrating Dazhyyn and Euskara Berria around the same time as it completed its largest interstellar colonization program thus far.

The Federation then acted regarding a worker's uprising on Venus which lead to the Republic of Venus being integrated as the Planetary Union of Venus within the Federation, soon being followed by the integration of Geldve on Theia. Arcoradia would refuse membership due to its ties with the Yatan JADIRAD Institute, while the next candidate of Portosene in turn accepted membership. After yet another intestellar expansion, Tritonien was integrated as an Archonate and Fuer Island as a republic. After years of military occupation, the Federation decided to integrate Adytium as a republic in order to restore its democracy, sparking a small-scale insurgency in the countryside of the region. The next to be integrated was the Colony of Argentina Futurespace, which voluntarily dissolved itself and integrated itself as the Republic of Futuroespacio around the same time that the Federation's expansion efforts into the Theian Outback led to the creation of the Republic of Uhlangia. Continuing its integration efforts, the Republic of Coutomisto was the next to join the Federation, soon being followed by Eliasia, Mysthaja, Yamato, and Aethra. Following the integration of Isernotaria, the next major expansion into the Outback occurred as the Republic of Sounischland was formed, soon to be followed by the Republic of North Keiria. Returning back to normal expansion, the next nation to be integrated was Dina, who was followed by Pasagre, Yakamotomoto, Lainupka, Ekkosta, and Mikono.

Yatan-Theian War

Amidst increased tensions over each other's colluding with the other's planet's sovereign states in order to build up opposition, the Yatan Commonwealth and Theian Federation agreed to host a conference to reduce tensions. Deciding to consolidate itself prior to such a significant conference, the Federation launched its quickest ever expansion by integrating the Coconut Kingdom, Republia, Jojoian Empire, and Karina Dynasty (whom was given a special status of 'confederation'), as well as establishing several new republics out of organized outback communities such as the Republic of Asaskania, Republic of Senkesia, Republic of Lagomonte, Republic of Primeveria, Republic of Albelarya, Republic of Toraxia, Republic of Sacaeia, Republic of Kisvrik. Despite Theia's expectations, this conference did not go as planned as during the gap between its scheduling and it actually taking place Yata hald hold elections in which a hardline 'anti-theian' communist bloc managed to gain power, leading to the conference ending in disaster as both sides failed to agree on anything, which Theia blamed on Yata's radical government sabotaging the agreements in order to gain support from its 'delusional voting base'. As a result of the aforementioned elections also being a fairly significant win for the Commonwealth's anti-socialist liberal and conservative movements, a region of the Commonwealth known as the 'Intermarian Cooperative' fell under the control of these movements, leading to a major government crackdown against them due to their economic liberalization, soon prompting an insurgency by a group calling itself the 'Intermarian Democracy Front'. Taking notice of this as a way to weaken its rival, Theia began supporting this insurgency in return for them joining a newfound coalition of anti-government groups on Yata called the 'United Front for Yatan Liberation', which was backed by Theia. Taking advantage of this support, the IDF launched a massive uprising that briefly seized much of Central Europe before Yatan forces managed to begin mopping up the rebellions, discovering Theian weapons and advisors in the process. Yata demanded answers, which they found difficult to provide due to the Yatan accusations not really being false, prompting them to begin attempting to convince Yata to agree to mediation, which Yata refused as they demanded reparations and a non-interference pact, which Theia in turn refused. As skirmishes quickly began erupting throughout the Alpha Sol System, making Theia fear that an attack was imminent, prompting them to launch a pre-emptive strike in the form of a massive bombing run across Yata and landing invasion forces in several regions of the planet, especially in the already revolting Central Europe. Yata declared war in response, raining nuclear missiles and kinetic rods onto Theia, leading to considerable damages. This conflict quickly began to escalate as Yata's extrasolar proxies of the Union of Sczielska and Yeqwiqu Collective clashed with Theia's proxies of the Hunyan Empire and Hegemony of Sczielska around the same time that two Theian countries, Chatou and Arcoradia, aligned themselves with Yata against the Federation, leading to a series of battles across Theia itself alongside the ongoing massive offensives and grand battles on Yata. Theia managed to gain the initial advantage quite effectively, prompting Yata to attempt to destabilize Theia by funding a loose alliance of left-leaning insurgencies across the planet calling themselves the 'Theian Revolutionary Front', which would end in catastrophe for Yata as this act convinced the Commonwealth of Independent Systems to align itself with Theia's war effort, much to their delight. As Theia continued to advance the number of friendly insurgents that joined their forces continued to increase, convincing Theia that a reorganization of the UFYL was in order, promptly holding a conference between themselves and the insurgents which concluded in the proclamation of the 'Provisional Government of the Yatan Federation', which only appeared to increase Yata's resolve to fight back despite the death of their 'Executive Chairman' on the frontlines leading to a interim government being proclaimed. Despite Yata's attempts to resist the Theian advance the situation began to be more and more hopeless to them, as thanks to a rapid flanking manoeuvre the Theian Security Forces managed to seize control over the Yatan capital of Mylonagrad, allowing the empowered PGYF to begin working towards a union with Theia. After the fall of Mylonagrad the war effort began to look increasingly hopeless for Yata as parts of their nation launched mutinies or declared their surrender, only for local militias to rise up against such actions which led to chaos which Theia exploited to quickly capture such regions around the same time that they had besieged and later captured the IRIPHOS and JADIRAD facilities and forced Yata's extrasolar allies into accepting a armistice agreement which lead to a white peace between the two Sczielskan states and split the devastated Hunyan Empire between the Yeqwiquans and Theians. With all fronts appearing to lead towards a Theian victory, the Yatan Commonwealth of Labour finally collapsed after the fall of Beijing, which resulted in the capture of the last of their leadership, allowing Theia to mop up all remaining organized resistance within mere weeks, leading to all Yatan territories apart from the Jupiter system being handed over to the Provisional Government. A arbitration process would soon occur in Jupiter, where most moons had been occupied by the CIS during the war, which the pro-Theian 'Provisional Government of Callisto' that had formed during the war offered to recognize as CIS territory in return for its own fate being decided by referendum, which the CIS accepted. Callisto would soon vote in favour of joining the upcoming union of Yata and Theia.

