The Secure-Defend-Subjugate Foundation (Usually known as the "SDS Foundation") is a non-governmental organization operating across much of the Yatan-Theian Accord and certain other regions with the goal of protecting Humanity from all threats to their safety and 'societal normalcy' by both known and supernatural threats, achieving this goal by operating in complete secrecy with as little direct public interference as possible. While the public may know that there is an organization called the "SDS Foundation", most details and information regarding its operations are either classified or incredibly difficult to come across[1] thanks to intentional SDS actions to maintain its secrecy, which it justifies as 'necessary' to achieve its goals of protecting humanity, though many also believe that it operates in secrecy in order to avoid accountability for many of its more 'questionable' actions. While the SDS Foundation is officially a independent organization, though in 510 CE they were 'coerced' to begin collaboration with the Yatan-Theian Accord's Paranormal Research Sub-Division as a part of the treaty ending the SDS-UOI Conflict, though despite this the SDS maintains significant autonomy and operates various facilities that the Accord has not been made aware of.
The SDS Foundation is most famous for being entrusted by various national governments (that don't favour the United Occult Initiative) with the task of containing "anomalous" objects, entities, and phenomena in order to mitigate their threat to global security in the form of physical or psychological harm. The SDS Foundation maintains an extensive database of information regarding anomalies requiring Special Defensive Safeguards, commonly referred to as "SDS". These operations are largely handled by the 'Department of Containment' in collaboration with a number of more minor Departments with the mission-statement of maintaining "Normalcy"; which is the Foundation's official 'doctrine' which asserts that the SDS does what it does so that "the worldwide civilian population can live and go on with their daily lives without fear, mistrust, or doubt in their personal beliefs, and to maintain human independence from paranormal influence". Beyond their 'Containment Operations', the SDS Foundation additionally administers a number of secret facilities and settlements either manned by highly skilled employees/operatives or by civilians that were raised underneath its 'Department of Territorial Administration' in either thought-to-be uninhabited planets or a variety of Extradimensional Spaces unknown to the rest of Humanity, especially within Liminal Spaces thanks to the Secure-Defend-Subjugate Backrooms organization.
The history of the SDS can largely be split into three major phases, with the 'first phase' being before the 'First Contact with Mei'ra' in which it was first founded in Ancient History with the goal of securing Anomalies before eventually fleeing to Mei'ra in order to avoid The Great Sleep. The 'second phase' following the First Contact saw the SDS Foundation restore its operations beyond Mei'ra for the first time in centuries, rapidly expanding to the point of becoming a worldwide institution with largely unchecked power and influence which it at least alleges was used responsibly. The 'third phase' began in the 350s as the 'SDS-UOI Conflict' began, seeing many of its former collaborating governments change their alignment to the 'United Occult Coalition', a collective of similar organizations and 'anomalous groups' aiming to replace the SDS, which concluded with mixed success as many SDS facilities survived the over a century long conflict unscathed, with most vital operations in captured facilities being redirected to even more secret and hard-to-access locations. Towards the end of the 'third phase' the SDS gradually began deviating from its core goals and principles, becoming arguably more dedicated to the preservation and advancement of itself and its affiliates as it partially morphed into a 'parallel administration' to humanity governing various SDS-exclusive installations alongside many civilian communities under SDS-directed 'governments'.
Administration and Operations
Each of the institutions within the SDS Foundation are governed by 'Departments', with each Department and certain more important/autonomous underlying sub-departments, branches, facilities and divisions also having representation on the SDS' 'Board of Directors' which acts as the "legislation" of the Foundation. Above the Directors one can find the 'Overseer Council', a directorate of 13 individuals whose identities and exact locations are kept secret even within the Foundation whom act as the highest executive 'collective leadership' within the Foundation, with 'The Administrator' (also a highly secretive figure thought to either be a member of the OC or merely a puppet of them) acting as a figurehead that represents the whole Foundation. Alongside the two other major institutional structures, one can find the 'Ethics Committee' which acts as an internal judiciary responsible for ensuring that all of the institutions operating within the Foundation follow proper conduct and ethics within reason, with their rulings affecting even the Overseers.

