After decades of one-party rule, the Regency Council running Hayah was forced (due to local pressure) to finally declare a new Emir to act as the head of state of the Hayahan monarchy, with Almahdi Ahmad being declared the new emir. This led to a major controversy as the much more militaristic Aliyy Faez rallied support to claim the position of Emir for himself, launching an attack on Doha from the desert, freaking out the Regency Council enough to withdraw support for either candidate which only cause militias loyal to either Almahdi or Aliyy caused Hayah to devolve into civil war as the two armies began clashing one another alongside Democratic revolts in major cities, with Regency now being caught in the crossfire. Aliyy decided to lead his army south against the regency rather than Almahdi's more threatening army to the north, seeing significant success as most of the Regency's army was destroyed. Aliyy then struck northeast against the Regency's capital in Doha, forcing them to surrender and recognize him as the true Emir or else they would be massacred. Almahdi's forces thus advanced in an attempt to take Doha, though this ended in defeat as Aliyy's army outflanked Almahdi's army before they could arrive. Seeing no way to fully defeat Aliyy, Almahdi proposed a partition which Aliyy declined. After being pushed back further, Almahdi recruited Sarpistani aid as Sarpistan demanded that Aliyy recognize the independence of the 'Emirate of Am Dammah', which Aliyy once more declined as fighting began between the two states as Sarpistani border forces moved in to intervene. Aliyy used this to paint Almahdi as a traitor to the Hayahan people, rallying public support to beat back the invasion. After defeating Almahdi's forces and pushing Sarpistan out Aliyy led an invasion of southern Sarpistan, which forced Sarpistan to sue for peace and recognize Aliyy as the ruler of the new 'Emirate of Hayah'.