Prior to the beginning of the Yatan-Theian War, the Theian government granted the TERAPRO Institute significant resources and firepower to quell the threat posed by the sudden appearance of Eos, fearing that its populace could quickly overwhelm Theia if it ever tried to. TERAPRO utilised this arsenal to launch devastating bombings to cripple the planet, promptly blockading it as plans to plunder it for resources were prepared. Once the Yatan-Theian War broke out this blockade became much sparser, though despite Theia largely seeing the situation as one it could afford to ignore for a some time, some operations persisted as ground forces investigated unusual anomalies from a structure labelled 'New TERAPRO' in a 'Sosaki City'. Over time some degree of instability began to be found within TERAPRO's operations as reports of whistleblowers and traitors began to surface, which were quickly stamped out when possible. Once the conflict concluded in a Theian victory all needed resources would once more be transferred to the Eos campaign as one final operation to capture the immortal Eosians and launch them into space so they may never again be a threat to the plundering of Eos. Soon after the bombardment began a sudden and unexplainable ball of blue-white fire appeared to consume the planet, which promptly disappeared alongside the ships unlucky enough to be too close to the planet. Fears of TERAPRO being in possession of planet-destroying weapons that they used despite taking tens of thousands of Theian lives in the process began to spread, leading to the Theian government planning on future actions to take against the possibly dangerous TERAPRO administration.

Birth of the Yatan-Theian Federation

What came next was preparation for the proposed union, with Theia embarking on massive administrative reforms to reorganize its government and administrative divisions into a more compatible model to the even more massive reforms occurring on Yata, which were extensive enough to plunge the planet into a period of 'administrative chaos' for months as bureaucrats scrambled to get their affairs in order. Despite Yata still being quite unprepared, the official establishment of the union began as in a massive press conference seen all over both Yatan and Theian lands, the formation of the 'Yatan-Theian Federation' was proclaimed to triumphant applause. Months later, Yata pushed through its instability and was fully integrated into the Federation as all of its new administrative divisions began to operate properly. The next issue on the YTF's agenda was how its politics were to be run, leading to it coming to the conclusion that the legislative branch and several departments were to be relocated to Mylonagrad on Yata in order to placate them and that most Yatan (Commonwealth) political figures were to be pardoned and allowed to continue to operate their parties, of which most promptly merged with pre-existing Theian parties. With the political situation secured, the Federation moved to act against the remaining fires lingering on from the Yatan-Theian War by first integrating the militarily-occupied Arcoradia and then sending forces to deal with the sole remaining front with Chatou and to crack-downs against remaining Yatan insurgents with deadly force. With this situation under control, the Federation's next act was to deal with the 'TERAPRO' situation, nationalizing the International Scientific Assembly and reorganizing it into the 'Department of Scientific Research' with various scientific institutes operating under it, soon beginning to attempt its expansion by inviting the UOI after securing all members of the ISA.

