Dzaphania held its next major council elections, leading to the election of hardliner president Carlos Rodriguez, pushing the country towards a more authoritarian form of socialism as well as changing the flag (with the old flag becoming the state flag). Dzaphania decided to reach out to its communist neighbours in order to rebuild the ideology's presence in North America after the fall of the Socialist States of Yorica, first forming an alliance with Lizarb before being informed that after LeBron James took power, Sipedro had also become a communist nation, leading to them also joining the alliance. Dzaphania formalized this alliance, vowing to restore the influence of communism in North America as the 'Havana Pact' was proclaimed.
