Poavak grew angry over their people migrating to Nay'Bling, prompting them to first demand that Nay'Bling fix it or there would be consequences, before escalating into demanding that Nakmai fix it or they themselves would, which Nakmai seemed to follow thru with as they cut off communications to the city.