In the Federation's first elections after the war the LDPYT and DLPYT managed to secure a fairly safe victory for their coalition, leading to Ghaamid al-Qasim being elected president and Paskal Kellermann being appointed as prime minister. After a minor internal administrative adjustment in which the Republic of Tigrai joined the Republic of Afaria, the gradual calming of the situation on Yata allowed the Federation to pursue its continued unification of humanity by signing an agreement with the Union of Accord Colonies which saw its member planets joining the Federation after a referendum. The Federation next approved of continuing a process of gradual 'de-russification' in former Yatan territories, aiming to allow other Yatan languages to gain prominence in diplomatic matters such as English, French, and Mandarin. As the campaign against remaining Yatan insurgents continued, the Federation accidentally had cultivated a generation of 'Federation Patriots' with much more radical sentiments aligning with those of the Radical-Individualist Faction of the Freedom and Democracy Party, leading to the ranks of Pro-Federation paramilitaries such as the White Guard of Freedom bolstering their ranks. The Federation continued to pursue closer relations with the CIS, successfully gaining access to Skantos from them. The next expansion of the Federation was the reunification of the Federation-member Republic of Alta California and Sovereign Californian Technocratic Republic which had been exiled onto Narakam-, leading to the establishment of the Planetary Union of Narakam as a major front to spread Federation influence on the planet.

Apollo Willis' Dictatorship

After years of political stability, the Federation entered its first major crisis following the unification of Yata and Theia as the government-member Democratic Labour Party of Yata-Theia saw the rise of a new libertarian-socialist and populist faction of its party known as the 'Expressive Faction' to increased prominence thanked to its shared views with the Freedom and Democracy Party's 'Radical Individualist Faction', which had gained control over said party during a leadership election. The LDPYT's fears of the DLPYT being turned against them soon came true as the Expressionists were elected into power in the party, soon causing the collapse of the current government after the DLPYT resigned from the current government due to the LDPYT signed a collaboration agreement with the CPYT after it had elected the moderate 'Technical-Socialist Faction' into power, having hoped that they would be a new political ally. As a result of the lack of a proper government, snap elections were called in which the technocratic 'Rationalist Coalition' of the DLPYT and CPYT stood off against the broadly social libertarian Liberty Coalition consisting of the DLPYT and FDP and Conservative Coalition consisting of the UCP and NPP. Seeing them as the safest option for continued stability, the Federation's populace voted in the Rationalist Coalition into power, granting them a majority of the seats. Angered by the Rationalists' concerningly pro-centralization, pro-regulation, and pro-statist views, thousands of Pro-Liberty dissidents organized themselves into a collective of militias that together launched a massive uprising against the government in several major cities, almost capturing the government buildings before being crushed by the Yatan-Theian Security Forces. Having accidentally disenfranchised their largest opposition, the opportunistic Rationalists took use of this chance to cement their power over the country, vowing that several major reforms would take place to prevent such uprisings against the cohesion of the Federation to occur ever again, reorganizing the Parliament to now consist of mandated coalitions of opposition parties, introducing the Department of Political Affairs to manage and direct the ruling government's legislators to work towards the same tasks, nationalizing countless major corporations to seize control of the economy, reforming the previous regulated market economy into a state capitalist system, vastly increasing the power of the Department of Economics, and shifting away from purely electoral appointments towards more of a meritocratic system where experts of individual fields were put in charge of said fields, marking the beginning of the Technocratic Regime.

After overcoming the crisis, the new regime quickly solidified its control by imposing the new technocratic system onto all of the member-republics, forcing them to begin the process of implementing the system within their jurisdictions. Despite the continued presence of Libertist insurgents in rural areas and dense urban areas, the Federation government began the first '10 Year Plan' intended to greatly increase its industrialization and production of weaponry, spacecrafts, logistical vehicles, and civilian commodities in an attempt to up its yearly production by as much as 25% over the span of the project. All of these new reforms allowed the Federation's central government to eclipse the influence of the Republics' governments in the daily lives of its people for the first time, sparking some concern as the DPA increased its control over the legislature by establishing the 'Associated Parties for Rationality' as an informal bloc of all loyalist parties. Not everything was sunshine and rainbows for the new government though, as tensions with the Union of Interstellar Collectives increased dramatically due to the temporary destabilization within the Federation, soon escalating to a series of clashes between the two sides until a confrontation between the CIS and UIC escalated to the point of a UIC attack on the planet Meinhoff, leading to open conflict between the members of the Yatan-Theian Accord and the Union of Interstellar Collectives. While this was going on, the DPA wrestled with its issues to gain significant public support due to its detachment from public issues, eventually managing to convince the much more populistic 'Parties for Freedom' coalition to actively collaborate with the regime and giving into public demands to reform the parliament by replacing general legislative elections with republic-level elections which also include representatives to the Parliament to be held when the republics deem it necessary, all in the name of bringing in greater public support and solidifying more power in the DPA. As a part of the parliamentary reforms, several republic borders were adjusted as well. Soon afterwards, the Federation pursued its first territorial expansion on Theia in years as several republics expanded their borders into the North Malia and South Trenton regions, also establishing the new Republic of Jastown as a traditional republic and the Special Administrative Region of Yosemia as a region directly run by the central government, acting as an 'experimental zone' where the idealists of the DPA and DSR may pursue numerous special projects in the form of industrial zones, experimental communities, and secret projects. Having become active collaborators, the Parties for Freedom coalition collapsed once 3/4 of its parties fully integrated into the TPA, leading the FDP to dissolve the coalition and join the United for Tradition coalition, reorganizing it into the new 'United for Democracy' coalition.

