The Yatan-Theian Accord is a collective of numerous planets (largely) found to the south of the Galactic Centre centred around the Human homeworld(s) of Yata and Theia in the Alpha Sol System, home of the Accord's capital in Unity Station. While the Accord was initially founded as a unified governing body for the Human species, the Accord is nowadays home to various other species which have joined the Accord over its history. Much of the Accord is designated as 'Federalized Territories', a region home to numerous autonomous star systems and planets with the authority to decide for themselves how they wish to administer themselves as long as they respect Accord law, while significant portions of its territories (typically on the fringes) operate as 'Associated Sectors' governed by autonomous governments ('Member States') which act as their own interplanetary governments while still being de jure under the Accord's purview. Ever since its initial establishment in 310 CE, the Accord has largely operated as a relatively loose confederation that fosters for collective defence, technoscientific research, resource/knowledge exchange, and economic growth, which has still continued even after the Second Concordance in 495 CE allowed for the Accord to directly begin governing planets for the first time in centuries.
Despite planets like Yata or Theia seemingly like good options, the Accord uniquely hosts its capital on "Unity Station", a massive space-station orbiting in one of the Alpha Sol System's lagrange points, hosting the Presidential Office, Accord Parliament, Accord Court of Justice, and other government institutions onboard. Yata's and Theia's populations are quite spread out, hosting cities such as Alice Springs, Almatsk, Alsavaeid City, Argentina City, Emiro, Magansville, Minshu, Mumbai, Mylonagrad, New Senkai City, New Sizzle, New Warsaw, Northport, Nuelo, Trentonia, Tritoniyagrad, Umoja, Xining, and Yetia City as their major population centres, while most of the Accord's other planets (beyond certain exceptions such as Altair-3) have much more centralized population centres, typically only hosting a few major primate cities. Beyond the Accord's own territory, it participates in significant cooperation with various neighbouring civilizations thru the Galactic Community, of which the Accord is a key member.
History

The Yatan-Theian Federation's colony worlds began developing an increasingly cosmopolitan culture which contrasted with Alpha Sol's fragmented regional nationalism, leading to a series of calls for reform to gradually begin emerging. Once the PDU won re-election it tried to begin embracing the colonies' 'Cohesivist' philosophy in opposition to the 'Decentralists', leading to instability as attempts at implementing this were unsuccessful which allowed the outer regions to begin calling for increased autonomy over the negligence. Angered by the PDU's failures, the people of the Federation elected a government under the F&T Coalition, who tried to mend the issue by implementing a series of unpopular privatization initiatives and 'patriotic' cultural programs, leading to a series of crippling strikes. With their government becoming increasingly unpopular, a group of IWP-aligned terrorists launched a bombing during a state visit to Baghdad which ended up killing President Landon Whitley and Prime-Minister Mehri Valiyeva, putting the Federation under the control of Parliament Speaker Xavier Padrón as acting president. Angered by a lack of elected rulers, riots forced Xavier to hold snap elections which concluded in a deadlock thanks to a surge in popularity of the IWP, leading to President-Elect Mireille Lucroy winning with only 38% of a vote while the Parliament kept failing to appoint a prime-minister, leading to Mireille being assassinated in Mylonagrad before even being inaugurated. Having its leaders assassinated twice within mere months, the Department of Defence and Security stepped into maintain order and prevent another fall to authoritarianism, leading to General Dan Theusing becoming the leader of the 'Government of International Salvation'. With the Federation in a hopeless death spiral towards collapse, Dan Theusing proposed a plan to fully integrate the Federation into the Yatan-Theian Accord into allow the Accord to finally begin moving away from being a loose supranational confederation, which managed to just barely pass in the Accord's legislatures as massive restructurings were undertaken in the Second Concordance, which integrated the Federation as the 'Federalized Territories' of the Accord divided into sectors, systems, and planets each with their own government able to do as they pleased as long as it didn't infringe upon Accord Law within one unified Interplanetary Assembly with representatives from the newly Federalized worlds, the CIS, and the Technate of Altair.
