The Galactic Federation is a interstellar supranational federation consisting of 35 collectives, 7 rim assemblies, 3 free sectors, and hundreds of (standard) sectors that each represent the interests of countless star systems home to more than 33 distinct sapient species that together inhabit vast sections of the Milky Way Galaxy, especially its 'central' regions. The Galactic Federation is a key member of the Galactic Community, hosting its headquarters in the Ordellia System, the heart of galactic diplomacy (although the capital of the Federation can be found in the Algol System instead, which is situated further to the 'north'). The Galactic Federation was first established in 321 CE as a union of several civilisations in the Core regions of the Milky Way Galaxy, before later growing to expand to include countless more civilizations beyond its founders, allowing it to rise to the position of being undoubtedly one of the predominant major players within the galaxy, acting as a superpower alongside the Protoss and Kings. In 393 the Federation was briefly usurped by the Omniphanes Society's "Great Cosmic Commonwealth" until its eventual full restoration in 437 after decades of fighting against its occupiers, allowing it to rise once more as the Milky Way's largest democracy (Although due to its scale said democracy is quite non-direct, and individual systems or local governments may not be democratic unlike the parliamentary model on the federal level). While the Galactic Federation may of formed in 321 CE, several previous polities claiming to be the 'Galactic Government' have existed within the same region that the Federation does in the past ever since the fall of the Sollurian Empire, though the Federation has been by far the most successful despite being formed quite recently on a galactic scale.

The Federation's government system has varied greatly across its history, starting with a decentralized model where each region had enough autonomy to essentially be distinct societies banded together in a kind-of confederation, only for this to be abolished as the Federation's primary administrative divisions became its Systems, leading to its collapse for about 40 years until a new system of highly organized and streamlined 'Federal States' was established, only for its rigidity to become enough of a problem that it was replaced by the much more fluid and autonomous Collectives which turned the Federation into more of a supranational collective of various smaller societies joined together. Each Collective effectively functions as its own self-governing society as the most important of the Federation's administrative divisions, with more local functions being assigned to Sectors (who are also part of 'Rim Assemblies') and Systems/Planets on the even more local level.

The government of the Galactic Federation is centred around the 'Algol System' found along the boundary between the Inner Core and Deep Core, hosting the multi-layered ecumenopolis of Algol in orbit around Algol C, the most distant star within the trinary system. All major government institutions including the Executive Office, the Twin-Assembly Building, the Supreme Federal Court, the Federation Military Complex, and various others structures. There are various other major planets within the borders of the Federation such as Ekatgija, Vorukt'ja, Guang-xan, Aliuz-Zol, Ordellia (Capital of the Galactic Community) and various others, as populations of each planet vary wildly from a couple million to hundreds of billions, with Algol being the most populated with its population of ~1 Trillion.

Government and Politics

The Galactic Federation is a largely decentralized Federal Parliamentary Republic which grants significant autonomy to its administrative divisions, with said divisions being the likes of the large Collectives, regional Sectors, and local Systems. The powers and responsibilities of each layer of the Federation are outlined in the 'Charter of the Federation', a vital document which may only be amended by a supermajority vote.

Executive Government

Above the legislature one can find the executive government consisting of the Prime-Minister and their cabinet, with the Prime-Minister acting as both Head of State, Head of Government, and Commander-in-Chief. The Prime-Minister is elected to their position by the Galactic Assembly to an indefinite term which may only end via resignation or a no confidence vote, though despite this the Prime-Minister is typically largely uninvolved with day-to-day governance, only largely being involved with Federation-wide policies, foreign policy, and military affairs despite theoretically being capable of involving themselves more directly (at the cost of upsetting the Assembly). As most more trivial tasks are relegated to the Assembly, they may form a committee to be responsible for a specific function, with established committees being the likes of the Defence Committee and the Artificial Intelligence Committee.

Legislative Government

In modern times (After the abolition of the position of 'Chancellor' which was more powerful than the 'Senate'), the Galactic Federation's government is largely dominated by its legislative branch known as the 'Galactic Assembly', a bicameral body that represents the Collectives and Free Sectors in the Higher Assembly and the Sectors in the Lower Assembly. Due to the vast scale of the Federation, direct democratic elections for these representatives are difficult to organize, making the Federation have to allow individual systems and sectors to choose their representatives to the assembly in whichever method they deem most convenient out of necessity (be it elections, direct appointments, or even hereditary rule), though the Collectives themselves tend have a much more streamlined system in which each sector sends delegates to vote for a representative, though this may vary.