With the DPA expanded to be much more politically diverse, factionalism grew beyond merely member-party differences into proper factions of the DPA as a whole, with this diversity also allowing various new programs the previously more narrow DPA was unwilling to pursue to exist, such as the 'Culture of the new Federation' Program organized by 'Techno-Expressivists' intended to encourage further artistic expression. After over 3 years of conflict, the Yatan-Theian Federation and its allies finally managed to subdue the Union of Interstellar Collectives, whom ceded control over the Hunyan Collective to the Yatan-Theian Federation's 'Hunyan Military Region' and the Sczielskan Collective to the Federation-aligned Hegemony of Sczielska following its capitulation, with future conflicts intended to be prevented via a DMZ between both sides. The end of this conflict lead to the Sczielskans effectively becoming a Federation protectorate after a treaty on Ziel, expanding Federation influence. Despite its triumph, a new crisis soon emerged to threaten the Federation as after months of sudden chaos the Blarg Republic was transformed into a nationalistic military junta due to its grievances with its decline, freaking out the Federation to the point of fully dedicating its 'sceptical' astropolitical outlook questioning the Accord's focus on cooperation and alliance-building, leading to the reorganization of the Covert Operations Detachment to the Bureau of Covert Operations and establishment of the Bureau of Strategic Planning dedicated to future-planning the further consolidation of the Accord members under the Federation and preparing for any possible conflicts. As a first step in these consolidations, the Federation and Tolimani Union (a member-state of the Accord) signed the 'Federal-Tolimani Unification Agreement', integrating the Tolimani Union into the federation as two new planetary unions. The next to be integrated was the Narakamian Confederation, who reluctantly agreed in return for considerable autonomy thanks to years of Federation influence slowly seeping in ever since the Californian reunification. Shortly after integrating Narakam, the Federation launched a influence campaign in the Second Martian Republic and Bejrik Order in order to convince them to join the Federation, which they both accepted due to Mars' human population's interests and the Bejrik government cozying up to the more left-leaning government in the Federation. The Hunyan Military Region was dissolved in the Hunyan Administrative Treaty, handing control over the region to a new 'Hunyan Protectorate' aligned with the Federation. The military situation would not remain stable for long though, as the new government in the Blarg Republic swiftly became hostile and invaded Beacon Space, leading to the Federation intervening in the conflict as Blarg forces briefly managed to attack several Federation worlds before a stalemate could set in. Around this time, the Yatan-Theian Insurgency War concluded as most remaining Yatan Commonwealth insurgents capitulated.