The Accord obviously had quite a few issues on its plate, as insurgent groups such as the International Popular Movement and Reorganized Rationalist Forces began to emerge out of the chaos while the sole successful uprising occurred which lead to the Third Confederation of Kauria seceding while all of the newly Federalized planets were placed under provisional governments until locally accepted governments could emerge after necessary Accord-wide reforms such as monetary reform, Unity Station renovations, and new Sectors could be born. Representative Eva Telun was appointed as Acting-President and Representative Meńsã́ Affu was appointed as Acting-Premier, with these 2 positions soon being institutionalized as indefinite until they were recalled by a vote of either of the two new Parliamentary assemblies which were formed as a result of the restructurings. The external situation wasn't great either, as the Union of Interstellar Collectives moved into its previous DMZ with the YTF, the Hegemony of Sczielska broke off from its protectorate status, and a Rogue YTF fleet launched a coup in the Hunyan Protectorate in opposition to the Accord.
After a few difficult years where the Accord's borders were filled with enemies and the internal situation was tenuous, the Accord largely managed to restabilise itself as the planets now under its purview set up permanent governments. This peace did not last long though, as in 499 CE a large number of YNF assets were found to be operating in the Hunyan Protectorate and slipping into Accord territory thru fringe Voidspace routes, escalating into a full-scale crisis as a pre-emptive CIS attack awakened the YNF forces to attack, sweeping into Accord Territory as deep as the Asteroid Belt of the Alpha Sol System (Which lead to the annexation of the Empire of Yata) as small insurgencies such as the Reorganized Rationalist Forces joined their ranks. After a hard battle, most YNF forces were eventually kicked out, only for the rogue Second Blarg Republic to grant them refuge which allowed them to launch a second offensive into Accord Space, culminating in the Battle of Proxima Centauri, where Accord & CIS agents based on Proxima Centauri C boarded the YNF Flagship 'NFC Retribution' and successfully captured the YNF's leadership, shattering their war effort as the final 20 thousand YNF soldiers at the Battle of New Umoja fled into Blarg space once more, where they were folded into a 'exiled anti-accord Human government' backed by the Blargs. This situation would soon lead to another conflict as the Galactic Community ended up launching a pre-emptive strike on the increasingly antagonistic Concordat of Sovereign Civilizations lead by the Blargs. While the Blargs initially put up a fairly impressive fight, they were soon overwhelmed by the sheer number of enemies and forced to capitulate, leading to the Pro-GalCom Third Blarg Republic coming to power in most of the region. Free from ongoing conflicts, a few years later the Accord launched an intervention against Mei'ra due to its sapient rights violations, leading to the facility being put under Accord and local Yatan oversight.
What followed was a couple years of relative peace and stability, with occasional minor Assembly votes occurring. The most notable event during this peaceful period was a vote which saw the Accord government directly involve itself in the SDS-UOI Conflict, threatening to fully join the conflict to stamp down on the SDS Foundation if it didn't accept an ultimatum which put it under investigation for its Sapient Rights abuses, empowered its Ethics Committee (which now had Accord advisors), and placed it under partial Accord direction for the most part, which the SDS accepted in order to allow their operations in Accord Space to resume without constant clashes. Everything was going well until the Galactic Community ripped itself apart as slowly rising tensions with the expansionist Galactic Federation (who had integrated several other members of the Galactic Community) lead to the 'Great Galactic War', where the Accord and its constituents rallied with the Community to bring down the Federation, managing to secure a limited victory after a devastating conflict, leading to some instability in the Accord due to dissatisfaction with the lack of a total victory and lacking antagonism.