Department of Containment
The Department of Containment is the body responsible for running all of the SDS Foundation's anomaly containment operations in collaboration with departments specializing in specific kinds of anomalies, writing up various 'Special Defensive Safeguards' designed to keep Anomalies safe and under SDS control. Alongside regular 'Special Defensive Safeguards', there is a separate category for 'Explained Special-Defenesive Safeguards', which are entities and phenomena previously thought to be anomalous before a more grounded explanation for their existence was discovered. Explained Special-Defensive-Safeguards
Department of Territorial Administration
The Department of Territorial Administration acts as the 'administrative' branch of the entire SDS Foundation by coordinating and managing all of the Foundation's physical assets such as facilities, territories, directed-governments and other owned holdings by subdividing itself into numerous branches responsible for coordinating local facilities and instances, with both the DTA itself and its branches hosting councils of local administrators in order to meet and coordinate their objectives. Several branches currently operate under the DTA, such as the Alpha Sol Branch, Backrooms Branch, Extradimensional Branch, Extrasolar Branch, Farout Branch, and the Secure-Defend-Subjugate Backrooms (a former Parallel Organization that was fully integrated into the Foundation). Due to how wide-reaching the DTA is, each of its branches are represented on the Board of Directors, a Privilege which most non-Departments lack. Each facility, settlement and territory part of each Branch is governed by a 'Branch Council', a 'legislature' of representatives responsible for coordinating amongst one another, with an appointed 'head' of this council acting as a representative on the DTA Council and Board of Directors.
Alpha Sol Branch
The Alpha Sol Branch is responsible for administering the SDS Foundation's Facilities within the Alpha Sol System, especially on Yata and Theia, though many facilities also exist on other inhabited bodies on the system. Over time, the need for distinct Alpha Sol and Extrasolar branches has gradually lessened, though due to the sheer amount of facilities on Yata and Theia as well as how spread out and distinct populations on said planets are has largely necessitated its continued existence. The Farout Branch is responsible for administering the SDS Foundation's Facilities located significant distances away from the majority of Human civilization, with its name being derived from the 'Farout Project' that saw the principal site of the branch known as 'Astria' be colonised by the Foundation. The Mei'ra-in-Exile Cooperation Authority is a branch of the DTA responsible for cooperating with the 'Free State of Mei'ra in Exile', a parallel organization descended from the formerly sovereign 'Free State of Mei'ra' which joined up with the SDS Foundation after being overthrown by an Accord invasion, with the SDS foundation granting them refuge in order to make use of their technology. The MCA cooperates with Mei'ra in Exile to administer various facilities run by the Free State to advance their technologies together and house Mei'ra's population. Secure-Defend-Subjugate Backrooms

The Secure-Defend-Subjugate Backrooms is a former Parallel Organization of the SDS Foundation established by a investigation team sent to SDS-002 in 144 CE which ended up noclipping into the Backrooms Liminal System, declaring it their mission to establish SDS authority in the region, growing from one-outpost to a governing authority spanning across most of the explored System. While initially independent, once contact was re-established the SDS Foundation gradually began exerting itself onto the SDSB until it was fully integrated into the DTA in 521 CE. The SDSB serves as a government administering all civilian and some non-civilian settlements/facilities within the Backrooms, operating much more informally than the rest of the Foundation does, housing a 'parliament' with elected and directly appointed representatives to govern its subjects.