Restoration of Democracy

After years of increasing dissatisfaction with the DPA's authoritarianism, a series of protests and riots broke out throughout the Federation as the people demanded a return of general elections, though these movements were soon dispersed by force. Despite being crushed, the Federation government was forced to actively begin cooperating with certain non-aligned factions that it had previously solely sponsored as distractions, integrating the anti-authoritarian Techno-Expressionists into the government, prompting the United for Democracy coalition to begin scheming. In the next Presidential election within the Federation, United for Democracy managed to forge an unexpected coalition with the Techno-Expressionist -dominated DLPYT, together managing to mobilize enough support to win the election as President Alice Mellaki replaced Apollo Willis. Despite Mellaki's victory and Willis being ousted, his (Willis') influence persisted within the government despite Mellaki's attempts to assert power by gutting central-government influence over the administrative divisions. Increasingly concerned that remaining Willis-aligned ("Rationalist") elements could seize the opportunity and overthrow the government in order to prevent the dismantling of authoritarianism, the Presidency decided that action must be taken to re-secure control of the government after it managed to gain the support of the CIS and Accord. Their Presidency's attempt to secure power was to attempt to grant an act to give the President emergency powers, though the Rationalist-aligned House of Citizens managed to block such attempts. As the Presidency had failed to crush the Rationalists in an initial seizure of power and the Rationalists had failed to prevent the Presidency falling under the controol of the opposition, both sides were locked into a much longer power struggle between one another as one swift victory became impossible. After a period of turmoil, each Republic and Union declared its loyalty (with the sole point of contention being Tritonien officially siding with the Rationalists before enduring a Pro-Presidency Revolution, prompting an end to the Theian-Chatouan Continuation War as Chatou supported Presidency operations in the region in return for a white peace) and each department had been aligned to either side (With the DSP, DFA, DEO, DEC, DDS, and part of the DPA aligning with the Presidency and the DSR, DoH, DoE, and the rest of the DPA aligning with the Rationalists). The aligning of the DDS with the Presidency terrified the Rationalists that if all internal opposition was eliminated the Presidency could launch a sudden military crackdown onto their rival government, prompting them to organize loyal officers and militias into the 'Interim Bureau of State Security' which was tasked with launching a coup to overthrow the Presidency Government, successfully dissolving the Parliament in Mylonagrad yet failing to detain the Executive Government itself in Alsavaeid City due to a Pro-Presidency Riot allowing local military forces to arrive and force the IBSS to flee. With the Rationalists actively attempting to overthrow the government, the Presidency gathered the necessary justification to seize emergency powers, which were used to order immediate military operations against Rationalist-aligned regions in order to restore order. After a few weeks of chaos across the Federation, the Presidency managed to successfully restore order and detain all Rationalist militants, with all leaders and insurrectionaries being detained and put on trial while those that had aligned themselves without significant power or action were simply expelled from government. Following the conclusion of the Power Struggle, the Presidency forced through a number of reforms that lead to the impeachment of Prime-Minister Paskal Kellerman, reorganized the DSI and DTCR into bureaus under the DSR, stripped away the powers of the Department of Economics in order to restore a proper market economy, ceased the nationalization of any further companies, launched leadership elections in most major parties, dissolved the DPA, and reorganized the SAR of Yosemia into a Republic. Following the dissolution of the DPA and the leadership elections, two new political coalitions emerged in the form of the 'Freedom and Tradition' Coalition and 'People's Democratic Union' Coalition, which faced off in a snap election in order to fill vacant legislative positions which concluded in a victory for the PDU, allowing Amber Clarke to assume the position of prime-minister. With this all concluded, the Federation successfully survived its power struggle intact and overthrew the authoritarian Technocrat regime.

Central Government & Politics

The Yatan-Theian Federation operates as a federal union with administrative powers divided between the overarching Central Government and its various constituent Autonomous Republics and Planetary/Regional Unions, which are autonomous polities responsible for most of the day-to-day administration of the Federation due to its size, with larger issues affecting multiple republics or involving governments beyond the Federation being entrusted to the Central Government to handle. The Federation's government devotes itself to principles of democracy, sapient rights, equality, and peace, which are all enshrined and protected in the "Constitution of the Yatan-Theian Federation", which additionally specifies the exact rights and freedoms of all citizens alongside the functions of each level of the Federation's government. This constitution can only be altered via a supermajority vote in both chambers of the Yatan-Theian Parliament, making any amendments a rare and difficult achievement.

All individuals born within the boundaries of the Yatan-Theian Federation or newly admitted republics[5] automatically become citizens of the Federation, promptly being given access to all the rights, freedoms, and protections that the Federation offers. Citizens of the Federation are granted freedom of movement, residence, and employment anywhere within the Federation regardless of their republic of origin.

Executive Government

The Executive Government of the Yatan-Theian Federation is headed by the 'President of the Yatan-Theian Federation', with the position currently being held by Alice Mellaki after she was first elected by universal suffrage of all Federation citizens in 484 CE. The most notable executive body beyond the President is the Yatan-Theian Federal Council, a advisory body consisting of key Regionary/Planetary Union representatives and Department heads that serve as a link between the executive government and the Republics.