Government and Politics
The Yatan-Theian Accord operates as a semi-confederal parliamentary republic, meaning that administrative responsibilities are largely relegated to (federalized) Planetary Governments and Member States, while more all-encompassing tasks such as foreign policy, collective defence, and economic ventures involving multiple planets. From 310 to 335 the Accord operated under the 'Oligarchic Era' where it was administered by a non-elected council responsible for managing its territory, which was followed by the stagnant 'Hybrid Regime' from 335 to 354 where the Accord was run by a council of appointed figures from its member-states which concluded once the Democratization act initiated the 'Democratic Era', which operated as a bicameral semi-presidential democracy with an Accord President and two Accord Consuls which lasted until 495 CE. Most territories under the Accord (which were previously numerous member-states) had largely consolidated under the "Yatan-Theian Federation", which suffered a massive crisis in 495 after years of stagnation in which several major assassinations occurred at the same time as a major electoral deadlock in an unpopular snap-election, leading to the emergency government which seized power deciding to find a way out of the crisis by signing the Second Concordance, integrating all of its territories as what is now known as the Federalized Territories of the Accord.
While the Accord may be de jure be a representative democracy where each region has a chance to elect a representative to a higher office, the Accord's sheer scale as an interstellar civilization makes managing such a society quite difficult, therefore each inhabited planet only gets one seat within the Interplanetary Assembly and each sector only gets one seat in the Sectoral Assembly, which all to be selected via whatever means they individually deem necessary or most convenient, leading to representatives within the Accord government being able to represent themselves by holding general elections, legislative votes, or in some cases even rare direct appointments by planetary governments isn't exactly unheard of among the Accord's member planets even if it is frowned down upon.
Executive Government
The Executive Government of the Yatan-Theian Accord is headed by the President of the Yatan-Theian Accord, who acts as the head of state of the entire confederation. The presidency, which is currently headed by Eva Telun, is appointed by the Sectoral Assembly to act as a non-partisan figurehead capable of directing and unifying the Accord towards common goals. Other figures within the Executive Government include the likes of advisors, heads of Divisions and specialized agencies (which exist within the Executive), and the Cabinet.
Accord Parliament
The Accord Parliament is the Yatan-Theian Accord's primary legislative body, operating under a bicameral system where the 'Sectoral Assembly' acts as the upper house representing each sector, while the 'Interplanetary Assembly' represents each inhabited planetary body (or equivalent). Each 'member of parliament' regardless of if they represent a Sector or a Planet is referred to as a 'representative', with a total of 177 representatives being granted a seat in each assembly where they are tasked with passing legislation, approving budgets, and enacting laws throughout the Accord. While each polity may appoint their representatives however they please, the most notable strict rule is that heads of state or government are banned from also being representatives in the Accord Parliament. Notably, there is typically one vacant seat within the Sectoral Assembly and 9 vacant seats within the Interplanetary Assembly which are all assigned to regions under the Member-State of the Danor Republic, which is effectively independent in all but name thanks to being so far away from the rest of the Accord, making ferrying over its representatives more trouble than its worth.
The Sectoral Assembly currently consists of 26 representatives that represent all of the Accord's sectors, including both Federalized and Associated Sectors which all convene in the left chamber of Unity Station's legislative dome. Each individual sector has a number of representatives from each inhabited body in their own Sector Parliaments, which together appoint a representative to the Sectoral Assembly in order to represent their issues. The Sectoral Assembly's primary functions are to review and approve/deny laws from the Interplanetary Assembly and the appointment of the President, who may be recalled by the Sectoral Assembly if they deem them to not be capable of managing the position. The Sectoral Assembly, thanks to its small size, is largely devoid of political parties which has allowed it to act as a largely non-partisan body unlike its lower counterpart.
The Interplanetary Assembly currently consists of 153 representatives which represent every inhabited planet, moon, and major space-station cluster within the Accord which all convene in the right chamber of Unity Station's legislative dome. Each of the representatives are appointed by their own planetary governments via whatever means they deem necessary in order to grant them their own autonomy in decision-making and due to the logistical difficulty of enforcing strict uniformity across the vast distances of space. Each planet only has one representative, which may be either elected via planetary general elections, parliamentary votes, or even direct appointments without any democratic involvement. Each representative may serve in their position until they are recalled by their planetary government to be replaced by a new representative. The primary tasks of the Interplanetary Assembly typically involve drafting laws, treaties, and fostering interplanetary cooperation. Among the Interplanetary Assembly's more important yet rare responsibilities is together electing the Premier (head of government) from among their ranks[2], who is to hold the position until the Assembly decides to recall them from their position and elect a new representative.
