The Confederation of Sovereign Societies, often simply known as the Galactic Confederation, is a confederation of 15 interstellar societies inhabited by more than 17 distinct sapient species joined together in order to foster collective defence, economic/diplomatic coordination, free travel, and a unified foreign policy after previously being unified under the Galactic Federation and its briefl successor-states following its collapse. Each of the Collectives (member societies) within the Galactic Confederation hold extensive self-governance and sovereignty, with only limited duties being granted to the Confederal Government. Despite its position as one of (if not the) most populous 'civilization' within the Milky Way Galaxy, the Confederation largely dedicates itself to neutrality (though this doesn't mean they're exactly inactive or passive, just outside of any major power-blocs) when it comes to astropolitics aside from being an observer-state within the Galactic Community. The Confederation was first established in 514 CE as the Second Great Galactic War came to a close, leading to the Galactic Federation fracturing with the northern Collectives breaking away and forming the Confederation (alongside many other breakaway states) in opposition to the oligarchic 'Central Galactic Republic' which took power in what remained of the Federation, though the CGR was soon overthrown by the AI-led Galactic Collective which soon waged war against the Confederation in what came to be known as the 'Galactic Civil War' which eventually concluded in a victory for the Confederation following a conditional surrender of the Collective, allowing the Confederation to extend its rule across much of the former Federation.
The Galactic Confederation's administrative capital is located in the 'Algol System' found along the boundary between the Inner Core and Deep Core, hosting the multi-layered ecumenopolis of Algol in orbit around Algol C, the most distant star within the trinary system. All major government institutions including the Executive Office, the Twin-Assembly Building, the Supreme Galactic Court Building, the Galactic Military Complex, and various others structures are hosted on the surface of Algol, with the surface layer being among the wealthiest plants in the galaxy juxtaposed by the poorer and in some cases even impoverished 'Algol Underworld'. There are various other major planets within the borders of the Federation such as Ekatgija, Vorukt'ja, Guang-xan, Aliuz-Zol, Ordellia (Former capital of the Galactic Community) and various others, as populations of each planet vary wildly from a couple million or even lower up to tens if not hundreds of billions, with Algol being the most populated with its population of ~1 Trillion.
Government and Politics
The Confederation of Sovereign Societies is administratively a Confederated Parliamentary Republic consisting of various autonomous administrative divisions which often operate as their own societies joined together in a decentralized supranational union between one another. The powers and responsibilities of each layer of the Confederation's government are outlined in the 'Charter of the Confederation', a vital document describing each governing body's duties, freedoms, and functions. The Confederation operates as a representative democracy at least on the federal level where each Collective can represent itself in the Supreme Council of the Confederation and each sector can represent itself in the Galactic Assembly, with each of the representatives to each legislative branch either being elected or otherwise appointed to their position by their local government via whatever means they deem necessary (such as direct appointments by local leaders, hereditary roles, etc), as each region of the Confederation is allowed to adopt its own government model which does in fact include democracies but also includes various other forms of government including various authoritarian regimes, planets that voluntarily have decided to be governed by Artificial Intelligences such as the Interconnected General Acumen which operate proxies that act as their representatives, anarchistic or otherwise collectivist regimes, and various other forms of governance.
The Executive Government of the Confederation is headed by the Council-Minister, a role which acts as both head of state, head of government (a role it shares with the Assembly-Minister), and commander-and-chief, which serves alongside their cabinet consisting of various key government figures. The Council-Minister is elected to their position by the Supreme Council of the Confederation to an indefinite term which ends once they either resign or the SCC replaces them in a no-confidence vote, though despite serving as the highest ranking individual within the Confederation the Council-Minister is quite uninvolved with day-to-day governance, instead largely involving themselves with foreign policy, military affairs, and certain Confederation-wide policies as most administrative tasks fall under the jurisdiction of the Legislature.
The Legislative Government of the Confederation is a bicameral body consisting of the Supreme Council of the Confederation which functions as the much more important 'upper house' consisting of one representative from each of the Collectives responsible for reviewing and enacting laws alongside directly advising the Executive and the Galactic Assembly which functions as the less important 'lower house' consisting of one representative from each of the Sectors responsible for drafting and discussing laws. Due to how large the Confederation is, direct democratic elections for these representatives are essentially impossible to organize, thus each system, sector, and collective is allowed to choose their representatives however they deem most convenient (elections, direct appointments, hereditary rule, or AI constructs). The Confederation has two individuals who jointly serve as Head of Government, with the Council-Minister of the Executive serving as the head of the SCC while the Assembly-Minister serves as the head of the Assembly (thus being elected by them). Uniquely, the SCC and Executive lack a 'veto' function to force through or forcefully reject laws, while the Assembly is able to do so with a supermajority (~75%) of support.