Stellar Union of Astrum

The Stellar Union of Astrum is an interstellar Human society located along the edge between the Milky Way's Outer Rim and Deep Space at the furthest away point of the Gamma Quadrant established during the Farout Project. Initially the colony operated as a part of the Accord, but due to the SDS-UOI Conflict it declared independence and began operating as a independent protectorate of the SDS Foundation used as a safe-zone to preserve humanity, additionally acting as a base of operations for any planned extragalactic missions.
Chasmic Urban Development Organization

The Chasmic Urban Development Organization, also known as CUDO, is a corporation based in the SDSB (A branch of the Department of Territorial Administration) controlled Liminal Space known as 'The Chasm', operating various residential, industrial, and commercial districts underneath the direction of the local SDSB government in Point Beta.
Free State of Mei'ra-in-Exile

The Free State of Mei'ra-in-Exile is a successor-state of the Free State of Mei'ra that fled Yata after the Mei'ra War, with 35% of Mei'ra's assets alongside a notable portion of its population successfully evacuating. For 17 years they operated as two nomadic fleets in space searching for a isolated planet to colonise, though following the assimilation of the 'Second Exile Fleet' by the Abyssal Enclave, the remaining 'First Exile Fleet' agreed to join the SDS Foundation, helping them construct "New Mei'ra" within 'The Sea', which is a Liminal Space within the Backrooms System. The cooperation with Mei'ra is deemed vital for SDS efforts, with the Department of Territorial Administration operating the 'Mei'ra-in-Exile Cooperation Authority' to together conduct scientific advancements, with the SDS having a significant interest in Mei'ra's cloning technologies which allowed the beginning of the 'Conscript Vessel Program'.
SDS Collective

The SDS Collective is a collective unconsciousness inhabiting the Oneirosphere with similar functions, purposes, and psychology as the SDS Foundation in reality. Its primary operations include the suppression and management of diorder, chaos, and abnormalities within the Oneirosphere. These operations are achieved via securing, defending, and subjugating conceptual and informational hazards and nightmares within dreams, which are generally handled in a similar manner to the real SDS Foundation.
The SDS Collective appears to have hosts distributed across all of the SDS Foundation's departments, branches, and parallel organizations which form various local 'cells' within the Oneirosphere to advance its goals within various hidden facilities. Strangely, the SDS Collective appears to be completely unrelated to the main Foundation as its creation was never explicitly ordered and created, suggesting that it either gradually appeared on its own or was established prior to The Great Sleep and survived through it.
SDSE Foundation

The Secure-Defend-Subjugate Eos Foundation is a secretive technocratic state located on Eos dedicated to the research of Eos and development of various new technologies for the betterment of the planet as well as researching (but often not containing) anomalies on Eos and the Empyrium as a whole. They have broken away from the main Foundation's doctrine of keeping those that don't fit into the status quo under their control, with their newly formed 'Eos-Directors Council' working closely with other Eosian governments and the Empyrium as a whole to make use of the SDS' many hidden secrets in various projects. The main SDS Foundation is aware of the SDSE and their breaking of protocol, but has no contact with them due to the Empyrium's strict borders. The only entity linking the two organizations is the SDS Collective, which is present within both of them.

The Student's Union is the largest group present within the Drowned School Liminal Space, whom have allegedly lived within it since its formation. Due to the harsh environment they live in, the TSU has aligned itself with the SDSB (a branch of the Department of Territorial Administration), acting as a cooperative ally.
Not every Parallel Organization has stood the test of time, with many either dissolving or fully re-integrating into the SDS Foundation. The following is a list of such organizations;
- SDR Institute: A scientific institute composed of the SDS Foundation's former scientific and technological research & development branches that operated under the security of the International Scientific Assembly. It was formed in order for the SDS Foundation's research branches to continue operating safely despite UOI attacks on the main SDS organization. Once the SDS began being able to easily disperse incoming attacks, the SDR Institute was re-integrated.
- Secure-Defend-Subjugate Backrooms: The largest group in the Backrooms founded in 144 by a SDS Investigation team that noclipped into the Backrooms, promptly declaring it their mission to establish SDS Authority in the Backrooms. While they first started off as a sole outpost, they eventually expanded to the point of becoming a government of sorts spanning across countless levels. Later on, they were directly integrated as a branch of the SDS Foundation's Department of Territorial Administration.