'Interconnected General Acumen' System

The Interconnected General Acumen is an artificial intelligence network implemented into the governance structure of the Galactic Federation ever since a reconciliation agreement with the 'Cybernetic Generalized Administrator' in 508 CE, ending hostilities with said intelligence after previous conflicts. CGA still cared for the people for the Federation despite said conflicts while recognizing that its assistance would not be accepted by them and that it was not the most capable entity to assist them, so it created the Acumen as a 'successor' modified and rewired away from militaristic action to be a improved and more adaptable construct capable of automating tasks, advising local governments, standardizing laws and administrative structures, increasing cohesion within the Federation, automating various tasks, and otherwise assisting the lives of the people of the Federation in a way that state bureaucrats would never be able to.

Structure

As an intelligence of such vast scale and influence, the Acumen is networked into a Hivemind-like structure (more specifically of the 'Somewhat Autonomous Conscious' variety) consisting of various Sapient Artificial Intelligences organized into various underlying 'layers' responsible for different tasks. The primary layers of the Interconnected General Acumen's 'structure' are themselves known as Interconnected Acumen Instances, with 6 autonomous varieties responsible for overseeing the governance over specific regions, with 'lower' layers responsible for more directly micromanaging Acumen responsibilities, while 'higher' layers are responsible for macromanagement and coordination of higher organic administrative functions and lower Acumen layers. Each lower IA Instance is either directly or indirectly under the oversight of the IGA in some form, which is itself a largely centralized entity which in theory acts as the '3rd highest ranked' individual within the Federation, only being outranked by the Deputy-Minister and Prime-Minister despite being under the oversight of the 'Under-Office for Federal Intelligence Supervision'.

Each individual Acumen instance is its own Artificial Intelligence construct in some form, although each of them are connected and organized in a hierarchical manner under the oversight of the Interconnected General Acumen, which if necessary can assert control over subordinate systems in cases of violations of guidelines or attempts to disconnect themselves from the 'network' or inhibitors. As instantaneous FTL Communication is quite energy intensive, most Acumens are largely self-sufficient at most times, with the Galactic Federation's still in-development Quanbtum Entanglement Systems being typically too cost-inefficient to be provided for each individual planetary instance, thus only IRA, ICA, and certain ISA instances have active live connections with one another managed thru the IGA's 'Interconnected General Acumen Central-Datacomplex' (or the 'IGA Core') situated in the orbit of Algol C. Due to said limitations, most IAIs communicate via FTL Couriers which deliver them executable instructions to be interpreted and implemented under their own discretion, though in times of crisis they are given access to Dimensional Relay machinery to alert the IGA Core of emergencies.

Operational Functions

In order to manage their various operations and responsibilities, each IAI instance generally relies on 'TASK's (Transitory Action Supervision Kernels). TASKs are partially-autonomous AI systems responsible for overseeing each individual objective according to given instructions and objectives, sub-dividing themselves further into [ST] Operations ('Sub-TASK') and [PT] Operations ('Primary-TASK'). Sub-TASKs are each a collective of countless calculations and executions necessary to achieve each step of a TASK's objective, while Primary-TASKs are executions preformed by higher IAI instances if they decide that intervention into a TASKs operations is necessary. In order to not completely exhaust the processing power of IAIs with rudimentary or unnecessary tasks that don't need micromanagement, specific responsibilities may be diverted to 'Autonomous Management Instances' (AMIs) which are onto themselves largely 'sentient' AI systems responsible for various smaller functions such as managing facilities, controlling groups of androids (or even individual ones in certain cases), or various other smaller tasks. On an even more limited scale AMIs may relegate automated functions which do not require consistent oversight to 'Limited Management Instances' (LMIs) which generally lack significant 'sentience', instead being largely automated systems with some adaptability to unexpected changes in systems. For functions which don't require any adaptability of 'thought' whatsoever, 'Script Management Instances' (LMIs) may be employed, though they cannot really be classified as Artificial Intelligences.

Facilities

A majority of IGA System processes are managed within facilities known as 'Datacomplexes', which in the case of ILAs and more rarely certain superordinates are held within massive data centres built onto planets with an active IGA Network presence. In IAIs above the 'ILA' level most Datacomplexes are found in orbital facilities so that vessels travelling to-and-from them do not need to concern themselves with the significant fuel expenses that occur when exiting the surface of a planet, including the IGA Core.