The Judicial Government of the Confederation is headed by the 'Supreme Galactic Court', the highest judicial body within the Federation consisting of 21 judges responsible for interpreting laws, enacting rulings, and prosecuting the most serious crimes. Below the Supreme Federal Court, there are various local courts such as the High Collective Courts, High Sectoral Courts, High System Courts, High Planetary Courts, and various more local bodies.
Administrative Departments
In order to more effectively manage the Confederal Government's various duties, the Executive Government operates various 'Administrative Departments' known as 'Offices' each headed by a 'Deputy Minister' responsible for managing the department and for having a seat in the Council-Minister's cabinet after being confirmed by the SCC. Many Departments feature 'Under-Offices' responsible for more specific tasks headed by 'Under-Deputy Ministers'.

- Under-Office for Categorization and Planetary Management: Responsible for reviewing and approving names for planets as well as governing (typically uninhabited) planets which lack a local governing structure. Administratively, uninhabited planets tend to fall under the jurisdiction of the most applicable local government, being governed by a System Government if they exist in a system with another inhabited planet, or a Sector Government if they in a wholly uninhabited system.
- Under-Office for Colonization and Admissions: Responsible for funding and organizing the colonization of new planets as well as approving/denying requests to join the Galactic Confederation after ensuring they fall in line with its values.
- Under-Office for Intelligence Supervision: Responsible for ensuring the loyalty and safety of Artificial-Intelligences appointed to positions which see them governing planets, systems, sectors, or even Collectives in order to make sure that they follow Confederation-wide rulings.
- Under-Office for State Properties: Responsible for running and maintaining various properties owned and utilized by the Confederal Government, such as various offices and space-stations.
- Office for Education and Cultural Services: Responsible for organizing and funding public schooling institutions as well as various cultural events and facilities such as museums, festivals, and councils for minority populations.
- Office for Financial and Industrial Coordination: Responsible for overseeing the Confederation's economic ventures, administering government banks and allocating funding for most other governing bodies as well as managing state-owned companies, state contracts, public works, trade deals, currency printing, and so on in order to act as a 'guiding hand' of the Confederation's economy in order to maintain stability and growth.
- Under-Office for Communications Infrastructure Management: Responsible for coordinating and maintaining most vital communications infrastructure within the Confederation by maintaining its FTL Courier Network, Dimensional Relay channels, and various other important information routes.
- Under-Office for Spacecraft Manufacturing: Responsible for coordinating and maintaining various freighter spacecrafts, transporting important individuals, acquiring spacecrafts for government use from various vendors, managing Spacecraft-related state-owned companies and contracts, directly manufacturing spacecrafts in specialized UOSM-specific shipyards, and much more.
- Under-Office for State Salaries: Responsible for paying out each government worker's salary, allocating funding based on importance and need.
- Under-Office for Transport Infrastructure Management: Responsible for coordinating and maintaining various infrastructure projects and trade routes, preforming various duties such as verifying the functionality of Voidspace Routes, funding planet-side railway/road projects, maintaining various 'rest stops' on planets or space-stations, and much more.
- Office for Healthcare Services: Responsible for overseeing various government/IGA-run healthcare clinics and pharmacies as well as funding them.
- Under-Office for Private Healthcare Funding: Responsible for funding and verifying various privately-owned healthcare institutes where public ones are not available in order to ensure the availability of healthcare services.
- Office for Judicial Enforcement: Responsible for enforcing Confederation laws alongside charter and judicial rulings, as such the OJE is involved with running the Confederation's civilian police forces and maintaining all necessary structures and vessels to achieve their duties such as prisons, police stations, re-habilitation centres, observation posts, and Judicial Fleets (Naval Battle Forces responsible for hunting down criminals).
- Office for Regulations and Standards: Responsible for overseeing various Confederation-wide regulations designed to maintain public health and safety.
- Under-Office for Civil Liberties: Responsible for regulating and enforcing Collective-wide civil rights, freedom of speech, and freedom of assembly laws.