Political Parties
The Interplanetary Assembly functions under a fairly typical system of representative democracy even if it doesn't represent population counts very clearly, allowing various political parties from across the political spectrum to take hold among the Assembly. While hundreds of different parties hold seats within Planetary Governments, all of these numerous parties are together joined into 6 'coalitions' within the Interplanetary Parliament itself in order to reflect their collective interests. Most hard-line communist or more dissident socialist parties are joined into the 'International Worker's Parties' coalition, various Technocratic and other non-partisan parties are joined into the 'Non-Partisan Development Coalition', most moderate left-leaning parties are joined into the 'People's Democratic Union', various liberal and moderate parties are joined into the 'Liberal Democratic Alliance', most separatist parties wishing to form their own wholly sovereign states are joined into the 'Interplanetary Separatist Alliance', most parties focused on traditionalism and right-leaning patriotism are joined into the 'Patriots of Tradition' coalition, and the few legal parties that dedicate themselves to ultranationalism and 'Human Interests' are joined into the National Vitality Front (Albeit their legality is questionable at best). Several parties also operate beyond any coalition due to typically being too extreme or controversial to be accepted into any coalition and being too few in numbers or too polarised as to establish coalitions of their own, leading to them being classified as 'Independent Representatives'. Many Planetary parties are themselves not wholly unified entities (though many of course are, especially among less-populated worlds) and are instead coalitions onto themselves consisting of various local parties.

Accord Court of Justice
The Accord Court of Justice is the highest judicial body within the Accord, being responsible for presiding over constitutional matters, handling disputes between various local governments ranging from Regional Governments to Member States, cases violating Federal Law, and other issues effecting the entire Accord. The ACJ enforces its rulings via the 'Justice and Corrections Division', a Division under their oversight.
Government Divisions
In order to properly manage all of its functions, the government of the Yatan-Theian Accord is divided into numerous 'Divisions' coordinated by the Executive Government's "Division Administrative Committee". Each Division is responsible for managing specific tasks, which are often further relegated onto Sub-Divisions in order to manage more specific tasks.
Economics and Finances Division
The Economics and Finances Division is the Division of the Accord's government responsible for overseeing the Accord's various economic ventures and finances, granting it power over public works, welfare spending, most state-owned companies (except for those better suited to be under other Divisions), international donaids and aid programs, trade deals, finances, printing money, debt monetization, monetary policy, and even managing the funding of all other Divisions. Thanks to its importance in handling the day-to-day functions of the entire Accord, it is among the most influential and powerful divisions within the entire government
Communications Sub-Division
The Communications Sub-Division is a facet of the EFD responsible for managing various companies and projects involving communication networks. Companies managed by the CSD include the likes of;
- Intracom Management Commission: A governing body responsible for the management and upkeep of the Accord's "Intracom Network", the interstellar communications system connecting all planets within the Accord. This network allows for FTL Communication in some regions, while other regions automatically allow access to all internet content from other systems once the data arrives (though this makes things such as live-streaming impossible).
Independent Health Sub-Division
The Independent Health Sub-Division is a facet of the EFD responsible for managing various healthcare-related companies and organizations that aren't run by either the Accord government or any planetary/regional governments. Entities managed by the IHSD include the likes of;
- International Health Organization: A coordinating authority that mandates general medical/sanitary safety guidelines and disease control within the Accord, providing medical and technical assistance to all healthcare institutions operating under its purview in order to keep the world safe from diseases ranging from sporadic outbreaks to planet-spanning epidemics.
- International Parahealth Institute: A international 'anomalous disease' curing agency that operates under the purview of the IHO in order to deal with more unusual ailments such as Hemovorism, Infectious Curses, Lycanthropy, Memetic Pathogens, Psychic Parasites, Sleeping Sickness, and other such threats. Beyond merely being a 'member' of the IHO, it is also a member of the United Occult Initiative's Occult Council.
