Months after the start of the Order of Ganymede Investigation, lights were reported to be on inside the headquarters of the "Imperial Council" , a mysterious ultramilitarist/panhumanist organization with 6 members, for the first time since their past meetings in 256, 291, 310 (When they met with [https://yatawiki.xyz//yatawiki/index.php/Poland's?action=edit&redlink=1 Poland's] government), and now in 313. Another meeting was held only months afterwards, which was seen as insignificant by the YNF (the country where the Council's headquarters was), but not by a private investigative group known as the 'Echo Operatives' who managed to plant a listening device that transmitted the words 'Contingency Project I71A' in morse code before being found and destroyed by the Council, which the EO publicized. A year later, the Echo Operatives published that two personal spacecrafts landed within a small landing platform inside the Imperial Council's headquarters which implied that another meeting was taking place even though some members appeared to be missing during the heightened tensions between the CSIS and Order of Ganymede, causing CSIS to later figure out that the OOG was likely affiliated with them.

A few months later, CSIS agents in the IC Building's area noticed that a assembly of communication equipment opened up from the side of the structure and sent a broadcast to a redacted recipient, with them suspecting that it was either the OOG or Hyperborea. After some time, a singular vessel arrived at the IC headquarters which was tracked to have come from 'somewhere' near Tristan de Cunha, with the individual which was onboard the craft quickly making their way inside via a facial scanner. The robot in the vents began picking up walking sounds and occasional beeps, eventually leading to sounds similar to a printer despite sonar scans not 'seeing' such a device, then clicking and metallic-banging sounds, then the sound of something being sprayed and carts of supplies being moved. NIA squads began ransacking the building again, finding automated systems in the process of disposing of all documents and hardware that weren't taken out of the building earlier, so they blew up the building and blasted 'This is for echo you dirty fucks' over the IC's communication frequencies for some reason. Eventually, the plane was discovered abandoned on Pindorama's coastline near São Francisco do Sul, with a search revealing it was empty and that the fingerprints inside weren't on record, though regardless OMM drones arrived on site shortly afterward and searched inland and into the sea to look for anything. The Pindoraman government questioned the NIA's presence, requesting that in the future it be notified about such searches in its territory despite the NIA justifying that it was so that Pindorama 'would not be under the iron fist of the YNF and the Imperial Council trying to restore the Trophian Empire', which confused Pindorama greatly despite being given the files too. Despite how unhelpful Pindorama was, it was inferred that the person had left the scene on a boat which was registered by a foreigner named 'Éliott Janvier'. The Boat was eventually found drifting in the Drake Passage, though Janvier had seemingly been shot with an assault rifle, suggesting that this individual was only a courier tasked with bringing the documents to the IC's temporary meeting place before being executed to ensure secrecy, suggesting that the IC's base was on an island or structure somewhere in the south atlantic, as AIs scouring through communications on all major continents found any keywords regarding the incident on the IC's frequency, suggesting that they had either been 'scared off' or changed their frequency, though continued failed searches suggested the former was more likely, so the YNF suggested setting up a intelligence agency to look into the situation for now after inquiring about known affiliates of the IC, with the OOG being the only one the CSIS was aware of, prompting the YNF to suggest caution as all possible information was gathered. The CSIS explained what it believed to know, that the IC and OOG were affiliates, and that the OOG was formerly Hyperborean which was the YNF and Trophian Empire, leading to the YNF correcting them that the OOG predated Hyperborea as the lost 'Jupiter Fleet' of the YNF/Trophia that had left World War 9, though if Hyperborea was also involved then Petoria also could be due to the [[Second Trophia Pact]] between the two. NIA squads began ransacking the building again, finding automated systems in the process of disposing of all documents and hardware that weren't taken out of the building earlier, so they blew up the building and blasted 'This is for echo you dirty fucks' over the IC's communication frequencies for some reason. Eventually, the plane was discovered abandoned on Pindorama's coastline near São Francisco do Sul, with a search revealing it was empty and that the fingerprints inside weren't on record, though regardless OMM drones arrived on site shortly afterward and searched inland and into the sea to look for anything. The Pindoraman government questioned the NIA's presence, requesting that in the future it be notified about such searches in its territory despite the NIA justifying that it was so that Pindorama 'would not be under the iron fist of the YNF and the Imperial Council trying to restore the Trophian Empire', which confused Pindorama greatly despite being given the files too. Despite how unhelpful Pindorama was, it was inferred that the person had left the scene on a boat which was registered by a foreigner named 'Éliott Janvier'. The Boat was eventually found drifting in the Drake Passage, though Janvier had seemingly been shot with an assault rifle, suggesting that this individual was only a courier tasked with bringing the documents to the IC's temporary meeting place before being executed to ensure secrecy, suggesting that the IC's base was on an island or structure somewhere in the south atlantic, as AIs scouring through communications on all major continents found any keywords regarding the incident on the IC's frequency, suggesting that they had either been 'scared off' or changed their frequency, though continued failed searches suggested the former was more likely, so the YNF suggested setting up a intelligence agency to look into the situation for now after inquiring about known affiliates of the IC, with the OOG being the only one the CSIS was aware of, prompting the YNF to suggest caution as all possible information was gathered. The CSIS explained what it believed to know, that the IC and OOG were affiliates, and that the OOG was formerly Hyperborean which was the YNF and Trophian Empire, leading to the YNF correcting them that the OOG predated Hyperborea as the lost 'Jupiter Fleet' of the YNF/Trophia that had left World War 9, though if Hyperborea was also involved then Petoria also could be due to the Second Trophia Pact between the two. The YNF was then prompted to explain the history of the YNF and its affiliates, explaining how the Old YNF was a party in Yetia that became a paramilitary group, how Hyperborea's leaders claimed to be successors of said group, and how Trophia was a term used by the Old YNF and Petoria when they collaborated, with the main mystery being how such groups had even returned as during the Macanese-West Malian War it was believed that all YNF members had their memories wiped.

Towards the later half of 318, a series of radio-stations began being hijacked by an unknown group for around 3 weeks, replacing their usual content with rants about how Humanity was clearly superior to all other "intelligent" lifeforms, which the CSIS figured was done by the Imperial Council despite no concrete evidence being discovered as the hijackings appeared to have manually been done at each broadcast tower following a shockwave which cut out all security footage, though at least it was discovered that the broadcasts implanted by the IC were all pre-recorded. The CSIS sent a message to the OOG claiming that it would not fall for the propaganda, though unfortunately England did, with them enduring a coup which put the entire country on lockdown to prepare for the 'incoming storm' they believed would be caused by the 'Shadow Empire'. A year later in the latter half of 319, a incident in Saipulusi occurred as a ship identified as belonging to the IC landed in the country seemingly to negotiate with its leader which went wrong as soldiers moved to apprehend the IC member, though failed as they escaped on their ship and landed somewhere else before CSIS Anti-Cloak Detectors could hunt them down.

In December 319, the investigation came to its head as the Imperial Council revealed itself and its intentions in the Accord-YNF War.