- Under-Office for Pharmaceutical and Nutritional Regulations: Responsible for reviewing and then approving or denying the safety of various food products, pharmaceuticals, dietary supplements, legalised narcotics, vaccines, cosmetics, and veterinary products.
- Under-Office for Technological Regulations: Responsible for overseeing the safety and ethics of various technological innovations such as artificial intelligence, genetic engineering, and surveillance.
- Office for Scientific Matters: Responsible for managing various state-directed scientific and technological advances, managing various scientific institutes and facilities responsible for advancing the Confederation's knowledge-base as well as filing out various patents for both new innovations and reverse-engineered technologies from foreign civilizations.
- Under-Office for Archaeological Research: Responsible for documenting and discovering various archaeological finds on planets to record their histories.
- Under-Office for Biological Research: Responsible for researching various kinds of life-forms, generally consisting of taxonomists, botanists, biologists, and others responsible for researching newly discovered life or intelligences and establishing contact with them. Additionally, the UOBR is also responsible for the research and development of bioweapons as deterrents alongside developing counters against enemy bioweapons.
- Under-Office for Explorative Research: Responsible for the exploration and documentation of uncharted regions of space into the Confederation's knowledge-base, managing various exploration fleets sent out into the unknown regions of space.
- Under-Office for Extradimensional Research: Responsible for managing contact and exploration of various Extradimensional Spaces, ensuring peace where possible and preparing counter-measures when threats arise.
- Under-Office for Military Research: Responsible for the research and development of new military technologies such as warships, equipment, vehicles, and various other weapons for various purposes. They additionally involve the weaponization of various natural forces when possible.
Armed Forces of the Confederation
The Office for Confederal Defence is responsible for managing the Galactic Confederation's military forces and command structure together known as the 'Armed Forces of the Confederation', being divided into several smaller Under-Offices responsible for managing each branch of the military.
The Under-Office for the Defence Forces is responsible for managing the Confederation Military's infantry forces, consisting of 'Infantry Forces' and various specialized 'Special Forces' primarily manned volunteers, exemplary militia soldiers, some war-androids, and Synths. The entirety of the infantry army as a whole is known as the 'Army of the Confederation', which is divided into 'Collective Armies' lead by Marshals, which are divided into 'Sector Armies' lead by High-Generals, which are divided into 'Corps' lead by Generals, which are divided into 'Legions' lead by Low-Generals, which are divided into 'Regiments' lead by High-Commanders, which are divided into 'Battalions' lead by Commanders, which are divided into 'Companies' lead by Low-Commanders, which are divided into 'Companies' lead by Captains, which are divided into 'Platoons' lead by Lieutenants, which are divided into 'Squads' lead by Sergeants as the smallest military forces within the whole Army. Beyond individuals responsible for leading forces, there are several other military titles for officers such as Corporals, Deck Officers, and Supply Officers, and standard units such as Privates and Cadets.
The Under-Office for the Mechanized Forces and Surface Crafts is responsible for managing the Confederation Military's armoured forces, mechanized forces, artillery, seafaring ships, and certain in-atmosphere aircrafts. As such, it is responsible for purchasing or manufacturing, maintaining, and deploying said assets into UODF armies, with the UOMFSC generally only directly housing certain specialist soldiers trained to operate certain more advanced or heavy vehicles that can't be operated with standard training, who still operate under the UODF's command structure.
The Under-Office for the Naval Forces is responsible for managing the Confederation Military's spacecrafts, operating countless such vehicles ranging from small star-fighters to massive vessels and space-stations. The UONF's forces are divided into numerous smaller fleets, with 'Central Forces' responsible for defending each Rim, 'Task Forces' responsible for defending Collectives, 'Battle Forces' responsible for defending individual Sectors, 'Planetary Defence Forces' responsible for defending systems and planets, and 'Squadrons' which tend to operate independently of any attached defence zone. These fleets in times of warfare may be deployed beyond their 'defence zones' to deal with front-line operations and other major battles under the discretion of the UONF directors.
The UONF's ships are classified under various different 'types' defined by their combat role and size, with the main 3 types being 'Escorts', 'Cruisers', and 'Battleships'. The following is a description of said types and several sub-types;
- Escorts are lighter warships designed for patrol duty and logistics that tend to not be designed to take on anything their size (generally under 400 meters long) or bigger, preferring to retreat from such battles.