Yatan-Theian Parliament

The Yatan-Theian Parliament is the Yatan-Theian Federation's primary legislative body, operating under a bicameral system where the House of Nations represents each Republic equally and the House of Citizens represents each republic proportionally to each of their populations, with all representatives in each house being organized along the lines of their Regional/Planetary Unions so that 'similar' regions may together voice their concerns and handle the responsibilities of passing legislation, approving budgets, and enacting laws throughout the Federation. The Parliament was initially derived from the League of Theia, with it previously being one of the two legislating bodies of the League intended to represent Theia's populace, a role which the Parliament continues to maintain to this day thru the House of Citizens (which has a number of 'observer seats' for non-Federation delegates), effectively having the Federation be in control of one of the League's primary governing bodies. The extranational delegates are granted the right to propose legislation and vote on certain matters, though more extensive or Federation-centric legislation is reserved solely for Federation MPs.

The House of Citizens is elected via local Legislative Elections held within the Republics/Unions of the Federation, where candidates may run for either run as purely republic-level representatives or also run to be said republic's representative in the House of Citizens. Each Republic has 10 seats, and each Regional/Planetary Union has 15 seats, with general elections to select these representatives being mandated to occur every 5 years at the latest, though they may be called earlier. Representatives in the House of Citizens appoint the Prime Minister via coalitions, with the Prime Minister being removed from office once the Parliament deems them no longer unfit. The current Prime-Minister being Amber Clarke after her election in 485 CE.

The House of Nations, which consists of only one seat per republic, is directly appointed by each Republic's own legislatures (which are unicameral) under the direction of a non-partisan advisory body instead of elections. The House of Nations usually is involved with reviewing and deciding upon laws proposed by the House of Citizens, which are only fully passed once the HoN is satisfied with them, though they are also involved in approving more permanent government positions.

The Federation initially began as a presidential republic where the President served as both head of state and government, then being replaced by the creation of the position of 'Prime Minister' as a separate head of government. During the rule of the technocratic 'Department of Political Affairs' the power of the Parliament was greatly diminished, culminating in a significant series of reforms in 479 CE which abolished general legislative elections in return for local ones, which alongside the DPA essentially puppeteering made the Parliament essentially inept until the Federation Power Struggle lead to Willis being removed from power, allowing the ensuing Political Freedoms Restoration Act to restore the previous powers of the parliament and the general elections.

Political Parties

The Yatan-Theian Parliament functions via a fairly standard system of representative democracy, which as would be expected has lead to the arise of various political parties found across the political spectrum. Ever since a number of reforms passed in 376, these parties have further organized into Coalitions based on their mutual interests, with the YTPRC, CTP, FOPF, YNPP and NLP forming the 'International Worker's Parties' Coalition, the CPYT, PPF, DLPYT, IPA, LDPYT, and WPP forming the 'People's Democratic Union' Coalition, and finally the NCSP, FCP, FDP, UCP, NPP, and KCP forming the 'Freedom and Tradition' Coalition. Beyond the Coalitions, the NSF, ASP, IUF, BP, and TPGC find themselves beyond any coalition, with the former two being left out due to their separatist tendencies and the latter two being left out due to their xenophobic stances.

Mainly due to the Federation's size, the parties of the Parliament are not exactly fully centralized party structures, instead acting much more like federated patchworks of ideologically aligned local parties found in each Republic that have joined forces in order to voice their common interests (Leading to proper parties and coalitions on the Republic level which join into coalition parties on the union and federal level which further join into the parliament's coalitions). Those that do not wish to join any of the larger federal parties either remain as wholly independent or join parties such as the 'IPA' that act as united fronts of such parties. When in the Yatan-Theian Parliament, Parties are further organized into 'Coalitions' consisting of multiple parties unified under common goals.

Yatan-Theian Court of Justice

The Yatan-Theian Court of Justice is the highest judicial body within the Federation, having jurisdiction over constitutional matters, disputes between Republics, and cases violating Federal Law such as crimes against sapients, environmental crimes, violations of international law, and other such crimes. The TCJ is tied with the League of Theia (of which it used to be a part of) which has allowed it to be an internationally recognized and powerful entity capable of enforcing its rulings for criminals across the entirety of Theia.

Government Departments

In order to effectively govern the Federation, the government is divided into various departments dedicated to each of its individual functions. Departments themselves are under the Executive Government and answer to the President & Federal Council, and are further sub-divided into 'Bureaus' responsible for specific sections of the whole Department's tasks.

Department of Defence and Security

The Department of Defence and Security is the department of the Federation's government responsible overseeing its various military assets such as its armed forces (the Yatan-Theian Security Forces), its spacefleet (the Yatan-Theian Starfleet), its maritime fleet (the Yatan-Theian Seafleet), its airforce (the Yatan-Theian Airfleet), and various other military structures.

Bureau of Covert Operations

The Bureau of Covert Operations is the Yatan-Theian Federation's primary military intelligence agency tasked with espionage of other nations.

