The Third Confederation of Kauria, commonly known as the Kaurian Confederation or simply Kauria, was a semi-presidential federation comprising of the state of Kauria and the semi-autonomous territories of Cajilia, Nunavik and Greenland. It is the nominal successor to both the Second Confederation of Kauria and the island nation of Cajilia. The nation was founded after instability within the defunct Yatan-Theian Federation led to an uprising within the former Cajilian capital of Port Alexandria, quickly spreading across the region into the major cities of Ganaqq and Iqaluit, resulting in the declaration of an effectively independent Confederation with the Aqittuqvik Declaration.
== History == | |||
=== Origins, Empire, and Fall ===
The history of the region is heavily debated, though it is generally accepted that a Kaurian state in some form has existed since the pre-Confederacy period, breaking away from English colonial rule and annexing Greenland after complete victory in the Irish-Kaurian War. Political developments in it's early years, and the acquisition of Greenland, lead to the declaration of the Kaurian Empire, which was met with little opposition. The Empire would function as a significant regional power during it's existence, albeit only minimal territorial changes have been recorded during the period. Instability within the nation in it's later years resulted in the rise of a dictatorship and the eventual declaration of the state of Hyperborea in 206, effectively dissolving Kauria as an independent political entity.
=== Niaqoq Massacre and Revolt ===
The establishment of Hyperborea was met with significant opposition within the Kaurian population. Primarily, citizens were unsatisfied with a lack of representation and the rapid militarisation of the early Hyperborean state, seeing it's dictator as reckless and illegitimate. Protests erupted across the territory and would eventually unify into the Akiqattuq Movement. Although initially branded as peaceful, the Niaqoq Massacre sparked a coordinated military revolt with foreign aid from the Liberty Pact, led by Yetia. The revolt would eventually stall and collapse despite initial success and foreign intervention, leading to a total Hyperborean victory. The defeat of the Movement would mark an end of any significant Kaurian resistance under the Hyperborean Regime.
=== Kewetinohk and The 'First Confederation' ===
The Realm of Hyperborea, despite initial stability after the revolt's defeat, would eventually collapse after repeated defeats in a series of global conflicts. Post-collapse remnants in the region would shortly unify into the Kewetinohk Confederacy, a country of which included Kauria as one of it's principal unifiers (the other three being Cree, Na Dene, and later Noveau Normandie). Despite it's vast territory and initial stability, political opposition from Noveau Normandie would lead to it's collapse after only a few years.
Kewetinohk's collapse created an opportunity for previous Kaurian separatist groups within both the former Hyperborea and Kewetinohk. These groups quickly unified and declared the First Confederation of Kauria, a state which held some regional power though it lacked the military influence of the former Empire. As a result of limited resources and a lack of foreign cooperation globally, the nation would rapidly fall behind both scientifically and militarily, yet still existed for approximately 80 years relatively unscathed. This is seen most significantly in Cajilia, which to this day is often considered technologically 'backward'.
=== Global Confederacy and the 'Second Confederation' ===
Kauria would join The Confederacy by means of referendum in 395 CE, being one of the last nations to formally join it. During this period, the nation operated as the autonomous state of Nunavut, having it's foreign policy and governance dictated by global government. The approximately 2 year period under the regime saw little change in the region, both due to it's lack of significance politically as well as internal conflicts within The Confederacy. Shortly after Kauria's integration, a military coup within the Confederacy would lead to it's eventual collapse.
The nation would break away during the fall of The Confederacy, forming the Second Confederation of Kauria. Nominally and politically, this was a continuation of the First Confederation of Kauria. Much like it's predecessor, the nation would suffer significantly from a lack of progress scientifically, harmed especially by advancements in space travel and communication by other nations. Lack of progress in these areas led to the nation holding little-to-no regional power, though despite this it did exist with relatively stability for half a century.
=== Yatan Commonwealth, Federation & Seperation ===
Kauria would join the Yatan Commonwealth by means of referendum shortly after it's declaration in 441 CE. Similarly to it's role in The Confederacy, Kauria would operate as an autonomous state within the Commonwealth and later the Yatan-Theian Federation. Due to the intergalactic scale of these governments, Kauria had effectively zero influence or impact on policy and decision-making and would effectively run itself independently, though not as a 'nation' within it's own right. During the later years of the Federation, separatism once again emerged among dissatisfaction with the global order. The instability caused during the reformation period of the Yatan-Theian Federation into the Yatan-Theian Accord led to protests among the major cities of former Kauria and Cajilia. It is during this period that Cajilia would begin to gain significant influence, providing mercenaries and supplies to armed protest groups. As the violence escalated, Kauria once again declared it's independence as the Third Kaurian Confederation with the Aqittuqvik Declaration, with it's independence being recognised shortly after.
=== Dissolution === | |||
The Solidarity Front, facing difficulties, would vote to rejoin the Federation as an autonomous state in 527. It would be renamed to the Republic of Kauria.