- Armed Freighters are Escort-sized vessels whose primary function is to transport supplies from place-to-place in order to maintain other operations, thus they tend to be relatively lightly armed and quite small in size.
- Corvettes are fast and manoeuvrable Escort-sized vessels designed to take on multiple smaller vessels rather than engaging more heavily armed crafts. They are often used to defend larger ships or to transport VIPs.
- Cruisers are the most variable and utilised spacecraft type in the Navy, ranging in side from 100 meters to 2000 meters in size. Due to how varied they are, Cruisers are divided into 'Light-', 'Medium-', and 'Heavy-Cruisers' based on their size and power, though they are all generally fairly balanced when it comes to speed, weaponry, and armour. They are designed to be able to engage most ships their size or sometimes larger either independently, in squadrons, or larger fleets in order to project the Confederation's power.
- Frigates are Cruiser-sized vessels designed for escort duty and support, typically sacrificing armour for firepower and speed.
- Destroyers are Cruiser-sized vessels designed to also be capable of leading ground operations, thus they are typically slower.
- Battlecruisers are supersized Cruisers designed to use their much heavier firepower to bully enemy Cruiser-Sized ships without much of a fight, then retreat with their superior speed when a Battleship shows up to destroy them.
- Battleships are the largest (generally 2500+ meters long) and most powerful warships within the Navy, primarily handling ship-to-ship combat. Thanks to their massive size and firepower, they are extremely expensive to operate and thus cannot be available everywhere at once, thus only a limited number of Battleships tend to be fielded at once and only in certain key locations.
- Dreadnoughts are Battleship-sized vessels designed to also be capable of leading or supporting ground operations.
The Under-Office for the Security Forces is responsible for managing the Confederation Military's intelligence gathering, covert operations, military policing. In order to achieve these operations, the UOSF personnel consists of various highly trained operatives and covert (or even cloaked) drones capable of snuffing out internal saboteurs or executing various operations behind enemy lines during both peacetime and wartime, with thousands highly trained spies being ready to be deployed to gather information whenever needed.
Economy
The Galactic Confederation has implemented a system resembling a free market economy on the Confederal level, as the central government rarely directly involves itself in economic matters beyond managing contracts from private entities, though it occasionally employs certain state-capitalist methods when managing certain companies that have been nationalized for Government usage, when it launches interventions against dangerously monopolistic companies, and when the government itself directly funds certain infrastructure and development projects. Most planets, sectors, and sometimes even collectives tend to have more clearly defined economic models, varying from laissez-faire capitalism, to various forms of mixed economics such as state-capitalism or limited socialism, to systems resembling socialism or communism. All internal administrative divisions within the Federation are largely permitted to decide upon their own economic policies, though if they were to swing too far in either direction they may lose benefits from private investors that end up becoming wary of their economic systems.
The Confederal Government largely props itself up with federal taxes and voluntary membership tithes from its administrative divisions, though it may also use its various state-coordinated or owned assets to independently finance certain operations via mining, trade with other civilizations, technological advancements, reparations, or simply encouraging and fostering investments to generate income.
Demographics and Culture
Thanks to its sheer scale and population, the Galactic Confederation generally lacks a single unifying demographic or cultural group on a Confederation-wide scale, though most Sectors and Planets tend to be at least somewhat culturally or demographically unified, though some regions may differ. The largest demographic groups within the Confederation are the "Post-Sollurian" species which primarily (but not exclusively) inhabit the four largest founding-states of the former Galactic Federation, namely the Echetchens of Echqatja, the Khejvans of Khae'ja, the Zolians of Qhal-Zol, and the Khervi of Xan, together forming the basis of 'Galactic Metropolitan Culture'. GMC is the closest thing to a unifying culture within the Confederation, being the predominant cultural group on various very mixed planets such as Algol and various other planets such as Ordellia and other significantly populated worlds as well as regions where a unifying native culture isn't present. GMC tends to be quite egalitarian and collectivist in nature while still fostering competition, as many prefer living in large communal or apartment-like structures where cooperation between nearby individuals is expected while still holding onto a ideal of 'individualism' and achieving personal success.