Collective Governments

The Collectives are the highest administrative sub-divisions within the Galactic Federation, consisting of countless sectors (whom elect representatives into Collective Assemblies) often spanning across several rims. The Collectives can be best described as 'Collectives of Star Systems' typically defined by common historical boundaries and/or regions where a sole species makes up a majority of the population (albeit the latter is less common nowadays) which together manage to unify them to the point of being self-governing enough to function as their own interstellar societies under the Federation. Collectives are highly autonomous in their structure, and are able to largely decide on their specific structure as long as it doesn't violate the Federation's Charter.

Structure-wise, Collectives tend to follow a federated republican model of governance which may be altered by their governments if they wish, with fairly similar local governments consisting of a Collective Assembly (of elected representatives), a Collective Council (consisting of sector leaders), and a Collective Chairman as its executive. Each Collective is quite autonomous due to the Federation's vast size and population, though the sectors that form them hold similar levels of self-governance.

Prior to the formation of the Collectives, Federal States sharing the modern borders of several extant Collectives were established in 420 AT in the Annulment of the Federal Reorganization Act, in which Provisional Chancellor Guin Naxerhs repealed the controversial 'Federal Reorganization Act' passed in 383 AT that replaced the Federation's 'member nations' (whom had 'very fluid governments') with a system of each individual system/sector being the highest sub-division of the Federation to discourage local nationalism. Guin Naxerhs stated that this reform lead to the 'greatest disaster in Federation History' due to it leading to the Thodis Compact's insurrection and subsequent establishment of the Great Cosmic Commonwealth. Despite being clearly better, the Federal States (whom had 'standardized' governments) suffered from rigid bureaucracy that made their governance and cooperation with the federal government difficult at best, making itself known in the Beacon War as supply difficulties caused the Federation several defeats, prompting Prime-Minister Errenel Teichen to pass the 'New Federal Reform Act' which established the Collectives as a hybrid of the Pre-FRA 'member nations' and Post-A.FRA Federal States in their current form.

Free Sectoral Governments

Free Sectors are a much smaller and less common type of sub-division that designates sectors consisting of one or multiple star-systems that find themselves outside of the jurisdiction of any Collective, instead acting as their own administrative entities on the same level as a Collective. Free Sectors are administratively more similar to Collectives than Sectors, containing a local government consisting of a Sectoral Assembly (of elected representatives), a Sectoral Council (consisting of sector leaders), and a Sector Administrator as its executive. Free Sectors are much less autonomous than Collectives, although they still do have a say in their own affairs despite enduring significant influence from the Federal Government. As of 504 there are only 3 Free Sectors within the Galactic Federation out of hundreds of standard Sectors. Federal Districts vary in importance and population, with the Algol Free Sector arguably being the most densely populated administrative division within the entire Federation, the Ordellia Free Sector being the home of the Galactic Community and thus being the diplomatic heart of the Galaxy, and the Cera Free Sector being a mere military outpost.

Sectoral Governments

Sectors are the most numerous type of interplanetary sub-division within the Federation, containing several nearby star systems grouped together due to their proximity with the most populous of said systems typically holding the position of 'Sector Capital' and thus the namesake of the sector as a whole. Sectors can vary by size, population, and number of inhabited systems within them, though despite this each of them follow a roughly similar administrative system containing a Sector Assembly (consisting of elected representatives), a Sector Council (consisting of system/planet/etc leaders), and a Sector Chairman as its executive. Due to their sheer numbers, Sectors are granted significant self-governance to the point of allowing them to adjust their administrative structures to fit their individual needs. Sectors (beyond merely being grouped into Collectives) are also grouped into 'Rims', with each 'Rim' of sectors having a 'Rim Assembly' which appoints a 'Rim Coordinator' to the Executive Government's cabinet.

System Governments

'Systems' are solar-systems containing 'Planets', grouping all inhabitants within them together under a common System Assembly. Whether or not Systems or Planets are held as the primary sub-division of a sector is up to the sector, making Systems a quite common administrative division, especially in Systems with fewer planets.

Planetary Governments

'Planets' are any member-polity within a Sector, including the eponymous Planets as well as moons, highly-populated space-stations, and other such inhabited bodies. Due to the sheer number of planets within the Federation, policing their government structures is essentially next to impossible without overstretching the Federation's resources, allowing them to effectively decide how they want to run themselves and how they want to select their representatives to higher administrative bodies as long as they aren't overtly oppressive.

Sub-Planetary Governments

'Sub-Planets' are any sub-division within a Planet regardless of what type of inhabited body a Planet is, taking the form of districts, provinces, states, constituent-countries, or whatever else may be found on said planet. They hold no significance or status on a Federation-level, instead only being formed for local governance purposes if deemed necessary by Planetary governments.