- Borealia (Nunavut, direct)
- Spisos (Alaska, indirect)
- Iceland (Iceland, indirect)
- Alyphia (North Pole, indirect)
=== Environment === | |||
Being on the Northernmost coast of North America and it's surrounding islands, Kauria's environment was majority arctic in nature. It's northernmost points during the winter are considered uninhabitable, and no major settlements are found there. Nunavik and southernmost Greenland are the exceptions to this, containing grassy, hilly terrain. The arctic territories are host to oil, rare earth metals, and a significant fishing industry.
==== Settlements ==== | |||
The Confederation was host to three major cities.
Aqittuqvik was the Capital City of the nation, and is a renaming and significant redevelopment of a previous settlement in the region. The city itself hosts over half of the population of the Kauria itself (excluding the autonomies), and was subject to significant overcrowding before the rapid modernisation under the Solidarity Front Government.
Port Alexandria was the Capital of the Cajilian Autonomy. Although small in scale, it is the largest Cajilian settlement. Although outdated in terms of infrastructure, the city is only undergoing minor modernisation due to it's 'cultural significance'.
Ganaqq was the Capital of the Greenland Autonomy, and is currently undergoing the 'Nova Ganaqq' project, having had it's city walls demolished and rebuilt. It hosts the headquarters of Kaurian military development.

The Third Confederation of Kauria as a whole was considered a Semi-Presidential Republic, having both an unelected Head of State, referred to as the 'First-Minister', and an elected Head of Government, the 'Premier-Councillor'. The First-Minister was generally considered a ceremonial figure, albeit a clause in the Constitution of Kauria granted the First-Minister executive authority in times of 'great crisis'. The Premier-Councillor, selected by the First-Minister and usually the head of the political party with the current majority, headed the Council of Kauria, a chamber of 250 'councillors' responsible for day-to-day governance of the nation (approximately one councillor per ten thousand citizens). Councillors were chosen through General Elections that were held, at a maximum, every ten years, by means of a Single Transferable Vote. The nation's final government was run by the 'Kauria Solidarity Front', a coalition between the conservative 'Guardian Party of Kauria' and the Neoliberal 'Forward Kauria'

Policies were proposed either by councillors or the autonomies, which are then debated and voted on in the Council. Motions that pass were then signed by the First Minister and put into National Law.
=== Autonomies === | |||
Kauria was host to three autonomous 'partner states', those being Greenland, Cajilia (whose tri-colour was seen on the Kaurian flag) and Nunavut. Each autonomy hosts it's own 'National Senate', the sizes of which varied based on the territory, which functioned somewhat independently of the Council of Kauria. Local elections were independent of the general elections of the Council of Kauria and did not affect it's composition, only the composition of the National Senates.
National senates were typically responsible for internal governance, education and domestic economic policy. Broader reforms proposed by a National Senate were be subject to approval by the Council of Kauria, where they could be accepted, modified, or rejected outright.