Many of the Confederation's citizens often also follow a religious system of some kind (despite ~72% of the Collective being atheistic or agnostic). While there are likely thousands of distinct belief systems, 3 of the most notable ones include the 'Galactic Civic Religion', the 'Order of Holy Sollus', and 'Hyacinthan Faith'. The Civic Religion is a very decentralized religious association without any specifically mandated religious beliefs, instead operating open spaces for religious individuals to express their beliefs in unity, though the closest thing to a 'church doctrine' they possess resembles some form of Deism. The Order of Holy Sollus is a controversial monotheistic religion venerating the descendants of the extinct Sollurian species as spiritually guided and protected by their primary deity known as the 'Angel of Sollus', which is incorporated into their fairly xenophobic worldview in which non-Sollurian descended species are seen as untrustworthy or even threats, prompting significant crackdowns against their churches and associations by the Collective's government (which has in turn made OHS members quite vocal supporters of a 'anti-IGA revolution'). The Hyacinthan Faith is a much more centralized religion centred around a collective of multiversal universal protector deities known as the 'Seraphocosm', with all but one of them having supposedly passed which necessitates blood-letting rituals known as Aimacos to maintain the life of the final 'Rakhou-cosm', a key figure within their highly convoluted cosmology.

- Sectoral Governments: The governing bodies of local groups of inhabited star-systems, often being largely self-governing/autonomous.
- System Governments: The local governing bodies responsible for administering Star Systems, in certain cases may quite directly govern all planets within said system or in other cases may operate in a more (con)federated manner with each planet having its own government joined together under the system government.

Collectives and Free Sectors
Collectives are self-governing federated regions of space (often spanning across several rims) within the Galactic Confederation that typically consisting of various numbers of sectors (whom elect representatives into Collective Assemblies). Collectives are typically defined by historical boundaries, common cultural groups, or homogenous regions primarily inhabited by a species makes up a majority of the population (albeit the latter is less common nowadays) which together manage to unify them to the point of being able to function as their own interstellar societies under the Federation. Collectives are highly autonomous in their structure, and are thus able to largely decide on their specific structure as long as it doesn't violate the Confederation's Charter. While they are generally free to run themselves quite freely, most Collectives happen to follow a federated republican model of governance with occasional differences and adaptations designed with local traditions in mind, each sharing fairly similar governing structures consisting of a Collective Assembly (of elected representatives), a Collective Council (consisting of sector leaders), and a Collective-Minister as its executive. Each Collective is quite autonomous due to the Federation's vast size and population, though the sectors that form them hold similar levels of self-governance regardless of the Collectives.
Free Sectors are individual sectors that exist beyond the jurisdiction of any Collective, instead operating as their own administrative entities with the same powers and responsibilities of a Collective due to various factors such as being significant enough for the Confederal government to warrant separation, being too isolated from other population centres to belong to a Collective, or representing a boundary/cultural/species group too small to be represented as a Collective. Their administrative structures tend to be quite similar to those of Collectives, often containing a local government consisting of a Free-Sectoral Assembly (of elected representatives), a Free-Sectoral Council (consisting of sector leaders), and a Free-Sector-Minister as its executive.

Sectors
Sectors are the most numerous type of interplanetary sub-division within the Confederation, containing several nearby star-systems grouped together due to their proximity which each send representatives to a system from among their ranks which serves as the 'Sector Capital' which additionally acts as the namesake of the entire Sector. Sectors can vary by size, population, and number of inhabited systems within them, though despite this each of them typically follow a fairly similar administrative system containing a Sector Assembly (consisting of elected representatives), a Sector Council (consisting of system/planet/etc leaders), and a Sector-Minister as its executive. Due to their sheer numbers, Sectors are granted significant self-governance to the point of allowing them to adjust their administrative structures to fit their individual needs.

Local Governments
Systems refer to each individual star-system within the Collective which are each run by their own local government joined together under a common System Assembly and System-Minister responsible for governing the System and all of its inhabited worlds as a whole. Within each System, one can find one or multiple inhabited Planets, Moons, populated Space-stations, and various other inhabited bodies (which are administratively all referred to as 'Planets' for simplicity) which are federated under their System government, though they typically have their own highly devolved, distinct, and autonomous governing systems due to the sheer number of planets in the Confederation being impossible to directly govern directly. Planets themselves may further subdivide themselves into 'Sub-Planetary Governments' which may take the forms of various polities such as districts, provinces, states, constituent-countries, or whatever else one may find on each planet, though on the scale of the whole Galactic Confederation the existence of Sub-Planetary Governments aren't held to any significance and thus don't hold any status or recognition beyond the local level.