Bureau of Strategic Planning

The Bureau of Strategic Planning is a bureau of the Department of Defence and Security dedicated to strategic planning towards any possible future threats towards the federation, thus being tasked with organizing various pre-emptive measures for such threats via recruiting collaborators and preparing sabotage.

Bureau of Military Affairs

The Bureau of Military Affairs is a bureau of the Department of Defence and Security responsible for managing all military contingents loyal to the Yatan-Theian Federation, spanning from the small and disorganized Republic Guards to the large and disciplined Yatan-Theian Security Forces.

Yatan-Theian Paranormal Unit

The Yatan-Theian Security Forces (YTSF) are the Yatan-Theian Federation Military's land service branch responsible for collective defence, maintaining internal security, and pursuing peacekeeping/intervention operations across Theia as the League of Theia's peacekeeping forces. The TSF is notable for having a notable number foreign soldiers operating within it as volunteers, although these units are exclusively utilised in peacekeeping operations rather than internal situations.

Department of Economics

The Department of Economics is the department of the Federation's government's department responsible for overseeing its various economic ventures and finances, granting it power over public works, welfare spending, most state-owned companies (except for those better suited to be under other departments), donations to programs such as the Developmental Disparity Fund and Pan-Theian Social Security Net, and even how much funding each government department is granted to maintain its operations, with this authority even extending to overseeing the executive government's funding. From 476 CE to 485 CE the Department of Economics was even more powerful than it is currently, having been granted the task to gradually work towards a command economy until the Federation Power Struggle lead to the DoE being stripped of much of its briefly held economic power, though some remnants of this era include the DoE having control over several state-owned companies.

Bureau of Infrastructure

The Bureau of Infrastructure is a Bureau of the Department of Economics responsible for managing investments towards infrastructure projects, coordinating new projects, and managing state-owned infrastructure companies. Companies managed by the BOI include the likes of;

The DSR originated from the acquisition and nationalization of the International Scientific Assembly, which was reorganized in order to serve the Federation's interests. Beyond its function as a forum of scientific institutes, the DSR additionally includes several bureaus that act as joint agencies available to all of the department's members.

Bureau of Sustainability and Innovation

The Bureau of Sustainability and Innovation is a bureau of the Department of Scientific Research responsible for organizing sustainable development and innovation both within the Federation and across Theia (for the League of Theia, of which it used to be a part of) in order to prevent the degradation of Theia's environment due to the activities of modern industries and technologies.

Bureau of Technology and Civil Rights

The Bureau of Technology and Civil Rights is a bureau of the Department of Scientific Research composed of technologists, ethicists, and sapient rights advocates responsible for monitoring Artificial Intelligence, Genetic Engineering, and Surveillance operations both within the Federation and internationally (for the League of Theia, of which it used to be a part of) in order to ensure each of these industries is properly respecting sapient rights and individual freedoms.

Not all departments of the Federation stand thee test of time, with their responsibilities either having been deemed unnecessary or a problem to be rid of. The following is a list of departments which have ceased to exist;

  • Department of Political Affairs: A body that existed during Apollo Willis' regime responsible for coordinating and managing all government-aligned political representatives, effectively turning the Federation into a one-party state where whatever the rulers wished to push through the parliament did in fact pass. It was dissolved in 485 CE after the Federation Power Struggle saw the dissolution of the regime.
    • Bureau of Political Movements: A body responsible for managing all government friendly political organizations. It was replaced by the Bureau of Political Organizations once the DPA was dissolved.

Economy

The Yatan-Theian Federation's economy currently operates under a interventionist market economy that largely allows the nation's businesses and individual entrepreneurs to operate without much interference as long as they follow federal and local laws and in times of crisis or scarcity agree to coordinate with the government in order to ensure public stability. While much of its budget goes towards funding the government's functions and keeping state-run enterprises afloat, a significant portion of the Department of Economics' funding is spent on various public subsidies intended to improve the lives of the Federation's citizens, such as granting them universal healthcare, a universal basic income, and various state-subsidies such as child-care, disability benefits, pensions, and safety nets. For most of its history the expenditure on these services left the Federal government largely incapable of intervening in the economy beyond limited investments and regulations, stagnating its economic growth due to its lack of control of the economy. Following a series of reforms in 476 this situation was largely solved following a series of nationalizations, giving the government enough revenue to have more notable control over the economy despite many of these reforms being appealed. While there are now several state-run services competing with private entities, independent businesses remain prevalent by offering less waiting times or better qualities than what the government may provide.

