Due to the vast scale of the Federation direct elections are difficult to organize, forcing the Federation to allow individual systems and sectors to choose their representatives to the assembly in whichever method they deem most convenient, though the Collectives themselves have a much more streamlined system in which each sector sends delegates to vote for a representative. This institution was preceded by the much weaker Galactic Senate which was largely under the thumb of the position of 'Chancellor', this system was abolished due to largescale demands for democratization in 455 CE.
The Galactic Federation's highest seat is that of the Prime Minister, a largely ceremonial role which functions as both Head of State, Head of Government and Commander-in-Chief. Unlike many other civilisations, the Prime Minister is typically fairly uninvolved with day-to-day governance, with such tasks instead being relegated to the Assembly. In order to complete these tasks either Assembly may form a committee to be responsible for a specific function, with established committees being the likes of the Defence Committee and the Artificial Intelligence Committee.

Collective Governments
The Collectives are the highest administrative sub-divisions within the Galactic Federation, consisting of countless sectors (whom elect representatives into Collective Assemblies) often spanning across several rims. The Collectives can be best described as 'Collectives of Star Systems' joined together by common heritage and historical boundaries which together manage to unify them to the point of being self-governing enough to function as their own interstellar societies under the Federation. Collectives are highly autoonomous in their structure, and are able to largely decide on their specific structure as long as it doesn't violate the Federation's Charter.
Prior to the formation of the Collectives, Federal States sharing their modern borders were established in 420 AT in the Annulment of the Federal Reorganization Act, in which Provisional Chancellor Guin Naxerhs repealed the controversial 'Federal Reorganization Act' passed in 383 AT that replaced the Federation's 'member nations' with a system of each individual system/sector being the highest sub-division of the Federation to discourage local nationalism. Guin Naxerhs stated that this reform lead to the 'greatest disaster in Federation History' due to it leading to the Thodis Compact's insurrection and subsequent establishment of the Great Cosmic Commonwealth. Despite being clearly better, the Federal States suffered from rigid bureaucracy that made their governance and cooperation with the federal government difficult at best, making itself known in the Beacon War as supply difficulties caused the Federation several defeats, prompting Prime-Minister Errenel Teichen to pass the 'New Federal Reform Act' which established the Collectives as a hybrid of the Pre-FRA 'member nations' and Post-A.FRA Federal States in their current form.
The member-nations had very fluid governments, the federal-states had fixed governments, while the Collectives have malleable governments, that being a federated republican model which may be modified by their governments if they wish, with fairly similar local governments consisting of a Collective Assembly (of elected representatives), a Collective Council (consisting of sector leaders), and a Collective Chairman as its executive. Each Federal State is quite autonomous due to the Federation's vast size and population, though the sectors that form them hold similar levels of self-governance.

Free Sectoral Governments
Free Sectors are a much smaller and less common type of sub-division that designates sectors consisting of one or multiple star-systems that find themselves outside of the jurisdiction of any Collective, instead acting as their own administrative entities on the same level as a Collective. Free Sectors are administratively more similar to Collectives than Sectors, containing a local government consisting of a Sectoral Assembly (of elected representatives), a Sectoral Council (consisting of sector leaders), and a Sector Administrator as its executive. Free Sectors are much less autonomous than Collectives, although they still do have a say in their own affairs despite enduring significant influence from the Federal Government. As of 483 there are only 2 Free Sectors remaining following the dissolution of the Sollus District in the Sollus District Dissolution Act. Federal Districts vary in importance and population, with the Algol District arguably being the most densely populated administrative division within the entire Federation and the Cera District being a mere military outpost.

Sectoral Governments
Sectors are the most numerous type of interplanetary sub-division within the Federation, containing several nearby star systems grouped together due to their proximity with the most populous of said systems typically holding the position of 'Sector Capital' and thus the namesake of the sector as a whole. Sectors can vary by size, population, and number of inhabited systems within them, though despite this each of them follow a roughly similar administrative system containing a Sector Assembly (consisting of elected representatives), a Sector Council (consisting of system/planet/etc leaders), and a Sector Chairman as its executive. Due to their sheer numbers, Sectors are granted significant self-governance to the point of allowing them to adjust their administrative structures to fit their individual needs.
System Governments
'Systems' are solar-systems containing 'Planets', grouping all inhabitants within them together under a common System Assembly. Whether or not Systems or Planets are held as the primary sub-division of a sector is up to the sector, making Systems a quite common administrative division, especially in Systems with fewer planets.
Planetary Governments
'Planets' are any member-polity within a Sector, including the eponymous Planets as well as moons, highly-populated space-stations, and other such inhabited bodies. Due to the sheer number of planets within the Federation, policing their government structures is essentially next to impossible without overstretching the Federation's resources, allowing them to effectively decide how they want to run themselves and how they want to select their representatives to higher administrative bodies as long as they aren't overtly oppressive.
Sub-Planetary Governments
'Sub-Planets' are any sub-division within a Planet regardless of what type of inhabited body a Planet is, taking the form of districts, provinces, states, constituent-countries, or whatever else may be found on said planet. They hold no significance or status on a Federation-level, instead only being formed if a planet wishes to.