The SDS Foundation's mission is to Secure, Defend and Subjugate. While it is unified behind these goals, achieving them requires a wide variety of approaches. This has necessitated the formation of numerous departments, each specializing in a specific task, discipline, or field.

Department of Science - Alchemy Division
The Alchemy Division of the SDS Foundation's Department of Science specialises in the manipulation of Aetheric forces such as Orgone Energy (among others). When conventional science fails to explain an anomaly, the Alchemist Division's personnel are often the ones sent to investigate.

The Anomalous Entity Engagement Division specializes in the humanization of the containment process and to establish a mutual bond between personnel and anomalies. The goal of these actions is to create a safe environment where both parties are treated as equals, where recreational activities are frequently available, and the desire to further strengthen the relationship between them.
Many SDS Sites containing safer and more human-like anomalies operate under these rules. In such sites anomalies are free to roam and interact with other people regardless of position.

The Antimemetics Division exists to research and contain anomalous Antimemes - ideas with self-censoring properties that discourage or prevent people from spreading them. These concepts, objects, and entities threaten normalcy and endanger human life, but are almost impossible to record or even remember.
Through careful observation, extensive training, and regular use of mind-altering mnestics, the Antimemetics Division is able to deal with the dangers that everyone else forgets.

The Artificial Intelligence Applications Division (AIAD) of the SDS Foundation's IT Department was created to develop, study, and utilise Artificial Intelligence. The Board of Directors acts as a joint council for the SDS foundation as its most influential leaders that acts as a informal administrative in cases where the Overseers wish to not get involved, or not be seen.
In the eyes of the public, the Board of Directors is the "leadership" of the SDS Foundation, although this is a lie.}}

The Cryptozoology Division handles all cryptid-related anomalies that have fallen into the SDS Foundation’s hands. The Division carries out field research, lab testing and containment of parafauna that have already become prevalent in their local area.

The Decommissioning Department reviews petitions to intentionally terminate[4] anomalous objects or entities, approving only those proposals deemed necessary and possible. The Decommissioning Department also provides expert advice on the most efficient ways to decommission anomalies, utilising humane methods while minimising collateral damage.}}

The Emergent Threat Tactical Response Authority specialises in identifying and responding to threats, coordinating emergency responses to events affecting multiple Foundation sites, or even the entire world. ETTRA is also involved in pre-emptive operations, resolving previously overlooked problems through the use of anomalous assets. }}

The Ethics Committee is an administrative department with the purpose of maintaining morals in check to prevent the SDS Foundation from destroying its moral integrity while still continuing its mission. Despite incidents often slipping through the committee's cracks, the Ethics Committee is entrusted with power nearly equal to the Overseer Council in order to pursue their mission. In order to ensure compliance with Accord law, the Committee hosts various representatives from the Accord's Regulation and Safety Division (due to previous violations of the Declaration of Sapient Rights) who are responsible for ensuring the Ethics Committee remains vigilant and fast-acting. The Ethics Committee additionally is responsible for handing out justice for unethical acts, human resources, ethical treatment of sentient anomalies, safety inspections, etc.}}

The Fire Suppression Department is responsible for making sure every member of the SDS Foundation stays in line, does not attempt to leave the SDS, or otherwise defect from them, via whatever means are deemed both reasonable and necessary. }}

The Department of International Representative affairs[5] is the department in charge of handling international relationships, thus dealing with diplomacy with governments and other organizations.

The Pataphysics Department unites the fields of theoretical physics and literary analysis to study the extent to which reality itself is fictional. The department is responsible for the containment of narrative anomalies, as well as a number of ambitious projects that exploit the nature of reality in service to the SDS Foundation's mission.

The Department of Procurement and Liquidation exists to facilitate the purchase and disposal of anomalous objects and non-human entities through legitimate or semi-legitimate means. Although focusing on the acquisition, storage and (when appropriate) utilisation or destruction of anomalous items, the Department is also involved in the hostile takeover of corporations and financial institutions with anomalous connections. }}

The Department of Public Operations is the department responsible for interacting with the public in both direct and covert ways. They are responsible for things such as public media, subliminal propaganda, organizing disaster relief and evacuations, and making public statements.