Infrastructure Sub-Division
The Infrastructure Sub-Division is a facet of the EFD responsible for managing investments towards infrastructure projects, coordinating new projects, managing state-owned infrastructure companies, and coordinating other state-directed infrastructure-related agencies. Companies managed by the ISD include the likes of the;
- Airlink: A major public transportation company in the Republic of Tritonia.
- Association of Intersolar Stations: A forum to foster cooperation and financial/economic agreements among the various space stations within the Alpha Sol System, collectively referred to as the "Interplanetary Network". The AIS was first established by "YSC Sanxing Station", a major Yatan spacestation operating Alpha Sol between Theia and Mars.
- Centre-Seine Mobilités: Responsible for public transportation in the Republic of Yetia's Centre-Seine Province.
Political Organizations Sub-Division
The Political Organizations Sub-Division is a facet of the EFD responsible for managing and funding various political organizations in order to ensure their operations. The POSD manages organizations such as the;
- International Techno-Expressive Network: The largest organization behind the Techno-Expressionist movement, advocating for a synthesis of libertarian socialism, left-accelerationism, and transhumanism.
- Most political parties within the Interplanetary Assembly.
Spacefaring Organizations Sub-Division
The Spacefaring Organizations Sub-Division is a facet of the EFD responsible for coordinating the efforts of various spacefaring companies within the Accord in order to ensure the continued functionality of its logistics system. Unlike most EFD Sub-Divisions, it doesn't generally manage any state-owned companies as it instead largely coordinates private-entities to more in like with Accord projects. Organizations that are represented in the SOSD include the likes of the;
- Accord Shipyards: A major Spacecraft Manufacturing company often contracted by the Accord for its bulk-production
- CIS Department of Defense: The military forces of the Commonwealth of Independent Systems.
- Concordance Spacetech: A major Spacecraft Manufacturing company often contracted by the Accord for its quality-over-quantity focus.
- Galactic Observation Society: A organization dedicated to space exploration and safeguarding Humanity from threats.
- Narakamian Stellar Group: A major Spacecraft Manufacturing company often contracted by the Accord for its
- Secure Defend Subjugate Foundation: The largest non state-backed Anomalous Research/Containment organization. They are formal members, but largely do not participate in meetings due to safety concerns.
- The Stargazer's Church: The largest communion of the alien Hyacinthan Faith that operates among Human followers of the religion-
- Theia City Shipyards: The largest spacecraft manufacturing and docking site in Theia's orbit
- United Occult Initiative: A coalition of various organizations involved in Anomalous Research/Containment under the Scientific Research Division of the Accord.
Education and Culture Division
The Education and Culture Division is the division of the Accord's government responsible for budgeting and managing its various education services such as schools, universities, military academies, and other such facilities alongside maintaining various cultural sites such as museums and art galleries, which in turn organize various 'cultural events' and festivals in major cities. It additionally manages the Accord's historical records.
Foreign Affairs Division
The Foreign Affairs Division is the division of the Accord's government responsible for handling all kinds of official governmental contact with foreign governments such as upholding and verifying treaties, diplomatic mediation, and other international communications/agreements. Therefore, the FAD is responsible for recruiting and handling the Accord's diplomats and ambassadors. A notable task that the FAD is responsible for managing is the Accord's representatives in the Galactic Community, of which it is a founding member.
Healthcare Division
The Healthcare Division is the division of the Accord's government responsible for overseeing various publicly owned hospitals, clinics, and other such services while also managing the funds for said services as well as handling donations for private clinics and other international services.