=== Foreign Relations ===
Kauria lacked significant foreign relations and only hosted a limited number of embassies in Port Alexandria.
==== Foreign Policy ====
The Solidarity Front followed a self-proclaimed 'Kauria First' ideology in consideration to it's foreign policy, the primary goal being to create a 'Self-sustaining and strong Kaurian state' (a quote from Premier-Councillor Tuktu Pitsiulak). This led to Kauria following a somewhat isolationist foreign policy since it's declaration of independence, with a much stronger focus on internal policy and defence.
==== Trade ==== | |||
===== Exports ===== | |||
Kauria primarily exported oil, rare earth metals and freshwater whilst also being host to a significant fishing industry centred around Greenland and Cajilia. The nation only sold to partner states approved by the First Minister, typically those with looser association or complete independence from the planetary government. Whilst not necessarily an 'export', arctic tourism was also a significant source of income for the nation.
====== Cajilian Drug Trade ======
Cajilia has often been rumoured to play host to a significant drug trade host, though government investigations found little evidence of this.
===== Imports ===== | |||
Although Kauria aimed to be self-sustaining, at its' dissolution the nation still had to import a significant amount of lumber, hard stone, and warm-weather crops. The Council of Kauria aimed for a significant decrease in imports through reforestation, greenhouse efforts, and investments into undersea mining.
=== Government Departments ===
==== Ministry of Economics ====
The Ministry of Economics was responsible for the management of the Confederation's finances, including efforts to have the Kaluniaq recognised on the international currency exchange. Further responsibilities included managing inflation, trade, and publishing regular reports on the financial stability of the nation.
==== Ministry of Industry and Infrastructure ====
The Ministry of Industrial and Infrastructure Development (commonly referred to as the IID) was the government body responsible for the construction and maintenance of the nation's export industries, alongside supervising development of road and rail networks.
====== Ten Year Plan ======
The Kauria Solidarity Front opted to enact the 'Ten Year Plans' during it's governance, as part of it's 'Kauria First' government outline. Its primary target was to establish Kauria as a 'significant industrial power', through the rapid development of factories, mining technology, and infrastructure within and between Kauria's major cities in collaboration with the Ministry of Science. This proved generally successful, though it has generated some dissatisfaction in less developed regions of the nation.
====== Infrastructure Issues ======
A survey conducted by the Ministry after it's established deemed Kauria's industry as 'a shocking 300 years out of date', placing the matter of roads and rail at the front of the Ten Year Plans.
==== Ministry of Agriculture ====
One of the smallest departments of the Party, the Ministry of Agriculture was established with the purpose of developing farming technology that allowed for typically warm-weather crops to be grown in the colder climates of Kauria, reducing reliance on other nations. This policy was codenamed the 'Horticulture Variety Program'. Outside of this. the Ministry managed the limited agricultural land viable in Kauria, and most was either government property or required special licenses to operate on due to the scarcity of useable soil.
====== Controversy ======
The Horticulture Variety Program stirred some controversy among the traditionalists in the Kaurian government, considering it a betrayal of Kaurian tradition and Culture. Despite this, the program has advanced with little formal opposition.
==== Ministry of Defence ====
The Ministry of Defence was the government sector responsible for upholding and development the nation's military, it's most elite being nicknamed the 'Kaurian Legion'
====== Mandatory Service Program ======
Citizens of Kauria who were not under specialist employment or in education were required to undergo a 1-2 year mandatory army service period (length depending on department), providing opportunities for the unemployed whilst also giving Kauria a significant army reserve compared to nations of a similar population. Whilst this policy also applied to the autonomies, it was much more relaxed (only applying to the unemployed, and can be refused outright) to prevent resistance and opposition. The program proved a complete success with minimal resistance or controversy.
====== Nuclear Program ======
Whilst not at the top of the nation's defensive priorities, Kauria had some nuclear capabilities, mostly missiles inherited from previous rules in the region.
==== Ministry of Science ====
The Ministry of Science was the government body dedicated to the advancement of science and technology, primarily cooperating with the Ministry of Agriculture and the Ministry of Industry and Infrastructure.
====== Space Technology Research ======
A significant portion of the Ministry of Science's budget was dedicated to advancements in space technology, taking technologies inherited from past states and modernising them up to current standards.
==== Ministry of Culture and Religion ====
The smallest of Kauria's government ministries, The Ministry of Culture and Religion effectively existed to protect the religious freedoms of the Kaurian population, as well as preserving the Inuit culture that had been damaged heavily by previous wars and occupation.History

History
Origins, Empire, and Fall
Niaqoq Massacre and Revolt
Kewetinohk and The 'First Confederation'
Global Confederacy and the 'Second Confederation'
Yatan Commonwealth, Federation & Seperation
Dissolution
The Solidarity Front, facing difficulties, would vote to rejoin the Federation as an autonomous state in 527. It would be renamed to the Republic of Kauria.

The Ministry of Defence was the government sector responsible for upholding and development the nation's military, it's most elite being nicknamed the 'Kaurian Legion'
Mandatory Service Program
Citizens of Kauria who were not under specialist employment or in education were required to undergo a 1-2 year mandatory army service period (length depending on department), providing opportunities for the unemployed whilst also giving Kauria a significant army reserve compared to nations of a similar population. Whilst this policy also applied to the autonomies, it was much more relaxed (only applying to the unemployed, and can be refused outright) to prevent resistance and opposition. The program proved a complete success with minimal resistance or controversy.
Nuclear Program
Whilst not at the top of the nation's defensive priorities, Kauria had some nuclear capabilities, mostly missiles inherited from previous rules in the region.
Ministry of Science
The Ministry of Science was the government body dedicated to the advancement of science and technology, primarily cooperating with the Ministry of Agriculture and the Ministry of Industry and Infrastructure.
Space Technology Research
A significant portion of the Ministry of Science's budget was dedicated to advancements in space technology, taking technologies inherited from past states and modernising them up to current standards.
Ministry of Culture and Religion
The smallest of Kauria's government ministries, The Ministry of Culture and Religion effectively existed to protect the religious freedoms of the Kaurian population, as well as preserving the Inuit culture that had been damaged heavily by previous wars and occupation.