During the reign of Apollo Willis' Regime the Federation's economy was state-capitalist in nature, being dominated by state-owned companies, contracts, investments, and public works projects, succeeding a similar period of interventionist market economics. Once Willis was deposed the institutions that allowed the previous government to be capable of tightly managing the economy when needed were not entirely torn down, as while most of the economy's previous freedoms were restored the Department of Economics maintained control over companies that had been nationalised during the Willis regime, allowing them to have notable say over the economy beyond mere instituting regulations.

Much of the opposition is notable for wishing to greatly reform the Federation's economic model, with the further right-leaning parties being typically fairly supportive of the current economic status quo alongside the centre and centre-left, while the centre-right favours massive liberalization and cutting of welfare expenditures in order to achieve a competitive laizzes-faire economy, greatly contrasting with the dreams of several moderate left-leaning figures desires to establish post-work 'fully automated' economics. To the furthest left of the political spectrum one may find the International Worker's Parties coalition, which favours a socialized, worker-directed, and sometimes even fully centralized command economy in charge of the entire economic output of the Federation in order to achieve socialism or communism. Remaining sympathisers towards the Technical Coalition favour a non-socialized command economy which may either retain the current capitalistic model or transition to a form of energy credits, though this dispersed faction is largely powerless.

Administrative Divisions

The Yatan-Theian Federation operates as a federal union of autonomous constituent republics with their own governments and laws aligned with those of the higher central government, with each member polity largely sharing similar principles, values, and government structures with only a few exceptions such as Kanar, Gensokyo, Tritonien, and Aethra, whom are labeled as 'Archonates' rather than 'Republics' to acknowledge them considering their patron deities to be their true heads of state in abstentia. The sole other exception to this rule is Eastern Baiame, which is labeled as a 'Confederation' rather than a 'Republic' due to its decentralized and fragmented nature as well as it recognizing the hereditary 'Karina Dynasty' as their ceremonial rulers alongside a elected role of 'Deputy First Minister' acting as their elected head of government.

The Yatan-Theian Federation is open to the admission of other nation states into the Federation as new autonomous republics, with applicants undergoing a transition process to align their legal and administrative structures to that of the Federation after being accepted by the Federation, with this 'acceptance' requiring new members to abide by the principles of the Federation. Once the transition process is completed the applicant is dissolved and integrated into the Federation as an equal member alongside all pre-existing members. In certain cases larger blocs of nations may join at the same time as one larger republic or divided into various smaller ones as long as they follow the same transition and acceptance process.

Administrative Hierarchy
  • Central Government: The federal government of the entire Yatan-Theian Federation responsible for matters such as defence, security, foreign policy, diplomacy, environmental policies/regulations, and inter-republic/planetary infrastructure/development projects.
    • Protectorates: By far the most autonomous 'administrative divisions' of the Accord, existing as essentially sovereign extraterrestial societies that have aligned themselves as satellites/proxies of the Federation while retaining their own autonomy.
    • Sectors: Larger regions of space containing a number of star-systems with inhabited planets. While they do have 'Sectoral Assemblies' consisting of each inhabited planet's designated (un-elected) representative, they largely hold no power and exist purely for administrative purposes.
      • Regional/Planetary Unions: A 'sub-federation' of sorts consisting of each Autonomous Republic on a planet (in the case of Planetary Unions) or region/continent of a highly populated planet (in the case of Regional Unions) that are grouped together to represent the region's or planet's interests within legislative matters, with each Republic within any given union having representatives in their Union Assembly to discuss issues together. Unions are notably also represented in the Theian Federal Council, an advisory body within the executive government. On planets where there are Regional Unions instead of a full-scale Planetary Union, a 'Planetary Association' intended to coordinate each Regional Union also exists.
      • Planetary/System Directorates: A type of sub-division implemented on planets or entire star-systems without a permanent civilian population, instead merely having a state-run base or a tiny transitory population. These are entirely state-directed, giving the Central Government full power over them.
        • Autonomous Republics[6]: Autonomous polities which together form the Federation. They have authority over regional and local matters that do not conflict with federal law such as regional public health programs, education programs, welfare programs, management of cultural and linguistic diversity, and the enforcement of various regional laws that align with federal ones.
          • Provinces: The standard sub-division of Republics focused on providing access to services to their constituents on behalf of the Republics.
          • Autonomous Provinces: A rarer type of Province typically home to notable minority groups not significant enough to warrant their own Republic, allowing them to have considerably higher levels of autonomy than Republics do.
            • Municipalities: The lowest level of government responsible for local communities and settlements, typically being run by Mayors and Municipal Councils or other such equivalent positions.