The Department of Surrealistics is dedicated to the identification and containment of anomalies that cannot be understood with traditional logic, thus utilizing agnostics and up-brained thinking to better understand unreality and abstract concepts. The Recordkeeping and Information Security Administration is responsible for keeping the SDS database secure and intact. RAISA controls access to classified information, deciding what each individual has the clearance to view and what they cannot know. RAISA also protects the database against intrusion and infiltration, and monitors inconsistencies in SDS documentation to discern whether the cause is mundane or anomalous.}}

The Department of Tactical Theology is responsible for assisting in the capture, containment, and neutralization of theological anomalies. These anomalies may include; anomalous items suspected to holy relics, extranormal events believed to be miracles, paranormal cults, and Pluripotent Entities.
The Department has a diverse staff of theologians, clerics, and sceptics, with subdepartments specialising in different religious traditions. }}

The Telecommunications Monitoring Office handles the SDS Foundation's worldwide analysis and processing of information gathered from telephone calls.
This includes the routine surveillance of calls made to emergency services in Facilities like Containment-Site-5. SDS Projects
The SDS Foundation's leadership has approved several projects over the years. Some of their more notable projects include;

The Conscript Vessel Program is a cloning project run by the Department of Territorial Administration's "Mei'ra-in-Exile Cooperation Authority" in cooperation with the 'Free State of Mei'ra-in-Exile'. The primary purpose of the program is to produce artificially grown Humans modified to be able to advance the interests of the Foundation in order to fill out its ranks as to mitigate the SDS' personnel deficit, serving as researchers, janitors, soldiers, and various other roles thanks to their intelligence, autonomy, loyalty, obedience, and numbers. Arguably, Conscript Vessels are a distinct sub-species of humanity due to their gray skin, uniform features, and a more androgynous appearance due to them being "grown" rather than naturally repopulating.

The EOS Initiative is a project formed and directed by the Department of Extradimensional Matters with the goal of safeguarding the existence of humanity in case of some-kind of catastrophe capable of wiping out life in the solar system and beyond[7]. The way this has been accomplished so far is constructing multiple secure outposts in extradimensional anomalies, such as SDS-008 and SDS-005-01.
There are plans of incorporating the EOS initiative as a full on foundation doctrine to create more methods than extradimensional existence of humanity, however this has not been approved by administration yet.}}

The Extdim Communications Project is a project by the SDS Foundation in an attempt to create instantaneous communication between dimensions. As of now the project is fairly limited, as it has not received a lot of funding.}}

The Extdim Embassy Project is a project created and managed by the SDS Foundation and SDSB. It aims to create a facility with representatives from all kinds of extradimensional groups and organizations within baseline reality. (Ie within Timeline-002).

Mobile Assault Squadrons are paramilitary units under the command of the SDS Foundation, acting as the first line of defence sent to contain anomalous entities or objects. They are heavily armed with the latest experimental weaponry, vehicles and tools to deal with difficult situations.
They can be organized into groups of up to a hundred, although more often are small reconnaissance units picked out of the best of the best from the SDS' more generalized security units. }}

The following is a list of methods that define how SDS facilities are classified, including both 'types' of facilities and 'classifications' that define what facilities are used for.
- Sites are covert facilities, Their buildings are known to the public but are disguised under government or corporate fronts. Many of them are built near civilian populations.
- Areas are clandestine facilities, meaning that civilians are not aware of their existence atall. They are usually built far away from civilian populations and usually contain only the most dangerous anomalies, Along with extreme failsafes incase of breach including nuclear warheads.
- Outposts are small facilities subordinate to a nearby Site or Area, used to contain immobile objects or to monitor anomalous locations.
- Observation posts are tiny facilities built in a multitude of locations used to log regional communications and areas for flagged content or possible anomalies.