Interplanetary Defence and Security Division
The Interplanetary Defence and Security Division is the Division of the Accord's Government which acts as the administrative body responsible for the collective defence of the Accord from external threats as well as managing all necessary offensive operations and maintaining internal security. The IDSD is the central command structure responsible for coordinating the Accord Military, which is further subdivided into a number of various smaller sub-divisions hosted in the lower sections of Unity Station whom together coordinate the entirety of the Accord's military arsenal. Beyond merely coordinating and managing the Military, the IDSD is also responsible for tasks such as strategic planning towards future threats, assembling collaborators among hostile governments, and identifying threats before they may emerge. While there are many other smaller entities, the 4 main Sub-Divisions within the Military are the;

Accord Armed Forces
The Accord Armed Forces is the ground-based branch of the Military, making use of highly trained soldiers, mechanized vehicles, walkers, armoured units, and special forces in order to achieve its operations. The Accord classifies each of its spacecrafts into the following 'classes';
- Escorts are lighter warships designed for patrol duty and logistics that tend to not be designed to take on anything their size (generally under 400 meters long) or bigger, preferring to retreat from such battles.
- Armed Freighters are Escort-sized vessels whose primary function is to transport supplies from place-to-place in order to maintain other operations, thus they tend to be relatively lightly armed and quite small in size.

- United Occult Initiative: A coalition of various 'paranormal organizations' that operate under the purview of the Accord in order to research, contain and sometimes destroy dangerous anomalous objects, entities and phenomena while also securing, defending and re-habilitating safe & sapient anomalies. Thanks to its involvement in such fields, it has developed very advanced technologies in order to defend sapient life from the "parathreats" it uncovers, so any dangers may be responded to with any force necessary.

Economy
The Yatan-Theian Accord is largely involved with the economic structures present within its territory, allowing planets to themselves decide which economic system they would like to implement. Within state-run territories and properties such as Unity Station and Unity Commerce the Accord tends to operate under a form of regulated capitalism or even state capitalism in which they allow a open market to operate while retaining the power to intervene within it if necessary. Demographics and Culture

Planets without any presence whatsoever, not even occasional transitional operations or a non-civilian base, are not represented as Directorates and are left to their own devices under the purview of the nearest inhabited world.

- Danor Republic: A small yet distant military dictatorship occupying former colonies of the Yetian National Front organized into 1 sector in order to pursue 'De-YNFification' policies on the Accord's behal. Danor is nominally considered Accord territory despite being so distant that the Accord has effectively no influence over it, and Danor itself is usually incapable of sending any of representatives to either Assembly.
- Technate of Altair: A technocratic collective of star systems centred around the planet of Altair-3 which operates under a uniquely state-directed technocratic model, being by far the most centralized of the Member States. Despite being much smaller with only 2 collectives to its name, the Technate is actually more populous than the CIS, even more uniquely being the sole Member State to have a non-Human majority as it is largely populated by Altairans instead.
- Associated Sectors: A title utilised by the Accord to represent the sectors located within Non-Federalized territories, leaving them largely outside of the Accord's direct control beyond still electing a representative to the Sectoral Assembly. Member States may not necessarily follow the Accord set boundaries for their sectors as they are granted the right to assign their own.
- Associated Systems/Planets: A title used by the Accord to represent the inhabited systems and planets located within Non-Federalized territories, leaving them outside of the Accord's direct control beyond still electing a representative to the Interplanetary Assembly. Unlike regular Planetary Governments, they are not typically granted nearly the same level of autonomy as each Member State is far more centralized than the Accord's Federalized Territories are.
- (Other Subdivisions): The only two 'designated' sub-divisions of Member States created by the Accord are Associated Sectors and Associated Systems/Planets so that they may be represented in its Parliament akin to any Federalized Sector or Planet, though beyond this it has no say over how Member States decide to divide themselves administratively and thus all other 'types' are not included.

Member States may not necessarily follow the Accord set boundaries for their sectors as they are granted the right to assign their own.
- Federalized Territories: All regions within the Accord which are not administered by 'Member States' are considered 'Federalized Territories', leaving the Accord's government as the only governing body above them. Federalized Territories are in the simplest form organized into Planetary Governments which may govern themselves however they please and Sectoral Governments which represent the collective interests of numerous proximate inhabited planets across vaster regions of space.