|-|Security Clearances= Security Clearance levels are different levels of access granted to foundation personell. They range from little to no access to unlimited access to data and SDS entities. They are granted on knowlege needed to know instead of if it is thought they are "ready for it" so advancing up levels may be difficult.
Security Clearances
- Level 0 security clearances are given to non-essential personnel with no need to access information regarding anomalous objects or entities in Foundation containment. Level 0 access is typically held by personnel in non-secured clerical, logistics, or janitorial positions at facilities with no access to operational data.
- Level 1 security clearances are given to personnel working in proximity to but with no direct, indirect, or informational access to anomalous objects or entities in containment. Level 1 security clearances are typically granted to personnel working in clerical, logistics, or janitorial positions at facilities with containment capability or otherwise must handle sensitive information.
- Level 2 security clearances are given to security and research personnel that require direct access to information regarding anomalous objects and entities in containment. Most research staff, Field Strike Squadron, and containment specialists hold a Level 2 security clearance.
- Level 3 security clearances are given to senior security and research personnel that require in-depth data regarding the source, recovery circumstances, and long-term planning for anomalous objects and entities in containment. Most senior research staff, project managers, security officers, response team members, and Mobile Assault Squadron operatives hold a Level 3 security clearance.
- Level 4 security clearances are given to senior administration that require access to site-wide and/or regional intelligence as well as long-term strategic data regarding Foundation operations and research projects. Level 4 security clearances are typically only held by Site Directors, Security Directors, or Mobile Assault Squadron Commanders.

|-|Personnel Classifications= The following is a list of 'classes' which SDS staff are designated under.
- Class A personnel are those deemed essential to SDS strategic operations, and are not allowed direct access to anomalies under any circumstances. When circumstances require Class A personnel to be in direct proximity to such anomalies (such as in the case of facilities housing containment units), Class A personnel are not allowed access to the areas of the facility containing such anomalies and are to be kept in secured areas at all times. In the case of an emergency, Class A personnel are to be immediately evacuated to a designated and secure off-site location. Overseer Council members are always Class A personnel.
- Class B personnel are those deemed essential to local SDS operations, and may only be granted access to objects, entities, and anomalies that have passed quarantine and have been cleared of any potential mind-affecting effects or memetic agents. In the event of a containment breach or hostile action against a SDS facility, Class B personnel are to be evacuated to a designated, secure off-site location as soon as possible.
- Class C personnel are personnel with direct access to most anomalies not deemed strictly hostile or dangerous. Class C personnel that have had direct contact with potentially mind-affecting or memetic properties may be subject to mandatory quarantine and psychiatric evaluation as deemed necessary by security personnel. In the event of a containment breach or hostile action against a SDS facility, non-combatant Class C personnel are to either report to secure lock-down areas or evacuated at the discretion of on-site security personnel in the case of a site-wide breach or other catastrophic event.
- Class D personnel are expendable personnel used to handle extremely hazardous anomalies and are not allowed to come into contact with Class A or Class B personnel. Class D personnel are typically drawn worldwide from the ranks of prison inmates convicted of violent crimes, especially those on death row. In times of duress, Protocol 12 may be enacted, which allows recruitment from other sources — such as political prisoners, refugee populations, and other civilian sources — that can be transferred into SDS custody under plausibly deniable circumstances. Class D personnel are to be given regular mandatory psychiatric evaluations and are to be administered an amnestic of at least Class B strength or terminated at the end of the month at the discretion of on-site security or medical staff. In the event of a catastrophic site event, Class D personnel are to be terminated immediately except as deemed necessary by on-site security personnel.
- Class E is a provisional classification applied to field agents and containment personnel that have been exposed to potentially dangerous effects during the course of securing and establishing initial containment over a newly-designated anomalous object, entity, or phenomenon. Class E personnel are to be quarantined as soon as possible, monitored, and screened for potentially harmful changes in behavior, personality, or physiology, and may only return to duty after being fully debriefed and cleared by psychiatric and medical staff.
